Dear Mr. Savage, Thank you for your letter dated September 8, 1999 pertaining to items 1 and 3 of the attached Temporary Certificate of Occupancy (T.C.O.) for the High School site. Please let us know once the landscaping is installed per the approved plan and we will perform a site inspection. After researching the issue of item number 2, the Letter. of Map Revision (CONK) to the Federal Emergency Management .Agency (FEMA), we believe that it is the property owner's responsibility to provide the. LOMB to FEMA for work that was done in the regulatory Floodplain and Floodway in conjunction with the High School expansion. The fill that was placed within the floodplain in order to construct the tennis courts .prompted his requirement. The corresponding drainage report regarding these issues was accepted and approved by the City of College Station in June of 1996. This report was then forwarded to FEMA for their review in which they requested additional information. We have no record of the additional information being.. submitted to FEMA and a CLOMR being issued.' However, at this point in time with the completion of the work. in the regulatory floodplain,.: the approval of a CLOMR is really irrelevant. An effective. Letter of Map. Revision (CONK). is required through FEMA once the work is complete. The drainage analysis, as-built construction drawings and the LOMB application must be submitted through the City of College. Station to FEMA and a formal LOMR issued. With respect to the City's involvement in a similar drainage study, the City of College Station did in fact have a contract with Morrison/Kimley-Horn to continue the study. of Tributary B of Bee Creek through the property the City owned at the time on the southeast corner of F.M, 2818 and. Welsh Avenue (currently the Exxon and Library sites). It made sense from an engineering standpoint, to work with the District's consultant. who was already studying the creek, to continue the study through our property as well. The City did not agree to assume the District's responsibility of filing a LOMR with FEMA. for the creek. modifications that were made as part of the tennis court construction. This drainage. study was intended primarily to aid in establishing the minimum finished floor elevations for future buildings on the City's property. It is the District's responsibility to file the necessary LOMB documentation along with as-built "uil~in a eider City in P~rtrtership w6ih Y®u" construction drawings for the modifications made to the creek as a result of the High School expansion. Please submit the LOMR application and the necessary attachments on or .before Friday, October 29, 1999 to prevent further code enforcement action. To: JCAL Y, KLAZA; VMORGAN, SVOLK Date: 5/ 96 4:58pm Subject: M<Consoldated'High hoof **FYI** I spoke with Davi ayes, CSISD's engineer, about the depth of water in the large student parking lot during storm events and the proposed tennis courts. During the l00 yr event., there is approximately 2 feet of water in the outside drive aisle of the parking lot. By ordinance, the maximum allowable depth is 10 inches {0.85 feetj. They have 'one of two choices 1)enlarge the pond to ,accommodate the extra water, or 2)request a variance to the drainage ordinance. In regard to the tennis courts, I indicated to him that the drainage ordinance requires the CLOMA (map amendment) to be approved by FEMA and returned to us before a development permit_is issued. The reason for this requirement is that they are altering the Bee Creek Channel and that modification requires FEMA approval.. CSISD can choose~to take the risk that FEMA will approve this request and begin-construction. If by chance FEMA denies this request, they are'then subject to' whatever modifications FEMA will " require. He said that the school district did not have the time to wait on 'FEMA to approve the amendment before they began constructing the tennis ''courts. He was made aware of the possibility of constructing the proposed 'tennis courts that are'notcurrently in the floodplain, but this is not an option due to this 'area being entirely withim the floodplain. As in the 'previous instance, they again have two choices 1)wait on the approval from 'FEMA, or 2)request a variance to the drainage ordinance. These are the two options that they have. currently. This does not mean that they. can not submit a different plan that could' work. However, Veronica and I both. agree that we 'can separate the development 'into two,separate'phases', the east and west side 'with Welsh being the dividing line to facilitate construction. When all of this comes. down the pike, I wanted everyone to be aware of .what was '.said and. why we were-.making these requirements. The use of the Church of Christ education building and the field office building is a temporary arrangement that will end prior to the start of the 1997. fall semester: We anticipate the. temporary field office to be emptied. ui August 1997 and be returned torental company in September 1997. It and three other temporary classrooms are planned to be located in the faculty parking lot of the High School adjacent to the existing temporary classrooms. These classrooms are to be erected. starting in June 1997, ready for occupancy by August 1, 1997, used as temporary classroom space until June 1999 at which time they will be removed and parking lot restored. The need for these buildings is to provide space to vacate additional existing classrooms within the existing high schooLbuilding to allow for construction renovation and addition under the current construction project. Since there are restroom and drinking water facilities within a reasonable proximity in the existing building we do not see need for. additional facilities within these buildings. Parking spaces to allow for placement of these buildings will be provided for in other. areas of the high school and district facilities. The location of these classroom buildings do not interrupt any existing fire lanes and maintains existing pedestrian foot traffic access and egress. This summer we will be construction additional modifications to the high school building curb and sidewalk adjacent to these buildings to provide additional ADA access/egress facilities. The only utilities necessary for these buildings *ill be 150 A - 120-240V electrical service to each building. We plan to have the city instalLa pole top transformer on the adjacent power pole and meter for service to a temporary power board located west of classroom number 3 on the enclosed plan drawing PC l . Underground distribution is to be extended from this power board to each of the temporary classroom buildings. Communication between main building and each classroom will be provided through extension of the existing speaker/call-in system provided in the existing and future high school classrooms. Equipment not affected by weather conditions may be stored. outdoors on raised platforms above grade and covered with weather resistant coverings. Materials having factory prepared finishes shall be protected from damage. Light weight materials shall be weighted to prevent wind damage. D. Equipment that might be affected by the weather, including electrical components and finish materials shall be stored under cover inside buildings or inside storage sheds. E. Furnish and maintain dollies, lifts, hoists, cranes and other equipment. as necessary to unload and handle materials and equipment at the construction site. Equipment shall be maintained in a safe and substantial manner and shall meet the requirements. of state and local authorities and be approved by Contractor's insurance carrier. F. Equipment shall be stored in a manner to prevent overloading any part of the. structure, nor shall storage .interfere with the timely execution of the work, or interfere with the safe execution of the work. G. Flammable materials, explosives, or other hazardous materials will not be stored inside the building at any time. 1.06 JOB CONDITIONS A. MANUFACTURER'S WARRANTIES AND PARTS LISTS: Contractor shall collect all packing lists, parts list and warranties that are packed along with equipment delivered to the site. Ascertain if such information should be enclosed along with other data in the O & M Manuals as required in Section 01730 OPERATIONAL AND MAINTENANCE MANUALS. B. SUPERINTENDENCE BY THE CONTRACTOR: At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the tivork or assign and have on the worksite a competent superintendent who is satisfactory to the Owner and has authority to act for the Contractor. Once approved, do not replace superintendent without approval of the Owner. C. CONTRACTORS USE OF PROJECT SITE: 01041-2 1. Contractor shall limit the use of the site for work and storage to those areas designated for his use. He shall coordinate the designated space as directed by the Owner and shall assign areas for material storage for his subcontractors. 2. Parking for equipment and employees. vehicles shall be in designated areas only. Contractor shall instruct his employees in travel routes and parking requirements. Any damage to the existing facilities, including contamination, caused by the Contractor or his subcontractor, supplies, materials, equipment or employees shall be repaired or corrected at his expense, to a condition that existed prior to his occupancy of the site. D. SAFETY REQUIREMENTS: Contractor is solely responsible for the safety and welfare of workmen on the project and the general public around the construction site. Take precautions to adequately safeguard the safety of all persons on or near the site. Comply with the regulations of the "Occupational Safety and Health Standards", and other safety regulations. Provide and maintain barricades, guard rails, covered walkways, and other protective devices necessary to warn and protect the workmen and general public from hazards at the construction site. Maintain barricades around open ditches. Provide barricades at roads and passageways at dangerous conditions. Provide flares or flashing lights at such barriers at night. All barricades and protective devices shall comply with safety requirements and insurance carrier`s requirements. E. FIRE PROTECTION: Maintain fire extinguishers at construction site in sufficient number to adequately protect the structures during construction. Provide at least one fire extinguisher at each construction office. Provide at least one fire extinguisher for welders or other trades using open flames. in the execution of their work. 2. Maintain the telephone number of the local fire department. Keep number posted conspicuously near telephone.. 2.00 PRODUCTS 2.01 MATERIALS Materials shall be in accordance with the requirements of the individual sections. All materials shall be new and of the quality intended. 