Simms, Building Official Laverne Akin, GTE Representative David Durough, Lone Star Gas Representative Don Fazzino, Lone Star Gas Representative SUBJECT: Parking Lot Plan -Douglass Nissan; proposed new automobile dealership including sales and- service buildings to be located near the .southeast .corner of the University Drive and East. Bypass intersection, lot 1 of Greensworld Phase Two totaling 3.817- acres. (96-417) A Project Review Committee meeting was :held Wednesday, July 31,..1996 to discuss the. above mentioned, parking lot plan. Graduate Civil Bngineer Homeyer moved to approve the site plan with the following ordinance requirements and comments: The following is a list of ordinance requirements identified by the Project, Review Committee. This list does not relieve the applicant of total compliance with all current .ordinance requirements. CONDITIONS OF APPROVAL Ordinance Requirements: Site Plan Related Note the distance from the gore intersection to the proposed driveway along the State Highway 6_Frontage Road.. Also note. the radii dimensions of this driveway. (A driveway permit. from the Texas Department of Transportation will be required prior to construction of the driveway within. -the Wight-of--way. Coordinate the application and submittal requirements with Graduate Civil Engineer Steve Homeyer at (409) 764-3570:.) " PRC Report Douglass Nissan Case #96-417 Page 2 of 3 Ordinance Reuirements !cont.): Site Plan Related Note the finished floor elevation for the proposed sales and service buildings. _ Indicate if there is any floodplain on the subject property. (Either show the location of the floodplain or note that there rs no floodplain on the property.) _ Submit minimum, maximum and average. water demands in gallons per minute, sanitary sewer demands in gallons per day and irrigation demands in gallons per minute. Show the existing and proposed utilities. _ Show the water meter locations. _ Coordinate access to the proposed dumpster location with Sanitation Superintendent Jim Smith at (409) 764-3690. Darken the ramp areas near the handicap parking spaces so that they are clear. _ A raised parking island is required at the end of the double row of parking located near the northwest corner of the site. _ If canopies are proposed around the sales or service buildings, note the height of the canopy on the site plan. _ Relocate the proposed fire hydrants so that all parts of the proposed buildings are within 300' of a hydrant as the hose lays off of the truck. _ Provide dimensions :and reinforcement details for the sidewalk grate on sheet A1.06 or remove the detail if not used on the site. Note pavement thickness and reinforcement details for the curb detail on page A1.06. Clarify general note #5 to stated that a knox box is required for the front gate only. Keys will be required to all other gates interior to the site. Note that the proposed fuel tanks will meet the 1994 Standard Fire Code and NFPA 30. Comments/Concerns: Redlined sheets C-1, C-2, C-3 and C-4 are being returned to the applicant. The redlined plans mush be resubmitted with the revised construction documents to assist. staff in reviewing the.: documents: more efficiently. _ Coordinate electrical service requirements with Electrical.Operations Coordinator Tony Michalsky at (409) 764-3660. w ~ '` PRC Report Douglass Nissan Case #96-417 Page 3 of 3 Comments/Concerns: G.T.E. has a fiber optic cable in the 20' utility easement along the Highway 6 Frontage Road. Please call for a locate prior to digging at 1-800-344-8377. The developer is to provide and place two 2" diameter PVC pipe with pull string from the utility easement along the frontage road to the outside building termination (dmarcation point). The PVC pipe. shall ell up 4' at the.terminaton point and be capped. The service entrance should be located within 20' of power service and no closer than 36". If termination is not within 20', a 8' x 5/8" ground rod must be .placed at the base of the termination point. Please indicate on the site plan where the conduit. will be placed and mail a copy to Laverne. Akin at GTE, 30,1 Industrial Boulevard,' Bryan, TX 77803. Coordinate telephone service details with G.T.E. Representative Laverne Akin at (409) 821-4723. Planning and Zoning Commissioner Garner seconded the motion to approve the site plan with the above mentioned conditions which passed unopposed (3 - 0). SUBMIT 4 COMPLETE. SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERNIIT PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT COORDINATOR SFIIRLEY YOLK AT (409) 764-3.570. APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee to the Planning and Zoning Commission within ,five days after the PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether under state or federal law. An applicant. appealing the decision of the PRC shall file ten copies of the final. site plan as approved by the PRC, showing all changes .and requirements imposed by the PRC, and. accompanied by a written explanation of those items being appealed. Until said copies are on file, no further development approval shall occur, and no further action by the Commission shall take place.. An applicant may appeal only certain aspects. of site plan review, and in the absence. of discretionary review by the Commission, or review pursuant to a petition, .all other aspects of the site .plan shall be final.
