faithful cars - yes, we can. and should show a future dumpster location. they
can share with exxon but again only with a future location shown on faithful.
mcdonald's -.did you. notice that the dumpster is going to be visible to marion
pugh drive unless it is gated? i think it needs to move, but i don't have any
great ideas as to an alternate location.
first national bank - the dumpster should not fact. rock prairie road. it
needs to be somwhere other. than where it's. shown, i agree. but this one
should be easier to relocate. _--have some alternatives'to where it may face
the back of .the building and use the building to hide it some.. should i fax
you something?

Parking Lot Plan - First National Bank (96-413): Gates! Gates! Gates!!!
Problems! Problems.! Problems!!
I suggest moving the container location to north side of the transformer pad
facing the By-Pass Frontage Road fro the east side of the pad facing '...Rock
Prairie Rd. The container will be 250 + feet from the by-pass and would not
be as noticable. I could enter the property from the by-pass'and exit back
onto Rock Prairie Rd. Let me know what yourthink.
Parking Lot Plan - McDonald's Restaurant (96-414).: No Problem. Looks good.
Parking Lot Plan -Faithful Cars (96-415): This appears to be a small auto
repair shop. They should be able to get by with a 90 gallon automated
container. I would like to see a container location designated on the site
for any future growth, use, etc. ( just like we have done with other'
properties). Also, could they have a joint use agreement with the Exxon
Station? Just a thought.

Bine, I talked to Ron Blatchley, the owner, yesterday about his signs, which we figured out. However, we also talked about the large area of r-o-w beyond
his front property lines. He is concerned that especially on game days (baseball as well as football) people will be inclined to lounge and recreate in that
area, and he's also about the appearance of alarge grassy area butting up to a dense row of hedges and streetscape trees. I told him about our new process to
apply for elements to be placed in r-o-w, and he is interested. I also told him he would probably want to stay out of G.B. (state) r-o-w due to the fact that it
would also require approval from. TxDot. Anyway, he's on a pretty immediate development schedule, so I told him that I would get the appropriate
form/application to him for immediate processing. ff my memory serves, this would need to go to the CAC, or do they just consider gateway signs?
Whatever the case, I think if would be in the. city's best interest to see this area developed as he's proposed: more landscaping (which would of course have to
meet the required 40' visiblity triangle), benches, picnic tables, and other elements. not unlike the little park area across GB Drive, which will accomodate
the inevitable use by visitors, patrons, sports fans, etc. SO, do we have such a form/app. for distribution?

I know where they nay have gotten the impression about the oermit early. During PRC Mike and Ron asked about getting it early. We said what we usually
say when someone asks this. Kent and I and. Shirley all said we'll have to wait and see what we can do, ,Depends on the timing of things etc. It was
defmately not a defmitive YES. We tried to make it sound like it wasn't a defmitive NO either. that's. probably where we err - we try to sound so helpful.
I don't know about whether this one qualifies as a staff plat or not. I haven;t used the. new ord. enough to instantly know. But if it's not and it goes to P&Z
6-20 and we see no problems, I don't see harm in giving the permit once bldg. plans and site plan are approved. Should be only a matter of a couple of
weeks. Are there any infrastructure guaratees that have to be filed with the plat? I think we should get any $ upfront before any bldg. permit.

I know that our goal is to make the development process go faster, but I think issuing a permit without a plat is starting to get dangerous. I vote not to do
this. If staff can review the final plat and approve it, great. At least we would not have circumvented the whole process.

Have a rather unique question from Mike McClure:. Could the.City issue a building permit for this restaurant on George Bush before the Final Plat is
approved? The Preliminary Plat has been reviewed and approved by P&Z, and the site plan is scheduled for PRC tomorrow. He will be turning in the Final
Plat tomorrow, and it MIGHT be one the staff can review. If not, it would be scheduled for P&Z 6/20.
I explained that the subdivision regs say no building permit without a plat, but Mike says someone told the McDonald's people that they could get a building
permit early. Of course, Mike doesn't know who said that.
The only difference with this propertyis that there has been a building on the property before -and apparently there wasn't a plat then either!
Give me your best shot and we'll go from there. I don't mind calling the McDonald's people to visit with them about this and why they think they were told
this, but before I do that, I would like to get your feedback.

Subject: Utilities forMcDonalds
I spoke with Jim Scott of McDonald's Corp.. regarding the provision of utilities to the new site on Marion Pugh. They are requiring the seller of the properly
to bring utilities to the site within 305 days after closing. The seller will post a bond for these utilities that would allow McDonald's to construct the lines
if the seller defaults. While it may be redundant when dealing with a corporation as large as McDonald's, they are going to make the city a party to the bond
which would also allow us to build these lines if McDonald's fails.
According to Mr. Scott, they do this commonly in other cities and it is no problem for them.

Please accept this letter will as confirmation of McDonald's understanding that a variance
to the zoning ordinance must be granted prior to issuance`of Certificate of Occupancy for
the subject location.
This variance involves requirements for parking within the 24' landscape reserve and
elimination of the landscape islands in parking spaces #41 & #49 (see attached partial
plan). These landscapebuffers were eliminated to accommodate the City's request to
allow space for bus parking.

RE: IMPACT STUDY FOR McDONALD'S
Dear Mr. Mitchell:
This letter is to reiterate the City's comments expressed in last week's phone
conversation concerning: the McDonald's impact study.. Although our comments
won't necessitate a revision to the impact study itself, they will need to be
addressed throughout the course of the project's design.
1. Domestic water demand.
Four seems like a very low number of sinks for an establishment like
McDonald's, especially since it is reported that there are only two in the
kitchen.
2. Possible Irrigation.
Will the site have an irrigation system? I couldn't find any mention of
one in the study. If so, a separate meter and its demand will be needed.
3. Sewer flow.
The anticipated sewer flow is needed in gpd, rather than gpm. A peaking
factor is helpful. Following our conversation, I also began to think about the
location of a grease trap. I'm sure one will be required.
4. Preferred parking scenario.
Ed Hard prefers one scenario over the-other two.

Attached .are 3 copies of .Driveway .and Utility Permit Applications for the McDonald's
.development at the. intersection of George Bush. and Marion Pugh.: The applicant is proposing to
construct a driveway approximately 230•feet west of Wellborn Road on George Bush. In addition
to the driveway, the'. applicant is .proposing to install approximately 15 feet. of 21 inch RCP from an
on-site drop inlet to an existing 60 inch in the George Buslr right-of-way. Included for your review.
are 3 copies of a drainage plan, proposed .pavement details and a brief hydraulic analysis
quantifying the amount of flow being discharged by the proposed 21 inc11 storm drain system. As
- indicated by~vlr. Mike McClure, a traffic control- plan will, not be required due to the current , ~,

12. Fire lanes of a minimum of 20 feet in width with. a minimum height clearance of 14 feet must be
established if any structure of any type is more than l 50 feet from a public street or highway.
13. Any structure in any zoning district other than R-1, R-I A, or R-2 must be within 300 feet of a fire
hydrant as measured along a public street or highway.
l4. Fire hydrants must be located on the same side of a major street as a project, and shall be in a location
approved by .the City Engineer.

before a building permit can be issued.