2.02 DEFECTIVE MATERIALS Any materials that have. been found not to be in compliance with the Contract Documents shall be removed from the site immediately after notification by the Owner, unless arrangements have been made to allow repair of the product at .the construction site. 01041-3 and manner to avoid any hindrance to work of other trades. Cutting done by anyone other than the Contractor shall be approved by the Owner. In such cases the Contractor shall supervise such cutting and shall not be relieved of responsibility for error or damage to related or adjoining work. Cutting and patching of specific items maybe separately described under the various divisions of this specification which does not in any way diminish the Contractor's primary responsibility for all cutting and patching. B, Any cutting of finished surfaces or damage thereto occurring in the course of the work shall be patched to match. The phrase "patch to match" shall apply to all such cutting, whether or not it is so noted on the drawings, and if on either the Owner's property or on adjacent public or private properties. Construction areas shall be separated from spaces continuously occupied by the Owner and in which the performance of the Owners' staff would be affected by dirt and dust. Electrical switchgear and control panels or other such sensitive equipment shall also be separated from work areas.. Separation will be by means of construction barriers, constructed and .maintained "dust-tight" during the entire time that construction is underway. B. Construction barriers shall be constructed 2 x 4 wood studs spaced at 24 inch centers maximum, having a layer of 3/8" plywood one side and covered with a 40 mil thickness of plastic. Mends rips or tears in the plastic covering as they develop. Construction barrier shall extend from floor to the ceiling or roof deck above. Plastic sheet shall be taped to floor and to surface above. Seams at sides shall be lapped 2" and taped continuously. C. Where air conditioning ducts service both the area under construction and the remainder of the building, Contractor shall blank off openings into the construction areas. Fabrication and installation drawings, setting diagrams, manufacturing instructions, templates, patterns, and coordination drawings. 6. Wiring and piping diagrams and related controls. 7. Mix designs for concrete, asphalt, or other materials proportioned for the project. 8. Complete and accurate field measurements for products which .must fit existing conditions. Indicate on the submittal that. the measurements represent. actual dimensions obtained at the site. D. All required statements of certification, guarantees, extended service agreements, and other related documents are to be provided with the shop drawing. The effective date of these documents shall be the date of acceptance of the work by the Owner. E. Comments will be made only on items called to the attention of the Owner for review and comment. Any marks made by the Owner do not constitute a blanket review of the submittal or relieve the Contractor from responsibility for errors or deviations from the Contract requirements. 1.06 JOB CONDITIONS A. Submittals shall be sent to owner allowing a reasonable time for delivery, review and marking submittals. Time for review is to include time for resubmission if necessary and to allow adequate time for the ordering, fabrication, and delivery of the product. Submittal shall have all information .for interrelated work submitted at one time. No review will be performed on submittals requiring coordination with other submittals. 01300-4 B. Submittals for equipment and related accessories shall include information for all of the components required for a complete and operational system. C. Fabrication or installation of any products prior to the approval of shop drawings is at the Contractor's risk. Products not meeting the requirements of Contract Documents are defective and may be rejected at the Owner's option. 1.07 CERTIFICATIONS, WARRANTS AND REPORTS A. Certifications, Warranties and Service Agreements include documents as specified in the detailed specifications, as shown in the submittal schedule or as follows: Certified Test Reports (CTR) - A report prepared by an approved testing agency giving results of tests performed on products to indicate their compliance with the specifications. (Refer to Section 01400, QUALITY CONTROL). 2. Certification of Local Field Service (CLS) - A certified letter stating that field service is available from a factory or supplier approved service organization located within a 300 mile radius of the project site. List names, addresses, and telephone numbers of approved service organizations on or attach to the certificate. 3. Extended Warranty (EW) - A guarantee of performance for the product or system beyond the normal one (1) year warranty described in the General Conditions. Issue the warranty certificate in the name of the Owner. 4. Extended Service Agreement (ESA) - A contract to provide maintenance. beyond that required to fulfill requirements for warranty repairs, or to perform routine maintenance for a definite period of time beyond the warranty period. Issue the service agreement in the name of the Owner. Certification of Adequacy of Design (CAD) - A certified letter from the manufacturer of the equipment stating that they have designed the equipment to be structurally stable and to withstand all imposed loads without deformation,. failure, or adverse effects to the performance and operational requirements of the unit. The letter shall state that mechanical and electrical equipment is adequately sized to be fully operational for the conditions specified or normally encountered by the product's intended use. 6. Certification of Applicator/Subcontractor (CSQ) - A certified letter stating that the Applicator or Subcontractor proposed to perform a specified function is duly designated as factory authorized and trained for the application of the specified product. 1.08 RECORD DATA A; Submit record data to provide information concerning the general character, style, and manufacturer of equipment to allow the Owner to adequately identify the products incorporated into the project and allow replacement or repair at some future date. 01300-5 1. Provide record data for all products. Record data is not require for items for which shop - drawings and/or operations and maintenance manuals are required. 2. Provide the same information required for shop drawings. 3. Record data will be received by the Owner, logged by Owner for his record. a. Record data may be reviewed to see that the information provided is adequate for the purpose intended. Inadequate drawings may be returned as unacceptable. b. Record data is not reviewed for compliance with the Contract Documents. Comments may be returned if deviations from the Contract Documents are noted during the cursory review performed to see that the information. is adequate. 1.09 SAMPLES Provide samples for comparison with products delivered to the site for use on the project. Where samples are requested, furnish minimum of two samples. 1. Samples shall be of sufficient. size and quantity to clearly illustrate the functional characteristics of the product, with integrally related parts and attachment devices. 2. Indicate the full range of color, texture, and patterns. 3. Dispose of samples when related work has been completed and approved, and disposal is requested by the owner. At Owner's option samples will become the property of the Owner. 1.10 REQUESTS. FOR. DEVIATION A. Submit requests for deviation from the Contract Documents for any product that does not fully comply with the specifications. B. Submit request by Contractor's Modification Request (CMR) per Section 01300, SUBMITTALS. Identify the deviations and the reason the change is requested. C. Deviations that result in a reduction in cost shall also include. the amount of the reduction to the Owner. D. A Change Order or Field Order will be issued by the owner for deviations approved by the Owner. Deviations from the Contract Documents may only be approved by Change Order or Field Order. 1.11 SUBMITTALS FOR EQUAL BUT NON-SPECIFIED PRODUCTS A. .The products of the listed suppliers are to be furnished where detailed specifications list several manufacturers but do not specifically list "or equal" or "approved equal" products. Use of any products other than those specifically listed is a substitution and must be approved. 01300-6 B. Products from manufacturers other than specifically listed in full compliance with the - specification and when detailed specifications list one or more manufacturers followed by the phase "or equal'° or "approved equal". 1. Submit shop drawings having adequate detail to document that the proposed product is equal or superior to the specified product. Contractor must prove that the product is equal. It is not the Owner's responsibility to prove the product is not equal. 2. Provide a typewritten certification that the Contractor has thoroughly examined the proposed product and has determined that it is equal or superior in all respects to the product specified. Provide the same warranties and/or bonds for the product specified. 3. Contractor assumes all responsibility to coordinate any modifications that may be necessary to incorporate the product into the construction and. will waive all claims for additional work which may be necessary to incorporate the product into the project. 1.12 SUBMITTALS FOR SUBSTITUTIONS A. A substitution is defined as any product that the Contractor proposes to provide for the Project in lieu of the specified product. B. If the Contractor desires to submit a manufacturer's product which is not specified, he must submit a Contractor's Modification Request, requesting deviation from the contract documents, along with sufficient information to prove that the product is acceptable. 1.13 GUARANTEES Warranties and guarantees shall be submitted as required by the Contract Documents and submitted with the shop drawings or record data. 1.14 RESUBMISSION REQUIREMENTS A. Make all corrections or changes in the submittals required by the Owner and resubmit until approved. B. Need for more than one resubmission or any other delay of obtaining Owner's review of submittals,. will not entitle the Contractor to an extension of Contract Time. All costs associated with such delays shall be at the Contractor's expense. 