This is the first request for funding since. the Gateway Policies Manual and Public ImprovementPermt (PIP) Ordinance were adopted by the City Council. As some of you. may know, Chairman Nichols cannot attend the special meeting because he will be out of town. Therefore,-.the meeting will be led by our newly-appointed CAC Vice-Chair, Ms. Lisa Phillippi. Enclosed is a copy of the application and an area map of the proposed gateway improvements to the neighborhood from Rock Prairie Road.. I would encourage each of you to drive by and take a look at the proposed locations prior to the meeting. In order to take. action on the requested funding, it is extremely important that we have a quorum for this meeting. Six CAC members must be present to reach a quorum, and we have received confirmation from seven members at this time. As always, please let us know ahead of time if you cannot attend the meeting. During the meeting, there were also questions regarding the timing of funding allocation. This letter is an effort to clarify how the funding wily be allocated, as well as what items are needed in order for the City to issue the PIP permit. After meeting with the City's Budget Director, it has been determined that funding for this project can. come from Bond. Funds allocated to FY 96. Therefore, these funds maybe issued prior to October 1996. As we discussed in the meeting, grant funds can be allocated periodically during construction of the project through the processing of receipts. A contract for the issuance of the grant is forthcoming which will specify these details. We also stated in the meeting that construction may begin subsequent to the issuance of the i Ii'~ pcriiilt. Place dimensions on sign elevation, and distances from signs to curbs. These comments are noted on an enclosed copy of the original site plan. In addition to the site plan revisions above, the following items are also needed: 7. Cost estimation of the removal of all. proposed improvements within the City rights-of--way only. 8. Submit a bond. or letter of credit for the estimated cost of all improvements within the City rights-of--way only. 9. Submit a "hold harmless" letter (or letters) signed by the individuals who own the three lots on which the improvements are proposed. As soon as these items are received and approved, the PIP permit will be issued and construction may begin. The Public Utilities Department (Tony Michalski 764-3438) has located and marked all water and sewer lines within the three areas. We are told that the electrical lines will be located sometime.today. As we discussed in the meeting, this is a first-time experience for the processing of a PIP permit, as well as a Gateway Grant. We thank you for your patience thus far, as you are "blazing a trail" for future applications. As expressed by the members of the CAC, this project will be a great enhancement to the neighborhood and the City as well. Refer to area map. $10,318 $40,000 from FY 97. According to the Budget Director, none of these funds have been allocated at this time.. Overall, $100,000 was approved through 1995 Bond Funds, to be allocated to Streetscape projects throughout the City. Of these funds,. $40,000 was allocated to FY 97, $30,000 to FY 98, and $30,000 to FY 99. $5,191.50 * Therefore, this request amounts to approximately 13 percent of the available funds for FY 97. The grant funds may be spent after a PIP permit is approved and a contract is signed. Funding Prioritization: The Gateway Policies Manual specifies that the CAC is responsible for the prioritization of projects and applications, subject to the authority of the City Council.. As this is the first application for funding, there is a need for more specific discussion and documentation by the CAC to determine which types of projects and areas will be given funding. College Station, Texas 7784 Dear Jim: The following proposal is given regarding the Gateway Entry's at Westchester and at the corner of Welsh and Rock Prairie. We will need to use white brick instead of the white rock mainly because of economics. It will be necessary for us to install all the plants ourselves. After all .construction, electrical, masonry and sprinkler systems are completed; we will need to schedule a work. day to make-ready and plant. Our committee can meet and schedule everything as soon as the City of College Station approves and funds the grant. In visiting with the City we should receive the approval in about 10-days to 2-weeks. PROPOSAL: 1. Install electrical conduit and sprinkler conduit and PVC water lines to all three areas. 2. Each planting area to have a Quartz Light or High Pressure Sodium Light for night display. 3. Each planting area to have a sprinkler system. 4. The rock shown will be white brick. 5. The planting for all entry areas are defined on the plans. 6. As previously agreed, I will oversee the construction and the Association will pay all bills. 7. I have estimated- the total cost to be $10,318.00: If necessary we can trim somewhere to decrease the cost by $318.00. Jim, I believe that all construction can be finalized and the project completed within 30-days. I will turn in a copy of this letter along with our completed application to the City of College Station today. We will need to use white brick instead of the white rock mainly because of economics. It will be necessary for us to install ah the plants ourselves. After all construction, electrical, masonry and sprinkler systems are completed, we will need to schedule a work day to make-ready and plant. Our committee can meet and-schedule everything as soon as the City of College Station approves and funds the .grant. In visiting with the City we should receive the. approval in about 10-days to 2-weeks. PROPOSAL: 1. Install electrical conduit and sprinkler conduit and PVC water lines to all three areas. 2. Eaeh planting: area to have a Quartz Light or High Pressure Sodium Light for night display. 3. Each planting area to have a sprinkler system. 4. The rock shown will be white brick. 5. The planting for all entry areas are defined on the plans. 6. As previously agreed, I will oversee the construction and the Association will pay all bills. 7. I have estimated- the total cost to be $10,318.00. If necessary we can trim somewhere to decrease the cost by $318.00. Jim, I believe that all construction can be finalized and the project completed within 30-days. I will turn in a copy of this letter along with our completed application to the City of College Station today.
