There is a 12" waterline on Graham Road across the

There is a 12" sanitary sewerline with a manhole
located across Graham Road
Graham Road is a rural street with open ditches.
The road was recently overlaid with asphalt and has
the capacity to serve this site. Graham Road is also
scheduled for a full upgrade in 1999.

STAFF COMMENTS:
Conditional use permits are granted by the Commission, subject to appropriate
conditions and safeguards, when the Commission finds:
A. That the proposed use meets all the minimum standards established in the
Zoning Ordinance for this type of use;
B. That the proposed use is in harmony with the purpose and intent of the
zoning ordinance and the plan for physical development of the district as
embodied in the comprehensive plan for the development of the City;
C. That the proposed use will not be detrimental to the health, welfare, and
safety of the surrounding neighborhood or its occupants, nor be substantially
or permanently injurious to neighboring property.

In May of this year, the Commission approved a request is for the conversion of an M-l
zoned office building into a veterinary clinic. The M-l district does not specifically permit
veterinary clinics, but they could be placed in any zoning district if they are found to be
compatible with the surrounding area uses. The Commission had these findings earlier this
year. However, at the time, there was no outside activity proposed.
There is no residential use within the area, and the oudoor activity will be screened from
the Wellborn and Graham Road ROW's.