1.15 COLOR SCHEDULES A. Submit schedule of manufacturers of finishes and pre-finished items to be incorporated into the project. Provide color and quality samples of all items. Samples shall have a reasonable variety and choice. The Owner will make color and finish selections and prepare a Color Schedule which will become part of the Contract Documents. B. Color Schedule will be issued approximately thirty (30) days after complete sample submittals are received by Owner. The color submittals, as are all submittals, are required to be submitted within the first third of the Contract Time. No Application for Payment will be processed after that time if all submittals have not been received. No Application for Payment 01300-7 will be approved on material that required submittals, but which have not been submitted and • approved. 2.00 PRODUeTS [Not Used] 3.00 EXECUTION 3.01 GENERAL A. Submit Operation and Maintenance manuals (OM) for all equipment, mechanical devices, or components described in the Contract Documents per Section 01730, OPERATION AND MAINTENANCE MANUALS. Include copies of approved shop drawings in the manual. B. Submit Request For Information (RFI) in accordance with Section 01040, PROJECT ADMINISTRATION. C. Submit Progress Schedules in accordance with Section 01040 PROJECT ADMI ~tISTRATION. D. Submit Certified Test Reports (CTR) from independent testing laboratories in accordance with Section 01400, QUALITY CONTROL. E. Submit Notifications by Contractor (NBC) in accordance with Section 01040, PROJECT ADMINISTRATION. END OF SECTION 01300-8 01400.- QUALITY CONTROL 1.00 GENERAL 1.01 WORK INCLUDED A. Furnish all material and labor for testing procedures. Except for those testing procedures especially noted within the specifications to be conducted by the Owner, testing will be performed by the Contractor. B. When specifications call for testing by Owner in the various sections of the specifications, the Owner will secure the services of an independent, qualified testing laboratory for the purpose of performing testing. Testing performed by the Owner will be paid for by the Owner. Contractor shall cooperate fully with the Owner's testing laboratory to facilitate the testing services. C. When specifications call for Contractor to perform testing, or when re-testing is required, Contractor shall arrange for the services of a qualified testing laboratory and shall pay for the tests. 1.02 QUALITY ASSURANCE Contractor's testing laboratory must be a recognized organization, capable of performing a full range of testing procedures as determined by the Standards or testing procedures specified. Testing Laboratory must be approved by the Owner prior to performing any tests. 1.03 SUBMITTALS Submittals shall be in accordance with Section 01300, SUBMITTALS, and shall include: The name of the proposed testing laboratory along with documentation of qualifications, a list of tests that are performed, and a list of recent projects for which testing has been performed with references from those projects. 2. Test reports per Paragraph 1.07, TEST REPORTS of this specification. 1.04 STANDARDS A. Provide a testing laboratory that complies with the ACII, (American Council of Independent Laboratories) "Recommended Requirements for Independent Laboratory Qualifications". B. Perform testing per recognized test procedures as listed in the various sections of the specifications, standards of the State Department of Highways and Public Transportation, American Society of Testing Materials (ASTM), or other testing associations. Perform tests in accordance with published procedures for testing issued by these organizations. C. Date: Signature of Subcontractor 01300-9 1.05 DELNERY AND STORAGE Handle and protect test specimens of products and construction materials at the construction site in accordance with recognized test procedures. 1.06 JOB CONDITIONS A. The Owner reserves the right to perform his own testing at any state of construction. Contractor shall make the site available to the Owner's testing organization, and shall cooperate fully in the performance of these tests. Where the Owner has made known that certain testing is to be performed. Contractor shall give Owner adequate notice before proceeding with work that would interfere with testing. B. Contractor is responsible to notify the Owner at such times when testing is required. Do not proceed with any work until testing services have been performed and owners representative approves results of tests. C. The Owner reserves the right to require re-testing in the event of failure and all re-tests shall be at the Contractor's expense. D. Testing laboratory is not authorized to release, revoke, alter or enlarge on requirement of Contract Document, nor shall they approve any portion of the work. 1.07 TEST REPORTS A. Test reports are to be prepared for all tests. 1. Tests performed by testing laboratories may be submitted on their standard test report forms. These reports must include the following: a. Name of the Owner, project title and number, equipment installer and general contractor. b. Name of the laboratory, address, and telephone number. c. Name and signature of the laboratory personnel performing the test. d. Description of the product being sampled or tested. e. Date and time of sampling, inspection, and testing. £ Date the report was issued. g. Description of the test performed. h. Weather conditions and temperature at time of test or sampling. i. Location at the site or structure where the test was taken. j. Standard or test procedure used in making the test. k. A description of the results of the test. 1. Statement of compliance or non-compliance with the Contract Documents. m. Interpretations of test results, if appropriate. 2. Submit reports on tests performed by Contractor or his suppliers or vendors on the forms meeting requirements of respective national testing authorities and practices. 01400-2 1.08 NON-CONFORMING WORK A. Immediately correct any work that is not in compliance with the Contract Documents or submit a written explanation of why the work is not to be corrected immediately and when the corrective work will be performed. B. Payment for non-conforming work shall be withheld until work is brought into compliance with the Contract Documents. 2.00 PRODUCTS 2.01 TESTING APPARATUS Furnish testing apparatus and related accessories necessary to perform the tests. Testing equipment shall be calibrated at reasonable interval by devices of accuracy traceable to either the National Bureau of Standards or an acceptable value determined by natural physical contacts. 3.00 EXECUTION 3.01 TESTING A. Perform all tests as indicated in the various sections of the specifications. B. Cooperate with the Owner and his testing laboratory. Provide complete access to the site and make Contract Documents available. Contractor shall furnish sample material required for testing and shall furnish personnel and equipment needed to perform sampling, or to assist in making the field tests. Deliver samples or test cylinders to the location designated by the owners representative. C. Concrete samples made at the site and sent to a testing laboratory for testing shall be identified by the Contractor in such a manner that designates the exact location at which the sample was taken. Concrete cylinders shall be marked with a unique identification number which corresponds to a log number. The log will include the concrete company,. truck or ticket number, mix design, time of day, temperature of ambient air and concrete temperature. The drawings will be marked with a colored marker which identifies the extent of concrete placed as represented by the test cylinder. D. All other samples will be identified with such information suitable to identify the source and such other information required by the Owner. E. Testing of HVAC, Plumbing, Piping and Electrical System are specified under the individual Sections of Division 15 and l6. 3.02 VERIFICATION TESTING When tests indicate that materials are not in conformance with Contract Documents, Contractor shall, at his own expense, perform additional testing as required to verify material compliance. Tests shall be in accordance with recognized methods or in compliance with recommendations made by Owner's testing laboratory. 01400-3 3.03 TESTS FOR PIPING SYSTEMS A. TESTING FOR UNDERGROUND UTILITIES Refer to Section 01440, TESTING OF BURIED PIPING. B. TESTS FOR PLUMBING DRAINAGE AND VENT SYSTEMS Refer to Section 15400, PLUMBING SYSTEMS C. END OF SECTION 0100-4 q 01700 CONTRACT CLOSEOUT 1.00 GENERAL 1.01 WORK INCLUDED Comply with requirements of the General Conditions and specified administrative procedures in closing out the Construction Contract. 1.02 SUBMITTALS Submittals shall be in accordance with Section 01300 SUBMITTALS and shall include affidavits and release of liens. 1.03 SUBSTANTIAL COMPLETION A. Submit written notification to the Owner that the work or designated portion of the work is substantially complete and the work is considered to be substantially complete. Include a list of the items remaining to be completed or corrected before the project will be considered to be complete. B. Owners representative shall visit the project site to observe the work within a reasonable time after notification is received to determine the status of completion. Owner shall issue notification to the Contractor that the work is either substantially complete or that additional work must be performed before the project maybe considered substantially complete. Owner shall notify the Contractor in writing of items that must be completed before the project can be considered substantially complete. Contractor shall correct such. deficiency and notify Owner for an additional review. C. Owner shall issue a tentative Certificate of Substantial Completion to the Owner when the project is considered to be substantially complete. Certificate shall include a tentative list of items to be corrected before final payment. Contractor shall. review the list and notify the Owner in writing of any objections within 10 days of receipt of Certificate of Substantial Completion. 1.04 FINAL INSPECTION A. Submit written certification on AIA or equal standard forms. Certification will be accepted when: 1. Work has been completed in compliance with the Contract Documents. 2. Equipment and systems .have been tested per Contract Documents and are fully operational. 3. Final Operations and Maintenance Manuals have been provided to the Owner and all operator training has been completed. 4. Specified spare parts and special tools. have been provided. 5. Work is complete and ready for final inspection. 6. Supporting documentation has been. submitted. 01700-1 B. Owner shall make an inspection and appropriate regulatory agencies to determine the status of completeness within a reasonable time .after the receipt of the Certificate. C. Owner shall issue notice that the project is complete or notify the Contractor that work is not complete or is defective. 