shirley and jape.-and i have been talking about this and keep trying to guess exactly what this tower is for. so i thought I'd come to the source. i remember
that you contacted me a while ago and asked whatneeded to be done for a tower for the fire department. at that time, i asked if it would be used for
emergency purposes only and if i recall correctly, at that time the answer was: that yes, it would be for emergency broadcasting and not be for commercial
telecommunications. based on that information, i concluded that the tower would be exempt from local regulation.
in my research when we reviewed the zoning ordinance a while ago to redefine and-regulate towers it became evident that there is a big difference legally
between emergency and commercial towers. commercial towers we-can regulate-and emergency we can't (evenif they look alike). soooo, if there will be a
commercial user on the tower,-or you would like the tower to be available for such joint use in the future, then a conditional use permit needs to be sought
and site planreview kicks in. a conditional use permit will means public hearing and conunission discretion relating to the appropriateness of the use for
thatlocation as well as height, setback, screening, and overall construction. site plan reivew will mean landscaping, paving of at least the pad under the
tower and other-structures, and possible paving of the drive or at least gating it off from public use. again, neither a conditional use permit nor site plan
review is required,for purely emergency communication towers.
please let me know whatwill be included on the tower so,that can determine the process from here.

I left you a phone mail message and yes it will. be for emergency Public Safety communications. There are no other commercial users on the tower and there
probably will never be any. Too much problem with interference with our primary use. I did send Sam Smith up this morning with some site plans for
lanscapuig to get Slurps input. We want to do something that makes the site look pleasing but there is no water on the site. With all of your expertise I
figured you all .could really give me some good input. After the new325' free standing tower is installed adjacent to the existing tower we are going to tear
down the old one. So we are reallyreplacing aexisting Public Safety tower. Tower Construction is projected to be complete by the end of May.. Please call
me and I will give. you a complete scope of the project. Thanks for all of your help!

after having written that i don't think planning need be involved i read gary's request for our input. what i meant by not further involvement on our part was
that we should not be involved from a regulatoryperspectve but i would be happy to let you guys know what we would ordinarily require so that the site
might be in line with other towers -that way you could choose what site improvements. you might want to pursue...
Shirley, why don't you log this in as a plan to be reviewed and v and i can get together on it to list what we would require of a similar private tower
