Response .Received: 3 inquiries as.of date of staff report STAFF COMMENTS: Conditional use permits are granted by the Commission, subject to appropriate conditions and safeguards, when the Commission finds: A. That the proposed use meets all the minimum standards established in the Zoning Ordinance for this type of use; B. That the,proposed use is in harmony with the purpose and intent of the zoning ordinance and .the plan for physical development of the district as embodied in the comprehensive plan for the development of the City; C. That the proposed use will not be detrimental to the health, welfare, and safety of the surrounding neighborhood_or its occupants, nor be substantially or permanently,`injurious to neighboring property. {See sec. 14, Ordinance .1.638). The applicant is proposing to convert a 600 square foot. garage into a small animal clinic. The primary use of the property will remain residential :but will add a second principal commercial use. The parking :restrictions would require 2 parking spaces (1 per 300 sf), which will need to meet current. development requirements including paving and landscaping. A site plan must be submitted at a later date so that- the Commission can determine that .all. standards have. been=met. At this time, the Commission is requested to review the use-of a veterinary clinic for compatibility with the area. Dr. Sims will be the only employee and estimates that about 25% of her business will be conducted on site; the,remaning 75% will be on a call-out basis. The house and garage are located on the southwest corner of the property and activities will be limited to the garage area. There is no outside activity propo ed and the applicant is not proposing to- board animals at his time. The. closest home is located roughly 250' from the garage. There are two other homes in the vicinity; one is located over 400' from the garage and one is over 500'.. The surrounding area is rural'xesidential with large, agricultural lots.