1. Submit the request for final payment with closeout submittals described in Paragraph 1.07 if notified that the project is complete and the work is acceptable. 2. Upon receipt of notification from the Owner that work is incomplete or defective, take immediate steps to remedy the stated deficiencies. Send a second certification to the Owner when work has been completed or corrected. 3. Owner,shall re-visit the site and the procedure will begin again. 1.05 REINSPECTION FEES - N/A 1.06 CLOSEOUT SUBMITTALS A. Record Drawings per Section 01040, PROJECT ADMINISTRATION. B. Keys and keying schedule. C. Warranties and bonds. D. Evidence of payment or release of liens as required by the General Conditions. E. Consent from Surety to Final Payment. F. Shop drawings, record data, Operations and Maintenance Manuals, and other submittals as required by the Contract Documents. G. Specified spare parts and special tools. H. Certificates of Occupancy, operating certificates, or other similar releases required to allow the Owner unrestricted use of the work and access to services and utilities. I. Evidence of final, continuing insurance, and. bond coverage as required by the Contract Documents. 1.07 FINAL PAYMENT REQUEST A. Submit a preliminary .final payment request. This request is to include adjustments to the Contract Amount for: 1. Approved Change Orders 2. Allowances not previously adjusted by Change Order 3. Unit prices 4. Deductions for defective work thaf has been accepted by the Owner 5. Penalties and bonuses 6. Deductions for liquidated damages. 7. Deductions for reinspection payments per Paragraph 1..04 8. Other adjustments t)i 700-2 B. Owner shall prepare a final Change Order, reflecting the approved adjustments to the contract amount which have not been covered by previously approved Change Orders. C. Submit the final application for payment per the General Conditions, including the final Change Order. 1.08 TRANSFER OF UTILITIES A. Transfer utilities to the Owner when the Certificate of Substantial Completion has been issued, final cleaning has been completed per Section 01710, CLEANING, and the work has been occupied by the Owner. B. Submit final meter readings for utilities and similar data as of the date the Owner occupied the work. 1.09 WARRANTIES, BONDS, AND SERVICES AGREEMENTS A. Provide warranties, bonds, and service agreements required by Section 01300, SUBMITTALS or by the individual sections of the specifications. B. The date for the start of warranties, bonds, and service agreements is established per the General Conditions. C. Compile warranties, bonds, and service agreements and review these documents for compliance with the Contract Documents. 1. Each document is to be signed by the respective manufacturer, supplier, and subcontractor. 2. Each document is to include: a. The product or work item description b. The firm, with the name of the principal, address, and telephone number c. Scope of warranty, bond or services agreement d. Date, duration, and expiration date for each warranty bond and service agreement e. Procedures to be followed in the event of a failure £ Specific instances that might invalidate the. warranty or bond D. Submit an orginal and one (1) copy of each document to the Owner for review. 1. Documents are to be submitted on 8-1/2" x 11" paper, punched for a standard three-ring binder. 2. Submit each set in a commercial quality three-ring binder with a durable and cleanable plastic cover. The title "Warranties, Bonds, and Services Agreements", the project name and the name of the Contractor are to be typed and affixed to the cover. 01700-3 1.10 CLAIMS AND DISPUTES Claims and disputes must be resolved prior to recommendations of final payment. Acceptance and final payment by the Contractor will indicate that any outstanding claims or disputed issues have been resolved to the full satisfaction of the Contractor. END OF SECTION 01700-4 01710 CLEANING 1.00 GENERAL 1.01 WORK INCLUDED A. Perform routine site cleaning during the entire contract period. B. Just prior to occupancy of the building by the Owner, and prior to Substantial Completion, the Contractor shall perform a thorough final cleaning of the site, buildings, and other structures. C. Contractor to maintain the building in cleaned condition until acceptance by Owner. 1.02 SUBMITTALS Submittals shall be in accordance with Section 01300 SUBMITTALS, and shall include the following: 1) Record of Finishes 2) Maintenance Instructions 1.03 .QUALITY CONTROL Use experienced workmen or professional cleaners for final cleaning. 1.04 JOB CONDITIONS A. Store volatile wastes in covered metal containers and remove from site daily. B. Do not burn any rubbish or waste products on project site. C. Do not dispose of waste material by burying on site or discarding into streams or water ways. 2.00 PRODUCTS 2.01 MATERIALS A. Furnish the labor and products needed for cleaning and finishing as recommended by the manufacturer of the surface material being cleaned. B. Use cleaning products only on the surfaces recommended by the cleaning product manufacturer. C. Use only those cleaning products which will not create hazards to health or property and which will not damage surfaces. 3.00 EYECUTION 01710-1 3.01 SITE CLEANING The Contractor shall maintain the site in a clean condition at all times. At the end of each work day Contractor shall gather all loose trash and debris from around the site and place in trash containers or remove form site.. Contractor shall not stack trash or other construction debris on the ground or in the open. Trash must be placed inside closed containers. In no event shall trash or debris be allowed to become airborne or be allowed to blow around or off site. 3.02 ROUTINE CLEANING A. Buildings shall be routinely cleaned to remove all construction debris, packing crates, wrappings, packing materials, or other trash. Each trade shall be responsible to remove trash and debris resulting from his operations. B. Generally the entire space of buildings shall be maintained in a clean condition at all times. Once partitions have been installed, spaces shall be maintained in a "broom-clean" condition. Prior to installation of finishes and paint, spaces shall be thoroughly cleaned of trash and debris and floors swept clean and mopped to remove dust. 3.03 FINAL CLEANING A. Site Cleaning 1. Remove construction debris, boxes, and trash from the site. 2. Remove construction storage sheds and field offices and restore grade to match surrounding condition and remove excess dirt. B. Clean floors and inspect for damage. 1. Remove oil, grease, paint drippings, and other contaminants from floors, then mop repeatedly until thoroughly clean. Replace damaged flooring. 2. Clean resilient flooring with an approved cleaner and give one (1) coat liquid floor polish as recommended by the flooring manufacturer. Polish to a buffed appearance with powered floor buffer. 3. Vacuum carpets with powered floor sweepers to remove dirt and dust. Remove glue or other substances from nap of carpet. C. Clean and polish inside and outside glass surfaces. Wash with window cleaner and water, apply a coat of high quality glass polish and wipe clean. Do not scratch or otherwise mar glass surfaces. D. Clean wall surfaces to remove dirt or scuff marks. Remove excess adhesive along top edges of wall base. Remove adhesive from surfaces of vinyl wall coverings. E. Align ceiling the to fit properly in grid and replace cracked or damaged tile. Remove smear marks and other dirt from the and clean. surface of grid system. y 01710-2 F. Spot paint nicks and other damage. If spot-painting does not blend into the existing color and texture of the surrounding surfaces, repaint wall from inside corner to inside corner. Touch up damaged surfaces on factory finished equipment using special paint furnished by the manufacturer. G. Clean plumbing fixtures, valves, and trim. Clean toilet seats and covers. Remove labels and adhesive from fixtures. Remove floor drains and clean baskets or buckets. Polish strainers and exposed chrome or brass. H. .Remove dirt, oil, grease, dust and other contaminants from floors, equipment and apparatus in mechanical rooms with vacuum or compressed air. I. Clean and polish ceramic the floors and wall surfaces to remove mildew or other stains. Tuck point defective joints. J. Inspect exterior painted surfaces. Spot paint any damaged surfaces. K. Clean permanent filters and replace disposable filters on heating, ventilating, and air conditioning systems. Clean ducts, blowers, and coils if units were operated without filters during construction. L. Clean roof areas of debris; flush roof drainage systems with water until pipes are clear of debris. M. Broom clean exterior paved surfaces and rake clean other surfaces of the grounds to remove trash and debris. END OF SECTION 01710-3 01730 -OPERATIONS AND MAINTENANCE MANUALS 1.00 GENERAL 1.01 WORK INCLUDED A. Furnish all labor and material necessary to complete a detailed Operations and Maintenance Manual for. the project. The O & M Manuals shall be detailed reference of the equipment installed on the project as well as a instructional manual to operate and maintain the building and the installed equipment. B. Furnish three (3) identical O & M Manuals within 15 days after Owner acceptance of Project. Final payment will not be authorized until O & M Manuals have been submitted. 1.02 QUALITY ASSURANCE Contractor shall review all submittals and include information required by the various sections of these specifications as well as other information that may .prove useful to the Owner for future operational and maintenance procedures. 1.03 SUBMITTALS Submit manuals in accordance with Section 01300, SUBMITTALS. 1.04 GUARANTEES After approval, copies of manufacturer's warranties and written guarantees will be included in a separate three ring binder. Refer to Section 01700 CONTRACT CLOSEOUT. Contractor shall include a written guarantee to cover the entire construction against defect in materials or resulting from workmanship for a period of (1) year from the Owner's date. of acceptance. 1.05 JOB CONDITIONS Drawings shall be folded to 8-1/2 x 11 or similar size, with all drawings having the same size when folded. Drawings shall unfold easily without opening the binder retaining rings. Z.00 PRODUCTS 2.01 MATERIALS A. Binders shall be large, three ring, hard back binders, all having the same color. Binder shall have a vinyl covering over all exterior surfaces. Prepare a label and insert in a clear pocket which will be readable when in a shelf. When the content of the manual exceeds a thickness of 2-1/2 inches, the information will be placed in multiple binders, each not exceeding 2-1/2 inches, or in screw-post type binders. B. Index sheet shall be heavy weight cardboard having reinforced binding edge, and clear plastic tabs. 01730-1 C. Paper shall be 8-1/2" X 11" paper in size. When large sheets are to be include which exceeds this dimension: a. Reduce drawings and diagrams to 8-1/2" X 11" paper size. b. Provide a typed identification label on each sheet protector. 