The proposed use will not lie detrimental to the health, welfare, and safety of the surrounding} neighborhood or its occupants, nor be substantially or permanently injurious`.to neighboring property. .'The: lan submitted meets these requirements. CSISp has worked over this past year with the citizens of this p community, first in `the ,passage of the bond referendum and second in its unplementation,' •. With the growth experienced duringthese past few years and with the increased growth expected; A&M Consolidated High School needs' :expansion. ''The site currently does not' have adequate classroom space, gym space nor administrative offices. In addition to the building needs, parking and P.E facilities need to be added. The Site Plan submitted utilizes the site iri its highest .and best use. It gives the school .district the necessary classroom, gym, and administrative offices it will need to accommodate the:"`users, i.e. the public and their children.. Playfelds will be ' added to accommodate the programs ..the district currently ,offers ~to its. _students. And to .accommodate the ` ~ ~ population, additional parking spaces "will be provided. Complaints, against approval were maintenance of the site, drainage from the. site, `trash blowing-.from the site into I the neighborhood, traffic around the neighborhood, and parking lot location. MAINTENANCE OF, THE- SITE:. , 'The current north end of -the site from the .corner of Nueces and Welsh to the Tennis courts in .front of Guadalupe. , Street is an undeveloped configuration of practice fields. Maintenance of thin vast acreage."is minimal as an undeveloped ,site. With. zero discharge policy; all calculations from the ite improvements of pervious and impervious areas mean that any increase in the run off from our site must be detained on site. CSISD has had a drainage study done for the;-site.: The design meets;the ordinance criteria with four separate areas to detain water: up to 100 year flood water calculations and :'release at the 5 year flood water calculations. The subdivision including the CSISD site. was developed prior to adoption of a drainage development ordinance. " The current site was developed without any. ;consideration for drainage and .its impact on the surrounding neighbors. The improvements proposed should decrease the current ~ ~ run off status-:with tfie four detention areas constructed. _ TRASH _ Some trash is a problem with the students allowed to park along Nueces due to lack of parking space on site, With the proposed parking lot and the proposed landscape;berni, the activity along Nueces should-be minimal and contained on site. 'Also, the current situation does not have screens around the dnmpsters nor, is there a screen around the service area to prevent trash from being blown in the neighborhood. The improvements in the -proposed design are to provide a screen,;wall for the.: service. area and to provide gentle slopes on the detention areas. These_mprovements will aid in maintenance, improving the .appearance of the site and aid in.containment and collection, reducing the trash that could be blown, from the site. ' TRAFFIC The site has been used as::a high .school since the early seventies. With the increase of population of students attending the school, there will be an increase-of traffic around the'. site. Nueces'Street is aResdential-Collector Street with', the pavement- width between, curbs 38 feet, This is built according to, City of College Station. Standards that allows two traffic.lanes and two parking lanes: Although the school hours;of.730`to 4:30 is similar ' of a business; the traffic around the site becomes. minimal during the evening, weekends, holiday, and summer breaks: With` he growth of the city being primarily to he south, fifty percent or more of the school traffic should be exiting the site and leaving ,towards FM 2818 to travel to_ their destinations. With the proposed parking lot, the: street should=not be used :for parking by the students ..during school hours and - wily 'return the street for available parking for_the residents of the surrounding neighborhood. PARKING LOT LOCATION _ 'The parking plot 6onfiguration was based on the need to relieve the on-street parking occurring along Nueces. A&1V1 Consolidated-High School administrators receive complaints.. on a weekly basis about the on-street parking, along Nueces. In addition to providing relief to the neighborhood, the proposed design configuration was ' < developed~to provide access to the' new additions, to allow controlled,,secured and patrolled parking. area, and to ' { ~ `provide the marching band with a alternate surface .to practice, on when .the practice field is wet. I We presented. a compromise in-the design of the site plan lot by providing. approximately a 90 foot buffer between k of curb `at Nueces. and the proposed riew parking lot. We provided detailed information regarding the ~hebac .detention areas, the 're=configuration of the practice fields, and the overall building design. We explained in detailed how' the calculations regarding, the run-off were obtained and the' overall goal requirement regarding detention was incorporated in"the final design presented: We discussed dispersement of the traffic around, the site to optimize the ingress and-egress' of the-vehicles. ' As stated above this design will improve the existing conditions. Any further delay could result iri missing the window of opportunity in start of the first- critical construction'"phase of our' plan. This is an existing service driveway with minimal traffic entering and exiting at this location: TPM, Inca contacted Kent Laza, City Engineer after the PC regarding this noted item. He clarified that the variance would be