SUBJECT: Parking Lot Plan -Lone Star Pavilion; proposed shopping center development
including some redevelopment totaling 9.77 acres generally located on the
northeast corner ofthe Texas Avenue and Lincoln Avenue. intersection. (96-418)
A Project Review Committee meeting was held Wednesday, September 4, 1996 to discuss the
above mentioned parking lot plane. City Engineer Laza moved to conditionally approve the site
plan with the following discretionary items, ordinance requirements and comments. (The
following is a .list of ordinance requirements and comments identified by the Project Review
Committee. This list does not relieve the applicant of total compliance with all current ordinance
requirements. )
CONDITIONS OF APPROVAL
The final grading and drainage plan and report must. be submitted and .reviewed for approval
prior to final approval of the site. and landscaping plan. If the final grading and drainage
plan changes the site plan significantly, the site and landscaping plan must come back before
the Project Review Committee for further review and approval

conceptual plan, sounds reasonable; however, the calculations must prove that the concept
will work.

_ Higher parking lot screening is required along Texas Avenue and Lincoln Avenue than the
proposed yaupons. Larger plant materials can be utilized or a combination. of a berm and
plant materials can be used as long as the screening is a minimum of 3' in height.
Comments/Concerns:
_ Staff suggested relocating the fire lane markings to the curbs rather than the pavement to
reduce future maintenance of the markings.
Revise the "date of issue" or the "revisions" date to reflect the current date.
_ Staff would like to work with the developer to install a 12" sewer line instead of the
proposed 8" line. Submit engineer's estimates for both the 8" and 12" lines to be
presented to the .City Council for their approval to pay the cost differential between the
two sanitary sewer lines.
® Coordinate the following electrical service requirements with Electrical Operations
Coordinator Tony Michalsky at (409) 764-3660:
Underground service is required.
_ Electric service request form completed and returned.
_ Developer is responsible for 20% of the cost of electrical service.
_ Developer installs all conduit per city design.
Easement required to cover all electrical lines as installed. (Temporary blanket
easement for construction purposes, followed by metes and bounds descriptive
easements after installation.)
_ Outside disconnect required.
The City will design the electrical layout and provide the plans for the installation
of conduit and transformer /junction box pads.
_ For removal of existing electrical lines to buildings, contact Tony Michalsky.
Easements and conduit will be required to serve this development. The owner/developer
is responsible for providing and placing the conduit from the outside building location to a
public utility easement. Coordinate telephone service details with G.T.E. Representative
Laverne Akin at (409) 821-4723.
Coordinate natural gas service details with Lone Star Gas Representative Don Fazzino at
(409) 776-0627.

A Project Review Committee meeting was held Wednesday, September 4, 1996 to discuss the
above mentioned parking lot plan. City Engineer Laza moved to conditionally approve the site
plan with the. following .discretionary items, ordinance requirements and comments. (The
following is a list. of ordinance requirements and comments identified by the Project Review
Committee. This list does -not. relieve the. applicant of total compliance with all current ordinance

Item Summary: Development along the east side of Texas Avenue between University
Dr. and Lincoln would. benefit from the coordination and consolidation'. of access at a
signalized drive opening. Staff isseek. authorization to develop a traffic signal project
in this area.. This signal project would. be coordinated. with the Texas Ave. widening
project. The signal project would be designed to increase. public safety by:
1. Providing a location for protected left turns into and out of ',the commercial
area.
2. Providing for joint public access between the commercial developments
along that side of Texas Ave.
This signal project. will not be constructed :until the various commercial developments
served. by the .signal dedicate access easements and make on-site improvements to
allow joint access.
Financial Summary: The exact cost of the traffic signal is not known at this time
because it has not been designed.. However, .the cost can be estimated based on the
signal that was recently installed at Texas and Brentwood. The total cost for design
and construction was $96,000. The estimated cost of the signal at this new location is
$100, 000.
Funds for this installation will be taken from the. Traffic Signal Enhancement budget of
the 1995 G.O. Bonds. There is $280,000 budgeted for that in FY 1996-97.

Staff Recommendation: Staff recommends that we be authorized to prepare this signal
design and any agreements necessary to provide foi- joint access between commercial
sites.
City Attorney Recommendation: Any agreements or signal contracts will be prepared

Motion made by Mayor Pro tem Kennady for Option 1 (partial closure -entrance
only at Bent Tree and Sebesta Road) in the. amount of $14,000 paid for by the
city. Councilman Hickson seconded the motion. Motion carried by a vote of 6-1,
Mayor Mcllhaney voted against.
Agenda Item No 7(c) -- Consider adoption of Northgate Design Guidelines.
Staff Planner Joey Dunn presented this item. This document was. prepared by
the' Planning staff,in cooperation with the Northgate Revitalization Board. The
document is intended to be a guideline to assist the developers with specific
design issues...such as treetscape, landscape, building.materials, as well as
general concepts for building design, etc.
Councilman Marott moved approval of the Northgate design guidelines.

_ Show a typical dimension for the handicap parking spaces.
_ Note if there is any. floodplain on the subject property. (If there is floodplain, show the
location. If there is not floodplain, add a note to that effect.)
Show fire hydrant locations as well as any utilities (proposed .and existing).
_ A sidewalk is required on Lincoln Avenue. The inlet box can be incorporated as part of
the sidewalk that can. be 4' in width and placed against the back of curb. If there is not
enough room in the right-of--way to construct the sidewalk, work with staff on other
possible alternatives.
_ Label the proposed 6" sanitary sewer located along Lincoln Avenue.
_ Staff is willing to grant a variance to the minimum. driveway width for the driveway that
lines' up with the proposed traffic signal along Texas Avenue with the following changes:
- Eliminate the. right turn lane off of Texas Avenue into the site.
Reduce the width of each driving lane to 11'.
_ The median: will remain 6' in width.
_ .Show. the proposed phasing of the development including. the parking lot and building
construction.
- The parking. lot islands as .dimensioned on the site. plan do not meet the minimum area
requirements.. However, the Committee allowed the reduced area since the islands tie into
a larger landscaped area.
- .Submit water .and sewer demands for each meter or tap. (Water demands should be
measured in gallons per minute .and sewer demands should be measured in gallons per
day.)
- Make sure that the entire site is accounted for in the. hydraulic .analysis. The drainage
conceptual plan sounds reasonable; however, the calculations must prove that the. concept
will. work.
Landscape Plan Related.•
- The Streetscape requirement' should be calculated as follows:
_ 4721ineal ft. along Lincoln / SO x 300. points = 2,832 points.