3.00 EXECUTION 3.01 MANUAL ORGANIZATION AND CONTENTS A. Provide an identification label for each manual by placing a printed cover sheet in the front cover of the binder. The sheet on the cover is to include: Name of Owner 2. Project Name 3. Volume number 4. The Table of Contents for that volume B. Provide a Table of Contents listing each section of the manual for each product or system. C. The designation on each index tab is to correspond to the number and letter assigned in the Table of Contents. Clearly identify the specific product or component installed. D. Supplement information with drawings as necessary to clearly illustrate relations of component parts of equipment and systems, and control and flow diagrams. E. Correlate the data into related groups when multiple binders are used. Fill binders to only 3/4 of its indicated capacity to allow for addition of materials to each binder by the Owner. 3.02 OPERATIONS AND MAINTENANCE MANUAL CONTENTS A. Operating Instructions: Include typewritten, well-organized, step-by-step procedures for the normal operation of each major item of equipment. Instructions shall refer to equipment by identification number corresponding to an identification device placed on the corresponding equipment as shown on the drawings. B. Parts list and Descriptive Data: (1) Furnish wiring diagrams, packing lists, installation instructions, and other printed information furnished by the manufacturer. Major items shall have a printed parts list included. Include any information specified in the various sections of the specifications. Legend is to list the identifying device, its location, a brief description of the devices function, and the LD. number. (2) Include a typewritten electrical panelboard legend for each panelboard and switchboard installed in the project. This information shall be a duplicate of the legend placed in the panelboard. E. Project Record: (I) Furnish a blueline print of completed "As-Built" Drawings. (2) Note exact location of hidden. valves or control equipment. Note any changes in equipment locations that occurred during construction. F. Maintenance Instructions: Complete a typewritten "Maintenance Instruction Form" which describes the cleaning procedures necessary for each type of finished surface. Disposal of materials in streams shall not be permitted and no materials shall be piled in stream channels or in areas where it might be washed away by floods. Timber within the area to be cleared shall become the property of the Contractor, and the Contractor may cut, trim, hew, saw, or otherwise dress felled timber within the limits of the Owner's property, provided timber and waste material is disposed of in a satisfactory manner. Materials shall be removed from the site daily, unless permission is granted by the owner to store the materials for longer periods. END OF SECTION 02110-3 02217 -TRENCHING, BACKFILLING, AND PIPE EMBEDMENT 1.00 GENERAL 1.01 WORK INCLUDED Furnish labor, materials, equipments and incidentals necessary to perform operations in trenching, pipe bedding, backfilling, clearing, grubbing and site preparation; handling, storage, transportation and disposal of excavated material; pumping and dewatering; preparation of subgrades; protection of adjacent property; fills, grading; and other appurtenant work. Trenching, backfilling, and pipe embedment procedures shall be in full compliance with Section 02220, TRENCH SAFETY. Earth removed from excavations and which is not required for backfill shall be removed from the site by the Contractor at his own expense, unless arrangements are made with the Owner through his representative to allow disposal on site. If permitted, the Contractor shall dump and spread excess earth in a manner agreed upon by the Contractor. and the Owner. Excavation, other than trench excavation and embankment fills are not part of this specification section. 1.02 QUALITY ASSURANCE CLASSIFICATION A. Excavations shall include material of whatever nature encountered, including but not limited to clays, sands, gravels, conglomeritic boulders, weathered clay shales, rock, debris and abandoned existing structures. Excavation and trenching shall include the removal and subsequent handling of materials excavated or otherwise handled in the. performance of the work. B. Bidders must satisfy themselves as to the actual existing subsurface conditions prior to the submittal of a proposal to complete the proposed work. C. The location of stockpiles shall be within the limits of construction easements or public right-of--way. The location of stockpiles is subject to the approval of the Owner or the Owner's representative. Keep drainage channels clear of stockpiled materials. 1.06 JOB CONDITIONS Place no embedment or backfill material during freezing weather or upon frozen subgrades or previously placed frozen embedment or backfill materials. 2.00 PRODUCTS 2.01 MATERIALS A. CONCRETE FOR BACKFILL, BLOCKING, CRADLING AND ENCASEMENT: Unless other strength requirements are designated, concrete used shall be 3000 psi. B. CLASS 1 EARTH FILL: Limited to clays and sandy clays classified as CH material with a liquid limit greater than or equal to 50, a plasticity index greater than or equal to 25, and a minimum of 60% passing the No. 200 sieve, which are free of organic materials. 02217-2 C. SITE Clear sites of logs, trees, roots, brush, tree trimmings and other objectionable materials and debris which. are to be occupied by pipe trenches, and grub stumps. Designate material not salvaged. for reuse as surface material as spoiled and dispose of material in accordance with Paragraph E -DISPOSAL OF SPOIL MATERIAL, of this section. Do not remove trees outside of the required working area unless their removal is authorized in writing by the Engineer and with the approval of the local. governing authority. Adequately protect the trees left standing from permanent .damage by construction operations. Standing trees may be trimmed where necessary to facilitate construction, but only with written authorization from the owner's represnetative. B. DEWATERING Provide and maintain adequate dewatering equipment to remove and dispose of surface and ground water entering the excavations, trenches, or other parts of the work. Keep each excavation dry during subgrade preparation and continually thereafter until the proposed pipe is installed. Maintain the proper procedures necessary to protect against damage to the proposed work from hydrostatic pressure, flotation,. or other water related causes. 2. Dewater excavations which extend down to or below ground water elevation by lowering and keeping the. ground water level a minimum of 2-feet below the bottom of the excavation. Divert surface water or otherwise prevent water from entering excavated areas to the fullest extent possible without causing damage to adjacent property. 4. Provide and maintain any piping or conduit necessary to facilitate drainage. Do not alter area drainage patterns to the extent that adjacent property and landowners become threatened with localized flooding and/or water damage. Should such.. a situation occur, .the Contractor shall be responsible for repairing the damage at no additional cost to the Owner. C. PROTECTION OF EXISTING STRUCTURES AND UTILITIES 1. Prior to the start of construction, communicate with the local representatives of utilities companies, including but limited to oil, gas, telephone, and communications companies, as well as, local water and sewer utilities operating in the location of the proposed construction area. Seek the utility companies assistance in locating existing facilities to avoid conflicts during construction. The location, number, depth, and owner of utilities indicated are for information purposes only, and all utilities and structures may not be shown or may not be in the location shown. 02217-5 2. Where construction endangers adjacent structures, utilities, embankments and/or roadways, the Contractor shall, at this own expense, carefully support and protect such structures so that no damage occurs throughout the construction process. In case damage should occur, the Contractor shall be responsible for restoring the damaged structure to a condition acceptable to the Owner of that structure and shall bear all cost of such reparations. Repair or replace damaged street surfaces, driveways, sidewalks, curbs, gutters, fences, drainage structures, or other such facilities to the satisfaction of the Owner. Structures shall be returned to a condition equal to or better than the original condition and of same or better material and quality. D. BLASTING Blasting shall not be allowed in any instance. E. DISPOSAL OF SPOIL MATERIAL Suitable material from excavations which meets the requirements for pipe backfill material as indicated, except stripping excavation, may be reused. Designate the remaining excavated materials as spoiled material and dispose of material off the site in accordance with all applicable laws, ordinances, and codes. Contractor shall be responsible for the storage, transportation, and deposition of spoiled material and shall be responsible for acquiring the necessary permits, and the payment of fees and duties at. no additional cost to the Owner. 2. No burning of materials shall be permitted on the site. 3.02 TRENCH EXCAVATION A. GENERAL The trenches shall be excavated to the alignment and depth. indicated or as necessary for the proper installation of the pipe and appurtenances. Brace and dewater the trench if necessary so that the workmen may work therein safely and efficiently. Any specific requirement listed in Part 3.00 EXECUTION may be modified as necessary to meet OSHA requirements. However, if trench widths are wider than indicated, the Contractor shall be responsible for determining the proper class of embedment and piping and the installation. B. TRENCH WIDTH The trench widths shall be as shown on the drawings. C. PIPE FOUNDATION SUBGRADE Excavate the trench to an even grade to permit the installation of the pipe so that the full length of the pipe barrel is supported on the .proper depth of bedding material. The entire foundation subgrade area in the bottom of the excavations shall be firm, stable material, and the material shall .not be disturbed below required grade except as described in this specification. Where the character of the subgrade material is such that proper subgrade 02217-b cannot be obtained at the elevation indicated, deepen the excavation to a satisfactory subgrade material. 