shirley, i looked at this proposal and checked the aerial to give me a better
idea of the potential impact of the 4 buildings (one of which is existing and
is to be relocated). i think we are borderline in terms of the maginitude of
changes but in terms of impact to the area i think it's minimal. so i don't
think we will require a cup. i'll pass the letter and packet on to lance to
start a review -- maybe you can let them know the good news and direct them to
building?

This letter is per our phone conversation today regarding the open cutting of Boswell Street for the
South Knoll Elementary School site improvements. The site construction plans from Cheatham &
Associates approved on July 3, 1997 shows the existing six inch water line, which is to be extended
up Boswell, to be located within the paved area of Boswell street. lfthe existing line is indeed
loc~ted under Boswell street, open cutting the street and repairing it in accordance with City of
College Station standards will be acceptable. However, if the existing 6 inch line is located outside
the paved area, then Boswell street must be bored as shown on the approved construction
documents.

On Boswell Street, traffic is east-bound and one-way during school hours. Traffic on Lanford Street
is two way. Enrollment capacity is currently programmed to increase by 19 students. With this minor
population increase we do not anticipate a perceptible change in parking or traffic loads.'
2. Discuss the potential parking needs and whether overflow parking will be located on surrounding
streets.
The only addition to the existing traffic pattern is a new fire access drive to the west of the Main
Building from Boswell Street. Overflow parking presently results in parallel parking along Boswell
and Lanford Streets.
3. Approximate the distance to the nearest restaurant, night club, and commercial retail areas.

Minimum parking space is 9' X 20', or on a perimeter row, 9' x 18' With a 2' overhang.
Minimum drive width is 23' with head-in parking or 20' without parking.
Raised landscaped islands, (6" raised curb) of a minimum of 180 sq. ft. are located at both ends of every
parking row. Additionally, 180 sq. ft. of landscaping for every 15 interior parking spaces must be
provided.
o 6. Streetscape compliance is required which involves special plantings along streets specified in the City's
Streetscape Plan.

A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To
include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be

Wheelstops may be required on interior rows longer than 10 spaces or in special situations.
Sidewalks are required at time of development if property has frontage on a street shown on the
sidewalk Master Plan or if the Project Review Committee determines the necessity. (Refer to Section
10.2 of the Zoning Ordinance).
o 10. Locations of dumpsters shall be such that dumpsters are not visible from streets. Gates are discouraged
and visual screening is required.
o ) I. Healthy, native trees over 6" in caliper should be retained whenever possible.
ci" 12. Fire lanes of a minimum of 20 feet in width with a minimum height clearance of 14 feet must be
established if any structure of any type is more than 150 feet from a public street or highway.
o 13. Any structure in any zoning district other than R..l, R-IA, or R-2 must be within 300 feet of a fire
hydrant as measured along a public street orhighway.
~14. Fire hydrants must be located on the same side ofa major street as a project, and shall be in a location

~15. Fire hydrants must be operable and accepted by.the City and drives must have an all.weather surface
before abuilding permit can be issued.
o 16. A twenty four foot setback from R.O.W. to curb of parking lot is required. Parking may be allowed in
this area up to a maximum of 7 contiguous spaces.
o 17. All plans must include irrigation systems for landscaping. Irrigation meters are separate from the regular water
systems for buildings and must be sized accordingly and include backflow prevention protection.

Conditional Use Permits for CSISD (Cases 96-708 & 96-709)
The College StationISD is requesting Conditional Use Permits to build classroom
additions, running tracks, and other capital improvements to College Hills Elementary and
South Knoll Elementary schools. Both projects were reviewed and approved by the PRC
with comments on July 17, 1996. Copies ofthe revised site plans are enclosed in your
packets.
College Hills Expansion
The use permit for College Hills is requested in order to construct a 6,553 square foot
addition containing three new classrooms. The structure is proposed to be located in the
rear northeast area of the campus, adjacent to the existing fourth grade building. A
variance to the maximum distance of 150 feet to a fire lane is also requested for the new
structure. Staff has no problem with this variance request, as long as the building is
sprinklered. No new parking is proposed nor required by ordinance for this project. The
school district states that the addition of classroom space will have no impact on traffic to
the campus. The project involves other site improvements as well, such as the relocation
of a sewer line and the addition of play areas and a walking/running track.
A few inquiries have been received from adjacent residents along Ashburn Avenue who
are concerned with the visibility of the proposed structure from the rear oftheir
properties. As reflected on the site plan, the new structure will be placed in line with the
adjacent fourth grade building, and the densely wooded area around the existing creek will
continue to serve as a natural buffer from the nearby residential areas.
South Knoll Expansion
A separate use permit is also requested for expansions and site enhancements to South
Knoll Elementary, which is located on Southwest Parkway and Langford Street. The
project involves an 11,065 square foot addition to the cafeteria on the interior of the
campus, as well as a 3,963 square foot addition to the main building for additional
classrooms. The school district plans to increase enrollment to South Knoll by
approximately 19 students. No new parking areas are proposed; however, they are
requesting to lengthen the existing circular drive along Boswell Street to accommodate
more vehicles for drop-off An additional driveway/fire lane is also proposed along the
southwest property line in order to provide better access to the interior of the site.
As is proposed for the College Hills project, the South Knoll project also involves various
site improvements such as a new water line and fire hydrant, additional sidewalks and
coverings, and an 8' walking/running track.
Staff recommends approval of both conditional use permits and the fire lane variance for
College Hills, with the enclosed PRCcomments.
