SUBJECT: Parking Lot Plan - Wolf Pen Creek Amphitheater; two existing temporary trailers
located near the circular drive of the parking lot along :Colgate Drive. The two
trailers are currently being used for office space .and dressing rooms for the
performers. (96-408)
A Design Review Board meeting was held Wednesday, April 24, 1996. to discuss the above
.mentioned parking lot plan... Assistant .City Engineer Morgan moved to approve the location of
the two existing. trailers with. the following conditions:

_ A task .force will be formed consisting of various members of staff,. the Design Review
Board and the Planning and Zoning .Commission to explore alternative locations for the
existing trailers as well as a permanent solution to address the need fore office space and
dressing rooms. Staff will .first develop a few alternatives, as well as financial sources to
pay for the alternatives, then get back with the entire task force to discuss the alternatives.
The trailers will remain. in their current location with no additional improvements such as
landscaping; buffering or painting. The trailers. must be removed by late October (at the
end of the lease agreement). or sooner if the City can: get out of the lease agreement. and
find other alternatives to the temporary. trailers for the remaining .1996 season. The
temporary trailers will not be allowed back .into the Wolf Pen Creek zoning district unless
otherwise approved by the Planning and Zoning Commission.

Comments/Concerns:
The proposal by the Parks Department to utilize the temporary trailers for seven. month
intervals during: the concert season, over the next three to four years,. is .unacceptable. A
permanent solution or .plan should be established to address the long term needs of the
entire facility. Additional funds :should not be spent on a temporary solution onto attempt
to enhance the existing trailers. Staff time and available funds should be spent more
efficiently to develop a permanent solution. (The proposed landscape plan submitted does
nothing to effectively screen the trailers. from the public in their current location.)
Several Board members expressed .concern that it appeared the Parks Department
circumvented the rules and procedures established by the City for the Wolf Pen. Creek
zoning district. The trailers. were installed without the consideration or approval of the
Board or the Commission.. The. temporary trailers do not enhance'or meet he standards
of the District and they. are highly visible to Colgate. Drive.
The existing Wolf Pen Creek master plan should also be reviewed and possibly updated
with public involvement. There are several' changes that need to be made to the plan
including reviewing the .lake: system due. to the. high. maintenance level of the. existing .lake
as well as the location of the library ite that was originally planned near the amphitheater.
City Planner Kee. seconded .the motion to approve the location of the existing temporary trailers
with the above-conditions of approval which passed. (5 - l); Commissioner Lightfoot voted in
opposition to the motion.

PLAN ON THURSDAY, MAY 2, 1996 AT 7:00 P.M. IN THE CITY HALL COUNCIL. ROOM
LOCATED AT 1101 TEXAS AVENUE SOUTH..