2. Remove the material until a firm, stable, and uniform bearing is reached and the subgrade brought back to the required grade with the specified bedding material compacted in place or with lean concrete material. The expense of replacing any unsatisfactory subgrade shall be borne by the .Contractor. D. CORRECTING FAULTY GRADE Should any. part of the trench be excavated below required grade, correct the trench with bedding material, thoroughly compacted, or with lean concrete, at no additional compensation to the Contractor. E. CARE OF SURFACE MATERIAL FOR REUSE If local conditions permit reuse, keep surface material suitable for reuse separate from the general excavation material. F. TRENCHING METHODS The use of any suitable trench digging machinery is permitted except in places where such operations may cause damage, above or below ground, in which case, employ hand methods. G. PIPE CLEARANCE IN ROCK Remove ledge rock, rock fragments, shale, or other rock to provide proper clearance for bedding materials. Provide adequate clearance for properly jointing pipe laid in rock trenches at bell holes. 3.03 BACKFILL A. BEDDING WITHIN PIPE ZONE CONCRETE CRADLE, ENCASEMENT OR CONCRETE ARCH Where indicated, install the pipe in concrete cradle, encasement, or concrete arch. Take precautions to prevent pipe movement or deflection during construction. Where pipes are placed below structures, completely encase pipes in 1500 psi concrete, and extend up to bottom of structure. [Be sure that concrete is covered elsewhere.] 2. CONCRETE BLOCKING Place blocking to rest against firm. undisturbed trench walls. The supporting area for each block shall be at least as great as that indicated and shall be sufficient to withstand the thrust, including water .hammer, which may develop. Each block shall rest on a firm undisturbed foundation of trench sides and bottom. 02217-7. B. AGGREGATE FILL BEDDING After the trench has been cut to the depths indicated, bring up the bedding layer to a point slightly above grade in maximum 4" lifts and uniformly compact to the density indicated. Form bell holes and scoop. out a trough to grade so that the pipe is uniformly supported by the embedment material. Lay and joint the pipe. Bring up the embedment material in maximum 4".lifts on either side of the pipe to the elevation above the pipe shown on the plans. Uniformly compact the pipe as indicated. After moisture is gone from the embedment material, place and compact the remaining backfill by tamping or other appropriate methods. Water jetting shall not be permitted. C. COMPACTION REQUIREMENTS 1. Compact earth fill and cohesive. aggregate fill in maximum 4" lifts with pneumatic rollers or power hand tampers and make a minimum of eight (8) passes. 2. Compact cohesionless aggregate fill in maximum 4" lifts with vibratory rollers or vibratory plate power hand compactors and make a minimum of eight. (8) passes. The acceptability of the compaction equipment shall be based upon the results of a test section. 4. Compact earth fill and cohesive aggregate fill to a minimum of 95% of maximum dry density as determined by ASTM D-698, .Standard Proctor. Compact earth fill Class 1 and 2 at a moisture content within minus 0 to plus 5 percentage points of the optimum moisture content. Compact the remaining classes of earth fill and cohesive aggregate fill at a moisture content within minus 2 to plus 5 .percentage points of optimum moisture content. The moisture ranges listed above are minimum and maximum limits. A tighter moisture range within these limits may be required to consistently achieve the specified density. Compact cohesionless aggregate. fill on which it is not practical to control the density by "Proctor" methods. to a minimum of 75% of relative density as determined by ASTM D- 4253 and D-4254, or at the discretion of the Engineer, by a field compaction mold method correlated to ASTM D-4253 and D-4254. 7. Compact cohesionless aggregate fill at a moisture content within a range that accommodates consistent placement and compaction to the minimum relative density specified above. The Owner will arrange and pay for density and moisture testing. The testing frequency and methods shall be as required by specifications. 3.04 FINISHING A. Grade and rake areas smooth and even which do not receive any type of paved surface, to allow drainage to drain away from the structures and toward the roads and streets or the natural 02217-s drainage course. Break up large clods of earth and remove rocks, trash or debris near the surface. B. Finish the top portion of backfill beneath established sodded (lawn) areas with not less than 6" of topsoil corresponding to, or better than, that underlying adjoining sodded areas. 3.05 FIELD QUALITY CONTROL A. Compact backfill and appropriate embedment material to a minimum of 95% of maximum density at a moisture content of 0 to + 5% of optimum for backfill and at optimum for sand- cement embedment as determined by ASTM D-698-78 (Standard Proctor). B. Make periodic tests of compaction for conformance with this section by an approved testing laboratory selected and paid for by the Owner. Contractor shall pay for re-testing until acceptable test results are obtained. 3.06 CLEAN AND ADJUST Remove surplus pipeline materials, tools, rubbish and temporary structures and leave the construction site clean.. END OF SECTION 02217-9 02220 -TRENCH SAFETY 1.00 GENERAL 1.01 WORK INCLUDED A. This specification consists of the basic requirements which the Contractor must comply with in order to provide for the safety and health of workers in a trench. This specification is for the .purpose of providing minimum performance specifications, .and the Contractor shall develop, design, and implement the trench safety system. The Contractor shall bear the sole responsibility for the adequacy of the trench safety system and providing "a safe place to work" for the workman. B. Should the trench safety protection system require wider trenches than specified elsewhere, the Contractor shall be responsible for the costs associated with determining adequacy of pipe bedding and class, as well as, purchase and installation of alternate materials. 1.02 STANDARDS A. The following standard shall be the minimum governing requirement of this specification and is hereby made a part of this specification as if written in its entirety. INSTALLER'S QUALIFICATIONS Installer shall be a professional, licensed in accordance with regulations of governing authorities for application of soil treatment solutions. B. PRODUCT REGISTRATION Use only termitcides which bear the Federal registration of the U.S. Environmental Protection Agency. 1.03 SUBMITTALS Submittals shall be in accordance with Section 01300, SUBMITTALS and shall include: 1. Product Data Sheets 2. Certification of U.S. Environmental Protection Agency 3. The manufacturer's. printed application instructions 1.04 STANDARDS Comply with safety requirements and industry standards. 1.05 DELNERY AND STORAGE Deliver products to site in original containers with labels attached. Do not store materials at site. 1.06 JOB CONDITIONS A. Do not apply soil treatment solution until excavating, filling, and grading operations are completed, except as otherwise required in construction operations. B. To insure penetration, do not apply soil treatment to frozen or excessively wet soils or during inclement weather. Comply with the handling and application instructions of the toxicant manufacturer. C. Post signs in areas of application to warn workers that soil termiticide treatment has been applied. Remove signs when areas are covered by other construction. 02280-1 JCL94006 1.07 OPTIONS Termiticide shall be one of several acceptable solutions which meet Federal and State regulations. 1.08 GUARANTEES A. Furnish the written warranty certifying that the applied soil termiticide treatment will prevent infestation of subterranean termites, and that if subterranean termite activity is discovered during warranty period, the Contractor shall retreat soil and repair or replace the damage caused by termite infestation. B. Provide a warranty for a period of five (5) years from date of treatment, signed by applicator and Contractor. 2.00 PRODUCTS 2.01 SOIL TREATMENT SOLUTION A. An emulsible concentrate termiticide for dilution with water, specially formulated to prevent infestation by termites. Fuel oil shall not be permitted as a diluent. Provide a solution consisting of one (1) of following chemical elements and concentrations: 1. Chloropyrifos: ("Dursban TC"); 11.0% in water emulsion. 2. Permathrin: ("Dragnet", "Torpedo"); 0.5% in water emulsion. B. Other solutions may be used as recommended by the applicator and approved by local governing authorities. Use only soil treatment solutions which are not injurious to planting. 3.00 EXECUTION 3.01 PREPARATION SURFACE PREPARATIONS: Remove foreign matter which could decrease effectiveness of treatment on areas to be treated. Loosen, rake, and level soil to be treated, except previously compacted areas under slabs. and foundations. Toxicants may be applied before placement of slabs and foundations. Toxicants may be applied before placement of compacted fill under slabs, if recommended by the toxicant manufacturer. 3.02 INSTALLATION; APPLICATION A. Apply termiticides in strict accordance with the manufacturer's printed instructions and the requirements of the U.S. Environmental Protection Agency, and local, State or other requirements. B. APPLICATION RATES: Apply soil treatment solution to under-slab-on-grade structures. Treat the soil before concrete slabs are placed, using the following rates of application: Apply four (4) gallons of chemical solution per 10 lin. ft. to soil in critical areas under slabs, including entire inside perimeter inside. of foundation beams, along both sides of 02280-2 JCL94006 DIVlSiON #3 - INSTALLA710N AND SET-UP 3.01 SITE PREPARATION 3.01.01 No site work for setup of buildings will be necessary. Buildings will be set up on existing asphalt surfaced vehicle parking lot. 3.02 .SET-UP 3.02.01 The modular building shall be erected in accordance with manufacturer's- recommendations, with all wails plumb and all floors level within 1" + or -over the length of the floor system. All joints in the roof shall be made watertight, and specific attention shall be given to conceal all modular joint lines to achieve an unbroken finished surface on the interior and exterior of the building. The modular sections shall be bolted and/or lagged together at the floor, walls and roof assembly, and all fasteners shall be concealed within the structural systems. The joining of the modular sections shall be done in such a manner as to allow the building to be moved as a single building or taken apart and transported in two sections and rejoined without causing damage. or deformation to the structural components or finish surfaces. 