The Meeting was called to order by Co-Chairperson Lisa Phillippi. Tony Jones, John
Drim, and James Massey attended this meeting to represent the Brandon Heights
Subdivision's Gateway Funding Application.
Joey Dunn gave a brief background of the development of the Gateway Policies and PIP
Process. He mentioned that the Gateway Policies Manual does not go into great detail on
the prioritization of funds. He suggested that the CAC create a more detailed manual with
requirements and having a subcommittee to review the applications as they are received.
Mr. Dunn then presented a StaffReport on the Brandon Heights Subdivision Gateway
Funding Application. The Committee was renunded that funds will not be available until
October. However, Staff mentioned :that they would meet with the Budget Director
following the meeting to determine if funding could be available prior to October.
James Massey talked about problems and frustrations with the Gateway Funding process.
Tony Jones talked to the School Principal about damage control..
Marianne Oprisko moved to approve the Brandon Heights application in the amount of
$5191.50 to be available for this Gateway with condition of PIP approval. Sara Grona
seconded the motion which passed unanimously.
Joey Dunn stated that he will inform the Committee and applicants of when the work can
start, the procedures of the financing, and the payment of bills. Tony Jones asked for a
.letter verifying the funding approval.

Gateways
Lisa Phillippi will be the Gateway Subcommittee Chair. In the 1995 bond election,
$100,000 was approved for streetscape/gateway projects. The amount of funds available
for FY 96-97 will be $40,000. It was discussed that the Gateway Policy needs to be more
detailed. The Brandon Heights Gateway Application has gone to the City's Contract
Review Committee.. This contract is waiting for signatures. Staff will process all cash
receipts and reimburse 50% up to the maximum.
Marianne Oprisko thought the application process will be difficult for older neighborhoods
to complete and get funding.
No other applications have been received for the Gateway Funding.
Community Appearance Awards
The purpose of the Community Appearance Awards is to recognize businesses that have
contributed to beautify the City. There are two awards selections held each year, the first
starts in March for presentations in April and the second starts in October for
presentations in November. Nell Lindquist handed out the Guidelines for the selections.
Marianne suggested expanding this program to neighborhoods.
The Community Appearance Awards Subcommittee will be taking nominations until
October 4, 1996. The subcommittee will then meet to review these nominations to make
their recommendation at the October 15, 1996 Regular CAC meeting.
Big Event
Betty Groce informed the new members that this program was targeted toward older
residents who otherwise would not be able to perform general maintenance on their homes
due to financial or medical reasons. The general maintenance performed during this event
include house painting, cleaning of lots, landscaping, etc. Citizens helping with this
project includes Texas A&M Students and any Citizens willing to help. Jane suggested
this Committee.. get involved with doing a project at the next Big Event.
AGENDA ITEM #4 -GATEWAY POLICIES DISCUSSION
Marianne Oprisko asked Council Member Hickson what the City Council wants the City
to "look" like, meaning urban or rural? Hickson's response was "both".
Gateways could include doing a "big" Gateway for the entire City instead of individual
ones.
CAC members should look for specific locations that maybe of interest of a Gateway.
