_ Reconfigure the. interior ..radius of the "S" curve along the entrance drive from Rock
Prairie Road to aid in Fire Department response.
Note that curbing will be installed along the perimeter of the parking lot.
_ .Dimension the parking paces. It is not clear that all parking spaces are 18' in length.
(One parking space is shown as 17' 6" in length
Note alLinterior radii dimensions.
Note the pavement width of Rock Prairie Road and the Highway 6 Frontage Road.
_ Relocate the dumpster location. at an angle behind the proposed building so that it is not
visible from the Frontage Road and angled away from Rock Prairie. Road so that no gates
will be needed.
_ Reconfigure the driveway entrance along the Frontage Road. There are problems with the
Fire Department ingress/egress and the truck. cannot make the "V" and "S" .turn. (Look at
Veronica's note near the drive-thru lanes for a possible solution.)
_ The proposed fire hydrant must be located in a public utility easement.
_ On the gore detail, show the location and distance to the. Rock Prairie Road intersection.
_ Note the dimension from the center line of both entrance. drives. to the Rock Prairie Road
and Frontage Road intersection.
Dimension the parallel parking spaces located near the drive-thru lanes.
Landscape Plan Related:
Is there any existing landscaping on the .property, especially within the first 24' of the
property along the Frontage Road and Rock Prairie Road? Show existing landscaping or
note that there is none on,the site.
.Staff cannot tell if the proposed parking lot screening is adequate?????

Developer is responsible for 20% of the cost of electrical service.
Developer installs all. conduit per city design and requirements on property.
Developer installs transformers pad per city spec.
Temporary Blanket Easement needed. (see attached) fill out and return with
.property description, (Permanent easements from transformer to
riser pole will be necessary to release temp easement when construction
complete).
Meter will be located on transformer.
Service from transformer to building is responsibility of customer.

Sch 40 gray PVC, installed 4 ft. deep, with caution tape 18 inches above

Show: stub out of conduit (2-4" , 10') from. transformer to next lot for future
extension of electric utilities.

SUBJECT: Parking Lot Plan -First National Bank; proposed banking facility. to be located
on lot 1, block 1 of the-L.O. Ball Memorial Subdivision at the southwest corner of
the Rock Prairie Road and State Highway 6 intersection. (96-413)
A Project Review Committee meeting was held. Wednesday, May 29, 1996 to discuss the above
mentioned parking. lot plan.. City Engineer Laza moved to approve the site plan. with the
following. ordinance requirements and comments. The following is a list of ordinance
requirements identified by the Project Review Committee. This list does not relieve the
applicant of total compliance with all current ordinance requirements.
CONDITIONS OF APPROVAL

_ Reconfigure the interior radius of the "S" curve along the entrance drive from Rock
Prairie Road to aid in Fire Department response..
_ Note that curbing will be installed along the perimeter of the parking lot.
Dimension the parking .spaces. It is not clear that all parking spaces are 18' in length.

_ Reconfigure the driveway entrance along the Frontage Road.. -There are problems with the
Fire Department ingress/egress and the truck cannot make the "V" and "S" turn. The fire
department. connection can be relocated to the expanded island.
_ Show and note distances to all existing fire hydrants. The one proposed hydrant may not
be adequate to cover the entire site. The proposed fire hydrant must be located in a public
utility easement.
_ On the. gore detail, show the location and distance to the Rock Prairie Road intersection.
_ Note the dimension from the center line of both. entrance drives to the Rock Prairie Road
and Frontage Road intersection..
Dimension the>para11e1 parking spaces located near the drive-thru lanes.
Show fire lane markings on curbs.
Landscape Plan Related.
Is there. any existing landscaping on the property., especially within the first 24' of the
property along the Frontage Road and Roclc Praine Road? Show existing landscaping or
note that there is none on the site.
Non-Site Plan Related.•
_ The Highway Department. may require RCP instead of PVC, (18" minimum) to bore under
the Frontage Road. along the right-of--way of-the Frontage Road.
_ Provide a volume and .page number of the private 30' x 40' access easement.
Comments/Concerns:
_ Coordinate electrical service requirements with Electrical Operations Coordinator Tony
Nlichalsky at (409) 764-3660. Refer to the checklist submitted to Engineer Larry Wells at
the Project Review Committee.
_ The two 4" conduit with pull wires should be placed from the Highway 6 right-of-way to
the inside building termination (minimum. penetration 8' per telephone conversation with
Mark Sheets on March 15, 1996), The conduits should ell up 6" at the Highway 6 right-
of-way and 4' inside the building. The termination must be within 20' of power and there
should be no sharp bends in the. conduit. G.T.E. has existing. facilities along the Highway
6 Frontage Road as well` as along Roclc Prairie Road that must be covered by a public
utility easement if on the subject property.: Coordinate telephone service details with

Planning and Zoning Commission Representative Lightfoot seconded the motion to approve the
site plan with the above mentioned conditions which passed unopposed (3 - 0).
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH PHASE. II OF THE BUILDING PERMIT
PROCESS. COORDINATE FUTURE SUBMITTALS. WITH DEVELOPMENT
COORDINATOR SHIRLEY YOLK AT (409) 764-35.70.
APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and' Zoning Commission within ..five days after .the PRC Committee meeting.
Failure to appear the PRC action shall constitute a contractual acceptance of all. conditions
imposed, and' a waiter and surrender of all complaints, defects, or potential invalidity, whether
understate or federal law. An applicant appealing the .decision of the PRC shall file ten .copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until.' said copies
are on file, no further :development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal: only certain aspects of site plan review,. and in the
absence of discretionary review.. by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects
