A Project Review Committee meeting was held Wednesday, July 24, 1996 to discuss the above
mentioned site plan. City Engineer Laza moved to recommend approval of the proposed site plan
with the following discretionary .items, ordinance requirements and comments:

Show the typical dimensions on sheets 5 and 6 of 37 so that the site and landscape plan
total six pages:.
The following is 'a list of ordinance requirements .identified by .the Project Review
Committee. This list does not relieve the applicant of total compliance with all current
ordinance requirements.

_ On sheet 4 of 37, the water demands shown are for the building's meters only. Fire flows
do not need to be show. Submit :demands for the irrigation system. (This information is
only. required. to size the necessary meters.

Site Plan Related.•
All signage for the property will be permitted separately. Sign details can be submitted at
this time or with the sign permit for .staff review and approval.
_ Dimension the setback from the buildings :along Luther Street to the property line along
Luther Street. The minimum front setbackis 25'.
_ There must be a minimum clearance of 15' between all. buildings .and the proposed fence
to achieve proper climbing angles for ladders for fire protection.
Show the appropriate turnaround radii within the parking area closest to buildings 7 and 8.
_ One of the proposed gates near the Luther Street entrance must be a minimum of 20' wide
with a knox box key entrance o allow for fire protection.
_ The two gate entrances shown between the maintenance building and building 22 must be
a minimum of 20' wide with a knox box key entrance to allow for fire protection.
Since dimensions are not shown on sheet 5 of 37, general notes l and 2 are not needed.
_ Provide a 6' tall solid... screening .fence. between this. property and the existing residential
property located along Luther Street.
_ Note the width of the proposed driveways along Luther Street. (The maximum width is
36' and not 43' as shown.)
A permanent or temporary.. curb will be required if .phases 1 and 2 are not constructed
simultaneously. Note the temporary curb at the phase line.
Show the required screening.. of the proposed trash compactor.
_ Dimension she. typical parking space and delete the compact parking space an sheet 31 of
37.
Landscape PZan IZelated.•
_ Streetscape is required along the Jones-Butler Road and Luther Street frontage.
(Approval will be required for the removal of any trees within the first 24' of frontage
along both of these streets.) Make sure that the. Streetscape plantings will be able to fit
near the northwest corner of the site where the grades vary considerably.
_ Clarify in the plant list that the .trees will be "new canopy" trees and the shrubs will be
"new" shrubs.
Note the existing protected trees to be claimed for points in the plant list.

Landscape Plan Related.•
_ Add a landscape legend for Streetscape requirements to include total point tabulation.
_ Reference the total required points as per the site requirements.
_ Itemize and. tabulate the points claimed for each type of plant material on the plant list.
Note the curb line location along Luther Street.
Show the bamcade locations .and note which trees are being claimed for points.
All green areas other than native tree groupings must be irrigated and seeded, sodded or
otherwise landscaped. Some areas are noted that do not have irrigation and reflect new
trees and shrubs: (For example: some landscaped: parking islands, the. medians along the
entrance and frontage along Luther Street and the frontage along Tones-Butler Road.)
Utility Plan Related.•
Distinguish-between public and private wastewater lines. (Wastewater lines interior to the
site will be private. and wastewater lines that serve out parcels will be public.)
Provide public. utility easements to cover all water lines and fire hydrants.
On sheets 21 and 25 of 37, show the size and location of the wastewater line connection
that is to be made..
Submit the revised fire hydrant placement plan with the construction documents to be
reviewed and approved prior to issuance of a building permit. (The applicant. changed the
fire hydrant. placement prior to the Project Review Committee meeting.)
Note he type. of fire hydrant to be used according to .City of College Station details for all
College Station. fire. hydrants.
_ Sheets 33 and 34 of 3? :containing the off-site wastewater extension are. being returned to
the applicant with redlined comments. These redlined sheets mush. be returned with the
revised construction drawings to be reviewed and approved. for construction.
Grading Plan Related.•
Sheets I3 thru 20 containing the overall grading, drainage & erosionlsedimentation
control plan are being returned to the applicant with redlined comments. These redlined
sheets must be returned with the revised construction drawings to be .reviewed and
approved for construction.

Comments/Concerns:
Provide pavement details on sheet 31 of 37.
Coordinate electrical service requirements with Electrical Operations Coordinator Tony
Michalsky at (409) 764-3660. Please refer. to the checklist provided to the applicant at the
Project. Review .Committee concerning specific details for underground electrical service
and the associated costs.
_ Coordinate telephone service details with G.T.E. Representative Laverne Akin at (409)
821-4723. Replace general note #l6 with the notes provided at the Project Review
Committee .Meeting.. The developer/owner is responsible for providing and placing
conduit within the development.
P & Z Representative Smith seconded the motion to recommend approval of the site plan with the
above mentioned conditions which passed unopposed (3 - 0).
SUBMIT 2 COPIES OF THE REVISED SITE AND LANDSCAPE PLAN ONLY AND 4
COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE AND
LANDSCAPE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING
PERMIT PROCESS. COORDINATE SUBMITTAL OF .ALL REVISIONS WITH
DEVELOPMENT COORDINATOR SHIIZLEY VOLK AT (409) 764-3570.
APPEAL PROCESS:: An applicant may appeal the decision of the.Project Review Committee
to the Planning and Zoning Commission within five. days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance. of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity,_whether
under state or federal. law. An applicant appealing the decision of the PRC shall file ten copies of
the final .site plan as approved by the PRC, showing. all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file, no further development. approval shall occur, and no further'action by the Commission
shall take: place.. An applicant may appeal only certain aspects of site. plan review, .and in the
absence of discretionary. review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall. state with particularity the aspects
