The question arose as to whether or not a plat would be required. The .answer is no - it will not. The tract has been virtually platted by default - everything else around it has been platted. And - Jim says it :has been in this configuration for a long time - before the bypass. Anyway, the platting. question had been answered some time ago by Jim. He E-Mailed most of us on this one.. The developers now have another question regarding timing of submitting info to FEMA. It is their understanding that plans must be submitted to FEMA, but they also understand that it can be done up front before construction, OR plans can be submitted after-the development is complete. They prefer to take the second option, but apparently V has indicated they should do it before construction. They want to know why??? Sabine & I sat there with our mouths open and then said we would be happy to check on that for them! Do we have some kind'of policy, requirement, preference? If preference, why? Thanks for your help. George wanted to confirm that our position had not changed on the platted and unplatted parcels. I confirmed that they. could combine the plltted and unplatted parcels into a building plot since they were both legitimate building plots at this time. I approved the design of the island as you have it drawn and I conveyed that decision to Mr. Andy Springer yesterday through a phone message. I was informed this morning by the contractor that the island had to be .moved about 2-3 feet further away from the building to accommodate a drainage system. I believe this should have been addressed prior to concrete being poured, but I am not going to insist it be removed because the island will still serve the purpose for which it was intended. The applicant has submitted two appeals to the Planning and Zoning Commission. The first appeal is of a decision by the: city engineer regarding. the width of the. main driveway, and the second is to a requirement by the PRC to change the configuration of a rear driveway. 1 Drivewakwidth of the main entrance from the East Bvnass The first appeal is to the width of the main driveway into the site from the East Bypass Frontage Road'. The applicant wishes to construct a 40 ft. wide driveway. This is 4 ft. wider than the maximum allowable of 36 ft'. in the driveway ordinance. The basis for their request is increased maneuverability and safety for vehicles moving into and out of their site. The architect has provided a letter citing specific reasons for the .additional width. That letter is attached. The City Engineer is the designated administrator of the driveway ordinance.. I have denied their request as shown on the response. letter to the. architect. The applicant is appealing that .decision. I maintain that the applicant has not demonstrated the need for an additional 4 ft. of driveway at this location and recommend denial of the variance request. 2 Drivewaywidth of the rear driveway and separation island size At the rear of this site is the entrance/exit driveway from Furrows to Highway 30. This development has a rear entrance off the Furrows driveway. In their initial subrruttal to the PRC, the entrance was shown to be 117 ft. wide with striping to indicate the traffic flow into the site and lane designation for the drive-through window. At PRC, the city staff asked that a raised island be constructed to reduce the size of the entrance to the maximum allowable width and better define the circulation patterns for vehicles. Upon resubmittal, the applicant has shown a 10 ft. diameter island at this location and two driveways, one of which is 48 $. wide and' the other 44 ft. wide. Both are larger than the maximum allowable. The applicant argues that the island cannot be any larger because it will adversely affect the ability for vehicles leaving the Furrows site to enter the lane for the drive-through window of the convenience store. The staff does not believe this new design meets with the intent of the PRC's comments because the. driveway widths are still too wide. and the circulation patterns are poorly defined. Our positions is that the small island does not sufficiently separate traffic at the entrance and thereis a great potential for vehicular conflicts from opposing traffic leaving the site. Increasing the size of the island and changing its shape would provide better lane delineation and reduce confusion by vehicles. entering and exiting the site m the rear. The driveway ordinance does not specifically .address allowable driveway widths off private drives as we have in this instance.. However, regardless of width, this design does not provide for .smooth traffic flow into and out of the site. The fact that this site is difficult to develop because of a box culvert designed at a prior date does not show the need for an additional four feet of driveway width. It maybe necessary to move the driveway somewhat to avoid conflicts with the structure, but I fail to see how it warrants the need for the extra width. ,. The standard. 36 ft. driveway is designed to have room for three drive lanes that are 12 feet wide each. They are typically striped. for one lane entering and two lanes exiting the site.. Of the two exiting lanes, one is normally marked for left turns and one for right turns. In this case, traffic exiting the site enters cone-way street which means there is no need for a dedicated left-turn lane. Consequently, it appears that ample room is available with a 36 ft. driveway for both entering and exiting traffic to maneuver with minimal conflicts. Unless you can show that this is not possible, I cannot support your request for the additional width. Re: Exhibit "A". Originally the concrete paving where the island is had painted markings to indicate the traffic flow. On the last Site Plan Review the City required that the markings to be replaced with a raised island. In order not to eliminate this vehicular approach, which will translate into loss revenues for the store, a 10' diameter .island is proposed .The size of the island was determined by the cleara ;ce nr-.pessary for a vehicle to make a turn with a minimum of 15' radius, in such manner that the driver arrives in line with the menu sign. Re: Exhibit "B". In the center of the island there will be a 9' tali metal pole with two signs that indicate the height clearance for the approaching vehicles. CASE TWO: The Guard Rail design for the concrete boxed culvert head wall shows to be a 6" dia metal pipe 36" above concrete curb in height with vertical supports of 3" dia metal pipes at 48" OC and 112" metal tubing at 6" OC. Re: Exhibit "C". This type of railing is required for pedestrian protection. There is no pedestrian access to the site along the head wall. The Owner and the General Contractor request, for monetary savings purposes, to substitute the existing design with the proposed one as indicated on the attached Exhibit "D". These savings are necessary in order to offset some of the cost of extending the underground electrical service by 175 LF. This item has been required by the City on the last Site Plan Review. Dear Mr. Springer: As requested, this letter is in response to your question regarding the above subject. The northwest corner tract will be allowed to have a driveway access point onto the SH6 Frontage Road. The enact location has not been determined to date, but the City of College Station and TxDOT officials have visited the site and concur that a driveway will be allowed. The exact placement will be based on the City of College Station Driveway Ordinance, the location of the existing and proposed box culverts and good engineering design.