needed for he new entrance drive to new student parking lot not aligned with Madera Street. The following. specific variation from the ordinance is requested; CSISD requests a variance for the alignment of the entrance drive along Nueces Drive near the marching band field near Madera Street. This variance. is necessary due to the following special. conditions: The entrance drive is to the new narking urea and is for school use only. It is not a through street. Algning_ the drive with Madera would create `a through street effect to Welsh;' The unnecessary hardship(s) involved by meeting the provisions of the.ordinance other than financial hardship.. is/are:. The following alternatives o the request variance are possible:.. Re-design of he par inns lot Re-design of the site drainage. The variance will not be contrary to the public interest by virtue of the following facts: The entrance to the parking lot is for parking and is not a through street. The current location `of this driveway and the distance from' Madera street are such that when vehicles are attempting to turn left the left turn actions at each street will not be in conflict with each other. We do need to move quickly'cause Monday Lisa turns in her appeal and on that day we also have to send an ad to the eagle for the 4-18 P&Z mtg. So there will be 2 ads -one for a P&Z and one for a CC. That may get confusing. As Jim mentioned tome CSISD needs to understand that our CC is going to listen to the neighbors and not just approve the CUP like a rubber stamp. Sabine's I assessment of last Wife's mtg. was that most time was spent talking about drainage and floor plans. Parking. seemed to be sort of swept under the rug, although the folks living on Nueces were there. She senses that both CSISD and the neighbors are digging their heels in and there is no resolution yet. CSISD did bring in a revised plan today for 4-18 P&Z. Will also be submitting .appeal This would put them on the 4-25 CC mtg. Shirley 'did advise them of their right to appeal after P&Z ;ast week, but 'tried 'to discourage an appeal since CC would most likely ask them to try to work with, neighborhood or at least show that that has been done. Sabine and I spoke to Lisa C. with,the Arch. today. She did turn 'in a revised site plan today that shows a large buffer area but stil has. 2 access points on,Nueces. We've confirmed with Fire that the second access point is not Fire's req. .(David Neal made it sound like it was during P&Z discussion.) Lisa indicated they could not do w/o this 2nd access point 'cause it will back up too much traffic in the parking lot. Says this layout has been-shown for a year at hearings. I told Lisa that if P&Z approves it on 4-18 the really distraught-.neighbor can still appeal, even though he's only one. That appeal would not get to CC before 5-9. "FLASfI" 'Lisa just called me to say she talked to D Neal and their tentative strategy is to forego P&Z altogether and appeal to CC on 4-25. This will avoid a P&Z 'approval and neighborhood appeal that won't get resolved until 5-9. She'll call us tomorrow with a final decision (after tonite's mtg). Will get you an update as soon as we know more manana. I think when (I say when, not if) this gets to CC it will become evident that CSISD'has',tried to work with input from surrounding properties such that CC wi1L feel comfortable making a=-decision and not remanding it back to P&Z, which would then put CSISD back BEFORE square 1. The current site was developed without any: consideration for drainage and its impact on the surrounding neighbors. The improvements proposed should decrease the current run off ta~ixs with the four detention areas constructed. TRAST=i . Some trash is -a problem with the students ailowed to dark along Nueces due to sack of parking space on site. With the proposed parking lot and the .proposed landscape berm, the activity along Nueces' should be minimal and contained on site.. Also, the current situation does not have screens around the dumpsters nor is there a screen around, the service area to, prevent trash from. being blown' in the. neighborhood. The improvements in the proposed design are-to provide a screen wall for the service area and to provide gentle slopes on the detention areas. These improvements will aid; in maintenance, improving. the appearance of the site and aid in containment .and collection, reducing the trash that could be blown from the site. TRAFFIC The site has been used as. a high ;school since the early seventies. Wi~h the increase'of population of students attending the school, there will bean increase of traffic around the site. Nueces Street is a Residential Collector Street with the pavement width between curbs 38 feet. This is built according to City of College Station Standards that allows two traffic canes and two parkinglanes. Although the school_hours of 7:30 to 4:30 is similar of a business, the traffic around the site becomes minimai during :the evening, weekends,. holiday, and summer breaks.' With the growth of the city being primarily to the south, fifty percent or more of the school traffic should be exiting the site and leaving towards FM 2818 to travel to heir destinations. "} With he proposed parking lot, the street should not be used. for parking by the students during school hours and will return the street for available parking for the residents of the. surrounding neighborhood. PARKING LOT LOCATION The parking lot configuration was based on the need to relieve the on-street parking occurring along Nueces. A&M Consolidated:High School. administrators receive complaints on a weekly basis about the on-street parking along Nueces. In addition to providing ,relief to the neighborhood, the. proposed design configuration was developed to provide access to the new additions, #o allow controlled, secured and patrolled parking area, and to provide the marching band. with a alternate surface to practice on when the practice .field is wet. In Addition to these design considerations, we meet with the city staff discussing detention,. fire access and building codes related to the. parking lot placement, size, and. overall. design and design meets all city requirements. We have a compact and complex. timeline developed. around the. school operational hours and calendar. Any further delay could result in missing the window of opportunity in start of the first critical construction phase of our plan. (96-803) Item Summary: On March 21, 1996, the P&Z in affect denied a Conditional Use Permit for the .expansion. and renovation of A&M Consolidated High School. The motion to approve the .request was defeated by a' tie vote of 3 to 3. The hesitancy on .the part of the Commission was due o opposition... by the area residents to the expansion: The opposition is due primarily to concerns for traffic, parking, and :drainage. The request is for extensive .renovations and additions to the high school site. There. will: be several overlapping phases.. Renovations and conversions of the ,existing classrooms, gym, library, auditorium, and vocational. wing will begin ih May. of this year and :conclude during. the summer of:-1998. Site improvements such as the addition: of several hundred new parking spaces, new tennis .courts, and utilities will begin next month and concltde in August of this year. The final. .phase, which. includes :removal of the temporary buildings, a visitor parking lot, and the landscaping, will. begin in January of 1998 and conclude. in' August of that year. Due to the fact that the landscaping is not scheduled to be installed until 1998, the applicant has requested that the landscaping be reviewed at a later date. However, Staff recommends #hat a landscape plan be submitted for the portions of the site that will be needed for screening and buffering. The PRC reviewed the site plan on March 6, 1996.. There were several minor comments related to missing .items: that still need to be met. The main issues that need to be discussed at the Council. level relate. to a request fora sidewalk variance, a driveway variance, and the Streetscape standards for the guard rail around the detention pond The school has budgeted-for the. improvements that are. listed above, but were not aware of the sidewalk requirement at the. time the cost estimates were prepared.'. The school is requesting a variance to the requirement. Staff has consistently required sidewalks on similar sites,. and is therefore recommending that. there be sidewalks installed: However, Staff is also aware of the fact that the sidewalk requirement would not be required in areas of the site where no expansions are proposed. Therefore we would recommend that there be a sidewalk on at least one side of `Welsh along the entire frontage of the school, and #hat the sidewalk on 'the west side of Welsh be waived. The Council also has the authority to allow the sidewalk to be installed in a later phase (ie. some time before August of 1998 The: driveway that is located on the far north side along Nueces technically does not meet the Driveway Access Ordinance. The minimum distance for the off-set between the driveway and Madera Circle is 125' feet, the actual distance is 60' feet.. However, Staff -has no problem with. this request due to the relatively low speed limit on Nueces and because the off-set of the street. in relation to the driveway may decrease additional traffic on the cul-de-sac. The'detention pond that is currently shown on-the site plan at the intersection of Nueces and FM 2848. is to be reconfigured. Jf the pond is .visible to any of the surrounding streets, Staff recommends that it be screened or designed to meet Streetscape standards. There have apparently been many problems: experienced by the area residents due to flooding: According to many of the residents, the problems have -grown over the years. The school's engineers are working towards meeting the City's drainage ordinance, which will ensure that the expansion will not exacerbate the problems and the planned .detention areas may. in fact .alleviate the. problems to some extent. Most of the area homeowners understand. that the schoot .cannot be held accountable for all the flooding in the area and will therefore be looking to the City for relief. o:~roupkleve ser~cvsht\96-803.doc There are also many concerns due to the location of the proposed parking lot on the' east side of the campus, adjacent to Nueces. .The. residents that face onto Nueces do note wish to have .'the increased activity this close to their homes. Since the p&Z meeting, the school has proposed a 70' .buffer zone (plus an additional 20' to the curb) to be bermed and landscaped.. There has beers no indication to date whether the. area residents find the buffer area to be adequate. The school is proposing to construct approximately 390 parking spaces pn site in an effort to relieve the parking on Nueces: According to the school's representative, there have been continual complaints regarding the street parking. The additional parking will aid: in the relocation of the parking: However,.. the aree .residents have a concern with traffic on then street coming from the new parking lot and funneling to an uncontrolled intersection at 2818 and Nueces. Several residents. would prefer that there be no access from the proposed- main parking area to Nueces and that traffic be directed- tQ Welsh, which is a larger road, has no homes fronting. on it, and has a $igt~alited intersection with 2818.
