SUBJECT:. Parking Lot Plan -Midas Automobile Service Center; proposed facility to be
located at 2717 Texas Avenue on lot 1B of the Lakeview Acres Subdivision just
north of the F.M. 2818 intersection. (96-407)
A Project Review Committee meeting was held Wednesday, .April 3, 1996 to discuss the above
mentioned. parking lot plan.. City Engineer Laza .moved to approve the .site plan with the
following discretionary item and ordinance requirements.
Discretionary Items:
The dumpster should be screened on two.. sides so that it is not visible to the existing
residence or to Texas Avenue through lot 1 C.
The following is a list of ordinance requirements identified by the Project Jteview
Committee. This list does not. relieve the applicant of total compliance with all current
.ordinance requirements.

Submit the topography information on a separate sheet so that it is easier to read.
_ Dimension. both parking areas of the proposed building to include circulation aisles,
parking spaces, driveway openings, eta

Ordinance Requirements (cont.);
Site Plan Related:
Indicate fire lanes:
_ Dimension the existing 20' electrical .easement located on lot 2A to the rear of the subject
property. (Include the dimension from the adjacent property line.)
_ .Show he opposite curb line along: the existing 30' access easement and dimension the
existing access easement/concrete drive.
Non-Site Plan Related:
_ A permit from the Texas Department of Transportation will be required for the utility
work in the Texas Avenue.right-of--way.
_ The proposed. sign location. and dimensions are acceptable; however, a separate building
permit will be required:
Please coordinate a separate meeting with Electrical Operations .Coordinator Tony
Michalsky and G.T.E. Representative Laverne Akin to discuss the future telephone and
electrical service to he building. The closest electrical. power is :along F.M. 28.18 and
G.T.E. would like to work with the developer to run the power .and. telephone conduits
together. Contact TonyMichalsky at (409) 764-3:660 and/or Laverne Akin at (409) 821-
. 4723 to schedule a future meeting or telephone conference..
Landscape Plan Related:
_ In the landscape. legend, note the common: and scientific names of the existing and
proposed trees and shrubs that will be used.
Provide barricade details to show how the existing trees will be barricaded.
Drainage Plan Related.•
The curb openings_may change according to the drainage report.
Submit retaining wall details.
_ Modify he contours shown near parking space #20 to direct the flow into the property.
Show the grade break across the driveway entrances from the existing access easement.
_ Note the type of .connection that will be used to .the. existing water line along; Texas
Avenue.

City Planner .Kee seconded the motion to approve the site plan with the above mentioned
conditions which passed unopposed (2 - 0),
SUBMIT 4 COMPLETE. SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE.. PLAN ATTACHED TO CONTINCTE WITH PHASE II OF THE BUILDING PERMIT
PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT
COORDINATOR SHIRLEY VOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant may appeal the decision of the Project Review Conunittee
to the Planning and Zoning Commission within five days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as .approved by the PRC, showing. all changes. and requirements imposed by the
PRC, and accompanied by a written explanation of those items being. appealed. Until said copies
are on file, no further. development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal only certain .aspects. of site plan review,.. and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects
which are to be appealed. Coordinate appeal process through Development Coordinator Shirley

Developer is responsible for 20% of the cost of electrical service.
Developer installs all conduit per city design and requirements on property.
Approximately 5 0,ft. of 2-4" gray. sch 40 pvc conduit will need to be
installed in a existing easement along :First American Bank property.
Developer installs transformers pad. and junction box pads per city spec.
Temporary Blankefi Easement needed. (see attached) fill out and return with
property description,
