This extension will serve the library as well as future development to the east. Sewer: The library site has access to sewer along the front and the back of the property. The existing sewer lines are adequate to serve this development. Streets: The library site has frontage onto FM 2818, a major arterial, and will also · have access to Welsh Avenue via a shared access easement that extends across the southern end of the convenience store property. Flood Plain:. As part of the platting process, the floodplain boundary must be delineated on the plat. During this process, the City determined that undocumented fill modified the floodplain and floodway boundaries as designated on the FEMA Flood Insurance Rate Map. Currently the City is working with a consultant to accurately determine the water surface elevation for this site. There is the potential that this elevation may be lowered due to an incorrect analysis of flow patterns when. the FEMA maps were prepared. This change in water surface. elevation will not have a detrimental effect to this property. If the floodway boundary does not change, it could possibly limit the point of access onto Welsh. Regardless of the findings, the site will continue to have access to FM 2818. NOTIFICATION: Legal Notice Publication(s): 9-18-96 Advertised Commission Hearing Date(s): 10-3-96 Number of Notices Mailed to Property Owners Within 200': 7 Response Received: One inquiry as of date of staff report STAFF COMMENTS: Conditional use permits are granted by the Commission, subject to appropriate conditions and safeguards, when the Commission finds: A. That the proposed use meets all the minimum standards established in the Zoning Ordinance for this type of use; B. That the proposed use is in harmony with the purpose and intent of the zoning ordinance and the plan for physical development of the district as embodied in the comprehensive plan for the development of the City; C. That the proposed use will not be detrimental to the health, welfare, and safety of the surrounding neighborhood or its occupants, nor be substantially or permanently injurious to neighboring property. (See sec. 14, Ordinance 1638) This request involves the new municipal library site for the City of College Station. A Library Task Force has been charged with the planning of the new facility and the submitted site plan includes the recommendations of that group. The goal of the site planning is to create. aesthetically pleasing views from any point on the grounds. These goals are to be met by preserving trees in the floodplain area; screening of parking, dumpsters, and other offensive areas; and creation of an open green area for passive recreational activities. The Zoning Ordinance does not contain a parking requirement for libraries and the Commission must therefore set one as a part of approval of the site plan. The applicant will submit a letter with supporting information. The PRC reviewed the site plan on September 25th and had several comments. If the Commission approves the use of the property, Staff recommends that all PRC comments be met as conditions of approval.
