Landscape Plan Related:
Under the landscape reserve section on page L-1, calculate the .points. required for
e Streetscape as follows:
191 lineal ft. / 50 x 300 points = 1,146 points.
_ Under the parking lot landscape section on page L-1, recalculate the required landscaping
based on 154 parking spaces, not 168. Under the landscaping provided, separate the
required end island at 360 square feet per parking row (except for the landscape reserve
row along Texas Avenue). Unless the configuration changes, there are 18 parking rows.
_ In the plant lists on pages L-1 and L-3, clarify which of the canopy trees, non-canopy
trees, and shrubs are being claimed for points. The canopy trees that are claimed for
points need to be identified by caliper size.
_ The total points required is 4,531. Any plantings that are over and above the point
requirement do not need to be identified by size.
_ An irrigation plan is required and irrigation must be installed before the certificate of
occupancy is issued.
Submit. soil preparation information before issuance of a certificate of occupancy.
® Staff has agreed to award points for plantings that are not on the list of reconunended
® species, with the understanding that extensive soil preparation will be necessary and that
some of the plants will not survive. The city reserves the authority to enter into code
enforcement if the required plants that are claimed for points die and are not replaced in a
timely fashion.

SUBJECT: Parking Lot Pdan - On The Border; proposed restaurant to be located at 707
Texas Avenue Sauth, lot 2 of the Texas 707 Addition Subdivision in the existing
shopping center. (96-424)
A Project Review Committee meeting was held Wednesday, November 20, 1996 to discuss the
above mentioned parking lot plan. City Engineer Laza moved to approve the site plan with the
following ordinance requirements and comments. (The following is a list of ordinance
requirements and comments identified by the Project Review Committee. This list does not
relieve. the applicant of total compli~:r?ce with all current ordinance requirements.)

The developer/owner is responsible for providing .:and placing :conduit from the. utility
easement to the outside building termination. G.T.E..prefers to go into the same trench as
electrical service lines.. Coordinate telephone service details with G.T.E. Representative
Laverne Akin at {409)821-4723.
Planning and Zoning Commission Representative. Massey seconded the motion to approve the site
plan with the above mentioned conditions which passed unopposed (3 - 0).

SITE PLAN ATTACHED TO CONTINUE WITH PHASE. II OF THE BUII.,DING PERMIT
PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT
COORDINATOR SHIItLEY VOLK AT (409).764-3570.
APPEAL PROCESS: An applicant may appeal the .decision of the Project. Review Committee
to the Planning and Zoning .Commission within five days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual .acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under .state or federal law. An applicant appealing the decision of the. PRC. shall file ten copies of
the final site plan as approved by the PRC, showing all changes. and requirements imposed by the
PRC, and accompanied by a written explanation of those-items being appealed. Until said copies
are on file, no further development approval shall occur, and no further action by the Commission
shall take place. An applicant :may appeal only certain aspects of site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site. plan shall be final. Any notice of appeal shall state with particularity the aspects