3.03 FOUNDATION 3.03.01 The Contractor shall provide piers down each side and down the .center of the building at a maximum. of 8'-0" on center. Additionally, the piers at the mateline on .each end and at the center partition shall be doubled. The piers shall consist of a 4"x16"x16" precast concrete base pad with 8"x8"x16" open-cell concrete blocks to maintain a level floor fine as the grade falls. Should the fall of the grade be such as to require more than one course of blocks, the Contractor shall double the blocks. 3.04 ANCHORING 3.04.01 The Contractor shall be responsible for securely anchoring the building to withstand wind loads as specified elsewhere in this document. As a minimum, the building shall be anchored at a maximum of 20'-0" on center down the sides, using 36" -long auger anchors and high- tensiie, galvanized straps that are attached to the buildings in accordance with applicable regulations. 3.05 LANDINGS, STEPS AND RAMP 3.05.01 A complete landing, ramp and step assembly will be provided at the exterior doors. See Drawings for Landing Steps and. Ramp details. The handicap ramp will be constructed with a slope not to exceed 1/12. All assemblies will be provided with handrails equipped with pickets at a maximum 5 112" spacing. All assemblies will be constructed with wolmanized lumber with a pressure treated content no less than .40 CCA. 3.06 ELECTRIC UTILITIES 3.06.01 The Owner will be responsible for bringing .electrical service to the building and making final connection. The Owner will notify the Contractor of the type of service to be provided (overheadlunderground), and it shall be the responsibility of the Contractor to provide a service entrance that is compatible. The Contractor will provide a system that allows for one point of connection by the Owner. The meter base and weatherhead shall be provided by Owner. 3.07 WATER UTILITIES 3.07.01 The Owner will be responsible for bringing the fresh water service to the building and making final connection. 3.08 SEWER UTILITIES 3.08.01 The Owner will be responsible for bringing sewer li~o to~the1e 'co'nnect on pons under the connection. The Owner will connect to the Contrac pp building. 3.09 CLEANING 3.09.01 At the completion of work, the Contractor shall be responsible for sweeping and cleaning thoroughly, removing all stains and labels withouncludedhandomarks~nstains, andadnpp ngs shall leave the work clean. All hardware and other unpainted metal and all equipment shall be cleaned, and. all temporary labels, tags and other coverings shall be removed. The ceiling will be site installed after the two sections of the building have been assembled and leveled. (Armstrong RH-90 Classroom tiles) 7,08 CEiL1NG HEIGHT 7.08.01 The finished ceiling height in all areas shall be 7'-10". 7.09 INSULATION 7.09.01 An R-19 (5 '/z') Kraft faced fiberglass batt insulation shall be installed on top of the suspended ceiling throughout the building, with the exception of the locations of the recessed lights. 7.10 DRAFT STOPS 7.10.01 A draft stop shall be located atop the 24' classroom divider wall. Construction shall be 518" gypsum board on one side of the wail 7.11 GENERAL 7.11.01 The ridge girders shall be securely attached to the exterior and interior walls with heavy duty steel angles and minimum 3 '/2' long lag. DIVISION #8 -EXTERIOR 8.01 SIDING 8.01.01 The exterior of the building shall be f+nished with 29 gauge-high-rib commercial steel R-panel with baked enamel finish. The siding shall be installed in full-height sheets from the bottom of the floor to the top of the roof. (Color to be Light Stone) 8.02 TRIM 8.02.01 All trim parts used in conjunction with the steel .siding shall be fabricated from 26 gauge steel with baked enamel finish. 8.03 ROOFING 8.03.01 The finished roof shall be 29 gauge high-rib commercial steel with galvalume finish. The roofing shall be installed in full-length sheets from the ridge to the edge of the roof over one layer of 15# felt paper. 8.04 OVERHANG 8.04.01 The. roof will extend over the exterior doors forming a protective canopy over the entry way landing. The overhang will be approximately 12'-0"x3'-6". The overhang will be a structural extension of the 2"x8" roof rafters. The soffit of the overhang will be a 29 gauge ribbed steel perforated soffit material designed to allow for attic ventilation. 8.05 GUTTERS 8.05.01 A continuous gutter shall be provided the full length of the front side of the roof overhang. DIVISION #9 -EXTERIOR DOORS 9.01 DOORS 9.01.01 The exterior doors shall be 1-3/4"x36"x80" 20 gauge steel,.Classification Grade 1, with one piece honeycomb core, flush seamless faces and baked on prime paint finish. 9.02 FRAMES 9.02.01 All exterior door frames shall be 16 gauge steel with adjustable snap-on anchors and baked on prime paint finish. 9.03 HINGES 9.03.01 Each exterior door assembly shall be equipped with 1'/Z pr. of 4-'/z'x4 '/2' US26D finish, heavy duty ball bearing butt hinges with nonremovable pin. 9.04 CLOSER 9.04.01 A Series #60 hydraulic closer complying with ANSI A156.4 shall be installed on all exterior doors. -The closer shall comply with A.D.A. April 15, 1996 College Station School Board College Station City Council College Station .Planning and Zoning Commission SUBJECT: Traffic/Pazking Plans at CS High School The purpose of this letter is to request that contracts not be let and construction not be initiated on the pazking lots at CS HS until. an assessment is made of the impact of the proposed pazking lot. configuration on traffic .patterns in the neighborhoods surrounding the school. It is my opinion (and I am certainly biased since I live at 1002 Madera within 70 yards of the school property) that the proposed pazking lot configuration will produce. a lot of traffic on residential streets and that. better alternatives .exist. On Tuesday, March 26 I attended the meeting conducted by CSISD officials at CSHS. At this meeting plans for the renovations and additions to the high school were presented and comments were' solicited from residents. The two.. main concerns expressed by neighbors of the school were..... flooding in homes along the. drainage easements east of the school and traffic patterns which will result from the proposed pazking lot configuration.. The flooding/drainage problems aze a joint city/school issue and must be addressed by both. I will not address them here other than to say that the drainage plan presented. by the azchtect/engineering firm .indicated that considerable effort had been directed at this problem, they ;had a good understanding of the objectives and facts, and the drainage design seemed to be based on sound engineering principles and analysis. In contrast, the representatives of the azchitect/engineering firm explicitly stated that they had not done a study of the traffic patterns which will result from the proposed pazking lot configuration. Pazking Accessed From Nueces Nueces is a minor arterial which ends at FM 2818 at its south end and at Welch at its northwest end; it is only a few blocks long and: is entirely adjacent to the school property. Including the Church of Christ parking lot, the current plan calls ,for 545. pazking spaces with primary access from Nueces Street. This includes 365 pazking spaces on school property (a 271 space lot north of the school and a 94 space lot south of the school). In addition, there aze 180 spaces at the church'pazking lot with primary access from Nueces. Although current plans are not to use the church' lot, history indicates that it will be used in the future as enrollment increases. Parking Accessed From Welch Welch is a major north/south arterial with controlled intersections. Current plans call for pazkng spaces for 426 cars with primary access from Welch. Street (lots with 123, 114, and 57 F h spaces on the east side of Welch and lots with.78 and 54 spaces on the west side of Welch). The current plan calls for fewer parking spaces .accessed from Welch (426) than from Nueces (545). Traffic Flow On Nueces This discussion which follows considers traffic flow in the afternon when school is over. Cars exiting the proposed school parking lots onto Nueces .and .desiring to go north will back up at the stop sign where Nueces dead ends into Welch since many students will also be heading north on Welch at the same time. The .only unimpeded north bound routes will then be the residential streets Leona, Medina, and Hondo and that is where most of the north bound traffic .will go. Most traffic on Nueces desiring to go east will use the residential streets Hondo or Guadalupe, since' it is very difficult to make a left urn onto FM 2818 from Nueces. Cars leaving the high school via Guadalupe must enter Southwest Parkway at the school crossing at South Knoll Elementary. These residential streets were not designed tohandle this kind of traffic, it is not appropriate to route this traffic through residential neighborhoods, and a design which will result in this traffic should not be approved. Issues The present plan provides primary access to 56 % of the parking spaces from Nueces (46 % with no use of the church lot) and only 44 % from Welch. The school .parking .lots should be designed so that most of the cars are encouraged to use Welch (a major ..arterial) rather than Nueces and the adjoining neighborhood streets. This result. could be accomplished by reducing the size of the planned 271 space lot on Nueces and adding an additional lot with access from Welch north of the existing lots on Welch.. Bus loading and unloading could be done on the east side of the high school and buses routed along Nueces, since bus routes can be easily controlled while student routes cannot. I am sure that there are other ways to accomplish the same result, and I only ask that all alternatives and .consequences be considered before proceeding. I respectfully request that these issues be addressed now, in the planning stage, when changes can be made on paper rather than later after the' residential. neighborhoods around the school have. been disrupted and changes must be made in concrete and asphalt and will be very expensive. In the area where the original channel is currently existing, the City. will look for improvements to bring it up to our current standards, as in item #1, this may include some renovations to the bottom and side slopes. Each time we have a hard rain, the creek goes over its banks. ~n several occasions, our entire backyard has been flooded. With any more asphalting upstream from us, this flooding will,. of course,. be magnified,. which means that our house will be flooded. You lYIUST have a plan for this water before you lay the asphalt. A