SUBJECT: Parking Lot Plan -Highway 30 Convenience Store; proposed convenience store
to be ocated on lot 3 of the Harvey Road East Subdivision in the Richard Carter
League totaling 1.55 acres and .located on the northeast corner of the State
Highway 30 and East Bypass intersection. (96-412)
A Project Review Committee meeting was held Wednesday, May 22, .1996 to discuss .the above
mentioned parking lot plan. City Engineer Laza moved to ..approve the site plan with the
following discretionary items; ordinance. requirements and comments. The following is a list of
discretionary .items and 'ordinance requirements identified by the Project Review
.Committee. This list does not relieve the applicant of-total compliance with all. current
ordinance requirements..
CONDITIONS OF APPROVAL
Discretionary Items:
Traffic exiting and entering .the site from the existing rear access driveway between the
dumpster .and the store should be separated from the drive-thru traffic. A median would
maybe .effective in this location to help direct traffic flow.
Ordinance Requirements:
Site Plan Related
The proposed number and location of signs is not approved at this time. Signs will be
permitted .separately.

Site Plan Related
Show the dimensions and locations of the existing Highway 6 entrance ramp and the
Furrows driveway along the Frontage Road.
Show the proposed floodplain boundary.
Existin fire hydrant at intersection of Highways 30 and 6 must remain. Install new fire
hydrant at the intersection of Highway 30 and the access easement.
_ Remove all interior fire lane markings. The Fire Department will fight a fire from the
existing access driveway in the rear and will not enter the site. The existing access drive
will remain a fire lane. (Show the fire lane markings on the site plan.)
_ The emergency pump: shut off shall be located no closer than 15' nor further than 75' from
any pump. Staff suggested that the two pump shut offs could be located in the parking
islands in front of the convenience store. entrance.
Show the proposed tank locations for gas and diesel fuel.
_ The proposed water meter near the intersection of the existing access .driveway and
Highway 30 must be in a right-of-way or public utility easement.
Show the calculations used for -the "Utilities Load Demand" table. The demands
submitted match the demands, identically, of a recent multi-family development. Sanitary
sewer demands must'be in gallons per day.
The proposed dumpster screening wall must be 8' in height to screen the 8 yard dumpster.
Gates should not be used if at all possible. Relocate the dumpster closer to the building at
the northeast corner of the convenience store and angle. it towards the existing access
drive in the rear so that it is not visible from Highway 30.
The maximum driveway width is 36'. The proposed 40' driveway opening along the
Frontage Road is not acceptable.. (Also, provide the. missing radius dimensions in this
area.)

Sate Plan Related
Provide details for the proposed 6" pipe guard rail along the concrete retaining wall and
.show how it will be "relocated". This guard rail must .meet minimum Streetscape
standards.
Will there be a dining area in the proposed .store? If so, that square footage must be
included in the parking legend and requirement..
_ Along the south side of the property between the canopy and the parking island, verify
that there is a minimum width of 20' to allow for emergency. vehicle access.
_ Clarify the dimensions (or show what is going on) of the three parking spaces close to the
proposed building located along the driveway that enters the site from the existing access
driveway along the rear of the property.
Landscape Plan Related.•
Calculate the Streetscape requirements as follows:
Total Points:
Highway 30 199' / 50 x 300 points = 1194 Streetscape Points
Highway 6 (270' - 36'-for drive - 40' for drainage system) / 50 x 300 = 1164
Streetscape Points
1.194 points (Hwy. 30) +.1164 points (Hwy. 6) = 2358 Streetscape Points
2358 (Streetscape Points) + 2033 (Landscape Points) = 4391 TOTAL POINTS
Streetscape Trees:
Highway 30 199' \ 25 = 8 Trees along Hwy. 30 from Plant List A.
- Highway 6 (270' - 36' for drive - 40' for drainage system) \ 25 = 8 Trees along
Hwy. 6 from Plant List A.
_ Is there any existing landscaping on the property, .especially within the first 24' of the
property along the Frontage Road and Highway 30? Show existing landscaping or note
that there is none on the site.
_ Give details on soil preparation.

Landscape Plan Related
The proposed 36" high berm is not shown on the landscaping or grading plan. Show
details.
The remaining area that is not included as part of this development can be subtracted from
the total. site area required to be landscaped.
Non-Site Plan Related.•
There are several. minor errors and discrepancies with the grading and drainage plan and
sheet SP-4. Correct these discrepancies according to the redlined copy of sheet SP-4 and
the drainage and grading plan provided at the Committee meeting.
Comments/Concerns:.
Coordinate electrical service requirements with Electrical Operations Coordinator Tony
Michalsky at .(409) 764-3660. Refer to the list of requirements submitted to Mr. Barbu at
the Committee meeting.
The developer/owner is required to place one 2" conduit with pull string from the outside
building termination to the Highway 30 right-of--way. The conduit should ell up 4' at the
building and. 6" at the right-of--way. The conduit shall have no sharp bends. If termination
at the building is not within 20' of power, a 8' x 5/8" .ground rod must be provided and
placed: G.T.E. has existing facilities along Highway 30 and should be covered by a utility

P&Z Representative Garner seconded .the motion to approve the site plan with the above
mentioned conditions which passed unopposed (3 - 0).
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH .PHASE II OF THE BUILDING PERMIT
PROCESS. COORDINATE. FUTURE SUBMITTALS .WITH DEVELOPMENT

APPEAL FROCESS An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC Committee meeting..,
Failure to appeal the PRC action shall constitute. a contractual acceptance of all conditions
imposed, and 'a waiver and surrender of all .complaints, defects, or .potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC,. and accompanied by a wntten explanation of those items being appealed. Until said copies
are on file, no .further development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal only certain aspects. of site. plan review, and in the
absence of discretionary review by the Commission,. or review: pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects
