SUBJECT: Pay°king Lot Plarz -Faithful Ca1•s; proposed used car facility to be located. on lot
8A2 of the Lakeview Acres .Subdivision along the south .side of F.M. 2818 just
east of the intersection of F.M. 2818. and .Texas Avenue. (96-415)
A Project Review Committee meeting was held Wednesday, May. 29, .1996 to discuss the above
mentioned parking lot plan,. City Planner Kee moved to approve the site-plan with the following
discretionary items, ordinance .requirements and.. comments. The following is a list of
discretionary items and ordinance requirements identified by the ..Project Review
Committee. This list does not relieve the applicant of total compliance with all current
ordinance requirements.
CONDITIONS OF APPROVAL
Discretionary Items:
The,proposed shared driveway. configuration with the adjacent Exxon station is approved
with this site plan. If the configuration changes and/or the additional access easement is
not obtained, the site plan must be resubmitted for further review by the Project Review
Committee.
The Committee agreed to allow the applicant to remove the two. existing elm trees located
imthe 24' landscape reserve along the F.M. 2818 frontage.
_ Submit a letter from. the U-Haul Corporation granting permission to the applicant to drain
the subject property into the detention pond on the proposed U-Haul site..

Ordinance Requirements:
Site Plan Related
- Provide the volume and page number of the additional p f theaad'acentSExxon station to
separate. instrument. City. staff will. contact the owner o ~
begin negotiations pertaining to this easement in an effort to consolidate driveway access
in this location.
The parking along thee F:M; 2818 frontage does not meet the minimum Streetscape
- requirements. No more than seven parking spaces in a row are allowed without a parking
island. or the entire row of parking must be setback 24'.
A .permit from the Texas,Department of Transportation is required for: the driveway
modification. and.. expansion along F.M. 2818. The permit application must be
accompanied by a traffic control plan sealed by a registered engineer.
_ Show ramp details of the driveway along F.M. 2818.
_ Show how far. back the curb will be removed to construct the new driveway opening along
F.M. 2818.
_ Curbing is :required around the perimeter of the parking lot. The note .referencing "no
.curb" near the edge of two parking rows is not acceptable.
_ The proposed ramp to the. retail & sales building must be handicap accessible.
Provide a legend with water, sanitary sewer and irrigation demands.
The proposed sign is not approved with the site plan. It appears that the sign does not
meet the minimum setback requirements for the height: Permit the sign separately through
the Building Department.
Revise the "Parking Analysis" to include -required parking of 8 total parking spaces. (1
per 250 sc~. ft. = 4'spaces + .420/100 = 4 spaces.).
_ The proposed pipe rail fence and gates need to meet minimum Streetscape requirements.
_ State that the 6" sanitary sewer line referenced in general note #8 is being constructed by
.the U-Haul Corporation.
Note. if there is any floodplain on the subject lot.
A knox box will be required for the proposed pipe rail fence with gates for emergency
access. Coordinate the details ofthis box with Fire.Marshal Ton Mies at (409) 764-3705.
There maybe visibility problems with the proposed yield sign.

Landscape Plan Related:
_ A total of 2567 points are required for the..entire site (1529 landscape points + 1038
streetscape points: = 2567 total: points). Coordinate landscape details with Senior Planner
Kuenzel at (409) 764-3570.
The irrigation note on the landscape plan is acceptable; however, the irrigation plan must
be reviewed :and approved by staff prior to issuance of a certificate of occupancy.
Clarify general. note #1 on the landscape plan. Will all trees be containerized?
Non-Site Plan Related:
_ On sheet SD1, the 276.50 elevation dimension in .the elevation view of the Outlet Works
must'detain the I00 year event.

Coordinate electrical service requirements with Electrical Operations Coordinator Tony
Michalsky at {409) 764-3660. Refer to the checklist provided to Engineer Stewart Kling
at the Pro~ectReview Committee Meeting.
_ Coordinate telephone service details with G.T.E. Representative Laverne Akin at (409)
821-4723.
Planning and Zoning Commission Representative Lightfoot seconded the motion to approve the
site plan with the above mentioned. conditions which passed unopposed (3 - Oj.
SUBMIT.4 COMPLETE: SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN. ATTACHED TO CONTINUE. WITH PHASE II OF THE. BUILDING PERMIT
PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT
COORDINATOR SHIRLEY VOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant may appeal the decision of the. Project Review Committee
to the`Planning and Zoning Commission within five days after the PRC Committee. meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects,. or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of

the final site plan as :approved by the PRC, showing all cha g q p
PRC, and accompanied by a written explanation of those items being appealed. Until. said copies
are on file, no further development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal only certain aspects.:.. of site plan review, and in the
absence of discretionary. review by the Commission, or review pursuant to a petition, all other
aspects. of the site plan shall be final.. Any notice of appeal shall state with particularity the aspects