reservoir or holding tank is a terribly bad idea,. in that it would be dangerous for. small children, it would breed mosquitoes,. and it couldn`t possibly catch enough water to prevent the flooding downstream. With zero discharge policy, all calculations from the site. improvements of pervious and impervious areas mean that any increase in the run off from our site must be detained on site. CSISD has had a drainage. study done for the site. The design meets the ordinance criteria with. four separate areas to detain water up to 100 year flood water calculations and release at the 5 year flood water calculations. The subdivision including the CSISD site was developed prior to adoption of a drainage development ordinance. The current site ~~as developed without any .consideration for drainage and its impact on the surrounding neighbors. The improvements proposed should decrease the current run off status with the four detention areas constructed. TRASH - Some trash is a problem with the students allowed to park along Nueces due to lack of parking space on site. With the, proposed parking lot and the proposed landscape berm, the activity along Nueces should,. be minimal and contained on site. Also,. the current situation does not have screens around the dumpsters nor is there a screen around the service area to prevent trash from being blown in the neighborhood. The improvements in the proposed design are to provide a screen wall for the service area and to :provide gentle slopes on the detention areas. These improvements will aid in maintenance, improving the appearance of -the site and aid. in containment and collection, reducing the trash that could be blown from the site. TRAFFIC . The site has been used as a high school since the early seventies. With the .increase of population of students attending theschool, there wiIl be an increase of traffic around the'site, Nueces Street is a Residential Collector Street with the pavement width between curbs 38 .feet. This is built according to City of College Station Standards that allows two traffic lanes and two parking lanes. Although the sehool hours of 7:30 to 4:30 is similar of a business, the traffic around the site becomes minimal during the evening, weekends, holiday, and summer breaks. With the growth of the city being primarily to the south, fifty percent or more of the school traffic should be exiting the site and leaving towards FM 28 L8 to travel to their destinations. With the proposed parking lot, the street should not be used for parking by the students during school hours and will return the street for available parking for the residents of the surrounding neighborhood. PARKING LOT LOCATION The parking lot configuration was based- on the need to relieve the on~street parking occurring along Nueces. A&M Consolidated High. School administrators receive complaints on a weekly basis about the on-street parking along Nueces. In addition to providing relief to the neighborhood, the proposed design configuration was developed-to provide access to the new addirions, to .allow controlled, .secured and patrolled parking area, and to provide the marching band with a alternate surface,to practice. on when the practice, field is wet. In Addition to these design considerations, we meet with the city staff discussing detenrion, fire access and building codes related to the pazking lot placement, size, and overall design and design meets all city requirements. Noe 29 March 1996 CSISD held a public meeting on 27 Mazch 1996 at the high school specifically invited the residents around the neighborhood who had expressed their concerns .regarding our design. We had in attendance Dr. Jim Scales, Superintendent of Schools, Mr. David Neal, Assistant Superintendent of Business, Mr. Jeff Kalista, Principal Architect of VLK Architects, Mr. David Mayes, Engineer of Cheatham & Associates, Mrs. Chrissy Hester, Principal A&M Consolidated .High School, TPM, Inc staff and approximately (60) sixty in the audience. We presented a.compromise in the design of thesite plan lot by providing approximately a 90 foot buffer between the back of curb at Nueces and the proposed de«~`parking lot. We provided detailed information regarding the detention areas, the re-configuration of the practice fields,. and the overall building design. We explained in detailed how the calculations regarding the run-off were obtained and the overall goal requirement regarding 'detention was incorporated in the final design presented. We discussed dispersement of the traffic around the. site to optimize the ingress and egress of the vehicles. As stated above this design will improve the existing conditions. We understand that we could. re-apply to Planning & Zoning for the re-design. We have a compact and complex timeline developed around the school operational hours and calendar. Any further delay-could result in missing the window of opportunity in start of he first critical construction phase of our plan. Because time is a factor and because of the statements from some of the attendees, we need final decision on our plan. Any additional action, favorable or unfavorable, by the Planning & Zoning board could result in an appeal to the City Council. Therefore we believe it is in the interest of all parties to present this plan for your review. Report On Neighborhood Meeting Regarding High School Expansion- Project A neighborhood meeting was held at the City's Conference Center on Tuesday, April 16th to discuss the high school expansion project. City staff initiated this meeting after receiving indication from CSISD that they wished to appeal the Planning & Zoning Commission's decision regarding CSISD's conditional use permit and site plan for expansion of A & M Consolidated High :School. After meeting with CSISD staff and agreeing on a meeting format,<we notified property-owners in the neighborhood adjacent to the High School We used the same mailing lisf as had been utilized .for notification of the P & Z's meeting. A copy of the letter we -sent is attached for your information which clarifies the: meeting's .purpose. The meeting agenda (copy attached) focused on the two areas of neighborhood concern; traffic and drainage. We had 12 neighborhood residents in attendance at this meeting as well as City staff, David Neal and Chrissy Hester of CSISD's staff as well as CSISD's traffic, engineering, architectural, and project management consultants. The meeting was quite constructive with a lot of dialogue and information` sharing taking place. Neighborhood residents in attendance had a lot of good questions, some. misunderstandings, as well as some concerns abou# he project. The meeting itself lasted' almost 3 hours. Regarding drainage, it was explained in detail. by both CSISD's consultants and City staff that the proposed project not only addresses the drainage detention needs of the high school expansion, but of the existing campus as well... In fact, we showed the residents that some of the water this project will detain does not come from the high school campus itself, but flows on to the ___ _.-- --- _ ._ campus from the area north. of it. As far as the drainage concerns: of those down stream from the high school, :City staff explained the City's proposed drainage projects and their..construction schedule.. We did this for our drainage projects now funded as well as the drainage projects that would be built if a drainage utility is created. It was emphasized to neighborhood residents that widening of the .culverts on Bee Creek at Texas_Avenue was needed in orderto have the type of impact that they wanted. Finally, we explained that one of the requirements staff would recommend to Council be placed on this conditional permit would be that all detention areas be builtfirst. Concerning traffic and parking CSISD's traffic consultant explained to the residents why he feels that the parking lot location and curb cuts on Nueces are necessary and would not increase traffic on Nuecesa significant amount (2Q%). When questioned about why he parking lot-was not placed solely on Welsh, it was explained that due to the existing traffic load on Welsh, it would be advisable to disperse some traffic on` to Neuces. All bus, parent drop off, as well as a significant amount of parking and pedestrian. traffic still remains on Welsh. CSISD's traffic consultant believes that raffic on to Nueces should not increase more than 20% because CSISD is removing'on- street parking along Nueces and would: convert. the FM2818 #rontage road traffic from one-way to two-way. Another reason the parking lot could not be placed closer to the intersection of Welsh and Nueces was because this was where the largest drainage detention area needs to be built. Residents were informed that other reasons CSISD preferred the proposed parking lot location was that it would. be near the main student entrance/exit poinfito the school: building and that this parking lot location made monitoring of student behavior easier. City staff told the residents they could support recommending a school speed zone installation on a portion of Nueces. 1Ne also told them fhat while it did not warrant it now, in the future the intersection of Nueces and FM2818 may meet minimum criteria for a traffic signal_ The residents were also told that if it became necessary, the,City would consider no parking zones along all or portions of Nueces.. Other neighborhood concerns that were addressed included use of directed lighting on the parking lot to reduce light shining on to the-residents along Nueces. Thee residents also seemed pleased That the site will be extensively landscaped.. They were shown that on the '.latest site plan the. Nueces Street side of the parking'.. lot is 70' away from Nueces. This buffer area will be bermed w and landscaped;. The detention areas are all bermed and will be landscaped. One resident expressed'the desire to have trees planted along the top of the detention area berms that border Nueces so as screen light, particularly from the stadium. While I do .not-think every one in :attendance left the meeting happy with every thing they were told, there seemed to be a bet#er understanding of the project.. There was also appreciation expressed by several of the_resdents for the opportunity this meeting. gave them to collaborate on the project, voice concerns, ask questions, and become better informed about it. All the City staff-members (listed below) did a good job of getting prepared for this meeting and answering residents' questions. They are all o be commended. So there will be 2 ads - one for a P&Z and one for a CC. That may get confusing. As Jim mentioned to me CSISD"needs to understand that our CC is going to listen to the neighbors and not just approve the CUP like a rubber stamp.
