The following are typical standards for Plan Development established by Ordinance orPolicy:

o 2. Building setbacks are outlined in Ordinance 1638, Zoning Ordinance,
Table A (Sec. 7, P. 30)
g/ 3. Minimum parking space is 9' X 20', or on a perimeter row, 9' x 18' with a 2' overhang. All multi-family
parking lots must be screened from rights-of way.

A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To
include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be
approved by City Engineer. No exceptions will be made for areas designated as "reserved for future
parking" .

Wheelstops may be required on interior rows longer than 10 spaces or in special situations.
Sidewalks are required at time of development if property has frontage on a street shown on the
sidewalk Master Plan or if the Project Review Committee determines the necessity. (Refer to Section
10.2 of the Zoning Ordinance).
g' 10. Director of Public Services determines number, and size of dumpsters. Locations shall be such that
dumpsters are not visible from streets. Gates are discouraged and visual screening may be required.
~ 11. Parking islands are 9' X 20'; or 180 square feet.
o 12. Healthy, native trees over 6" in caliper should be retained whenever possible.
~ 13. Fire lanes of a minimum of 20 feet in width with a'.minimum height clearance of 14 feet must be

before a building permit can be issued.

responsible for providing and placing two 4" conduits with pull string from the Welsh
Street right-of-way to the outside building termination. Also included in this placement is
the crossing of the 28' access easement at Welsh. The conduit should ell up 4' at the
outside building termination and 6" at the Welsh Street right~of-way, both ends should be
capped. The conduit should not have any sharp bends. The building termination should
be located within 20' of the power service multi-ground and no closer than 36". If
termination is not within 20' of power, a 8' x 5/8" copper ground rod must be placed at
the base of the termination. The conduit can be placed in the same trench as power
provided there is proper separation. G.T.E. requires 2' of cover and 2' of separation from
power. Coordinate details with G.T.E. Representative Laverne Akin at (409) 821-4723.

Library l.s.
I just talked to pete V. about the landscaping for the library. Apparently,
they will bid out just tree installation, and parks will do the rest - shrubs,
grass, irrigation, etc. So in order to process the bid, Pete is generating
plans separating trees from other stuff. we also talked about what may happen
at time of co. pete mentioned that the parks folks want to do it right, but
may have difficulty having enough workers to complete their work as fast as
the contractor. Gauging from the process so far, it maybe a real headache
during co time because the contractor will want their co, and the parks folks
may be holding them up. I told pete we could take letters on some things, but
couldn't treat this project any different than what we require of private
projects. Let me know if we need to tell him anything else at this point.

1. Receipt for filing fee ($150.00 or $75.00 for in-house child care - min. 7

proposals as listed on attached sheet. This site plan will go to P.R.C. for
review, after which thirteen (13) copies of revised site plan will be required.

State how the following issues will be addressed:
1. Parking Parking will be provided onsite. The architect is preparing
justifications for the number of parking spaces proposed for this project.
2. Screening of offensive areas (trash, loading areas, transformers, utility
connections, detention ponds, etc.) Screening will be performed with the use of
constructed screens (i.e. trash enclosures), berms and landscaping.
3. Traffic Impacts Traffic impacts will be minimized by the use of two, pre-
approved access points to the site identified on the replat of the site. The onsite
development will utilize appropriate drive aisle alignments and widths to avoid interior
conflicts as well.
4. Protection of neighborhoods The existing neighborhoods are already heavily
buffered by the dense vegetation surrounding Bee Creek, and both berming and
landscaping will be used between this project and the development on the corner.

jim, just thought i'd send you an tyi on the dmnpster at the library.
at the staff review of the site plan, we looked at the dmnpster location and found that, the pad will be angled such that it may be visible to welsh. it is
located some distance from that right-of-way, and mayor may not be screened adequately by the future topo of the library site and/or the future commercial
building to be located at the intersection.
shirley showed us a faxed copy where you indicated you wanted "no gates". so i need to let you know that the pre will more than likely vQte to keep the
option of requiring the gates before c.o. depending on whether or not the dmnpster will be visible to welsh at that time.

PARKING SPACE STUDY
The City of College Station's zoning ordinance does not provide a specific parking
requirement for public libraries.
Hidell and Associates Architects is aware of the City of College Station's concern about
providing an adequate number of parking spaces for the library. Therefore, we have put together a
study including some of our existing libraries and their number of spaces. To the best of our
knowledge the number of parking spaces we have provided has been sufficient for each facility. In
the study~ we have also included three libraries that are curre.ntly in the construction phase.
In the City of College Station's library we are providing for 68 parking spaces close to the
library and 12 more spaces between the library and George K. Fitch Park. We are proposing a total
of80 parking spaces for a 16,500 S.F. facility. Hidell is providing one parking space for ev.~ry 206
S.F. of building space. This number is smaller than the average. We, therefore, believe 80 parking
spaces will be more than adequate for the new College Station Public Library.

because we have no specific requirement for public libraries, hidell needs to
give us a summary of libraries he has done, ,by square foot size and parking
spaces provided to show that our library will have enough parking.
for example, list his last 20 libraries, where they were, how big were the
buildings, and how many spaces were provided.....
I had explained this to bill hidell early in the process, but it must have
been forgotten in all the hustle and bustle since then.

i'm not familar with a parking summary. what exactly is needed? on the plans
it has 80 spaces in the west lot w/ 66 spaces required. plus there is an
additional 12 spaces in the east lot. is that what you are looking for?

I am sending you both a copy of the proposal I was sent by Ron Morrison to do
the Library Floodplain study.
Kent, I'll ask you to verify that the scope, schedule and $$ looks good (it
does to me) and make sure it will do what you need for the ordinance side of
this project.
Roxanne, the scope has some of our favorite language in it, please review it
and let me know what we cannot accept so I can discuss it with Mr. Morrison.

Minimum Requirements:
1. No filing fee is required.
2. 18 copies are included in this submittal. One set is for Charlie Shear, and one is for
Brett McCully.
3. The proposed use is a public library. The hours of the library will be as follows:
Monday and Wednesday
Tuesday and Thursday
Friday and Saturday
10:00 am to 9:00 pm
10:00 am to 7:00 pm
10:00 am to 5:00 pm
The library will have fifteen employees, and approximately 108,000 visiting patrons
annually.
