Cooper Place; proposed subdivision totaling 7.6 acres divided into two reserve tracts {one zoned R-6 and one zoned R-1) and six multi- family zoned lots .located along .the south side of Holleman Drive between the Enclave at Holleman apartments and Anderson Street. (96-306) A Presubmission Conference meeting was held Wednesday, May 22, 1996 to discuss the above mentioned preliminary .plat. The following is a list of ordinance requirements identified by the Presubmission Conference. This ist does not relieve the applicant of total compliance with all current ordinance requirements. Ordinance Requirements: _ Show zoning lines on the. plat.. _ Note if there is not any floodplain on the property, If there is floodplain, show the boundaries on the plat. _ .Show a basis of bearing for the survey. _ Do not show setback lines and. parking. locations on the,preliminaryp1at. _ Note the .volume and .page number of the off site "Proposed 20' Drainage. Easement to Anderson Street" on the final plat. Show where the water will go once it reaches Anderson Street. _ On the application, note the number of lots by zoning. district and the average acreage of each residential lot by zoning district. The fee is $225 per unit (16 proposed units x $225 = $3600). _ Name the proposed cul-de-sac street. Note the center line radius and length of the proposed cul-de-sac street. Remove the signature blocks from the preliminary plat. _ Clearly show the location of the site on the vicinity map. Comments/Concerns: _ Coordinate electrical service requirements with Electrical Operations Coordinator Tony Michalsky at (409) '764-36b0. Refer to the written electrical requirements given to Mr. Hammons at the Presubmission Conference. _ Coordinate telephone service details with G.T.E. Representative Laverne Akin at (409) 821-4723. Representative Laverne Akin at (409) 821-4723. ~~.. fj ~~ Commissioner Smith moved to recommend approval of the rezoning of 34.1 acres located east of State Highway 6 and south of Sebesta Road from R-1 Single Family Residential and A-O Agricultural Open to R&D Research and Development. Commissioner Lane seconded the .motion which passed unopposed (4 - 0). AGENDA ITEM N0.3: Consideration of a preliminary plat for the O. C. Cooper Place Subdivision totaling 7.b acres located along the south side of Holleman Drive between Anderson and the Enclave Apartments. (96-306) Senior Planner Kuenzel presented the: staff report and stated that the proposal is for eight duplex lots to be constructed along anew cul-de-sac as part of this plat. Two reserve tracts, one zoned R-1 located to the south and one zoned R-6 located to the north, are also included in the preliminary plat. Staff reviewed the plat and recommended approval with the minor comments outlined in the Presubmission Conference Report. Commissioner Smith moved to approve the preliminary plat. of the O. C. Cooper Subdivision with staff recommendations. Commissioner Garner seconded the motion which passed unopposed (4 - 0). AGENDA ITEM NO. 4: Consideration of a final plate of .the. Culpepper Plaza" Addition totaling 2.92 acres located along :the .west side of Kyle Avenue between Bentley House Hotel and the Culpepper Offices. (96-213) This item'was removed from the agenda prior to the meeting. AGENDA ITEM NO. 5: Update on minor plats approved by staff. Chairman Hawthorne informed the Commission that the irifarmation included in their packets is for their information. Staff will not present any of the minor plats but will answer any questions. AGENDA ITEM NO. 6: Other business. Staff Planner Dunn distributed a revised draft of the Northgate zoning district ordinance amendment. This amendment was approved at the ,last Commission meeting; .however, there were a few minor changes .suggested by the legal department that have been incorporated into the ordinance. Such items have been changed as the definition of new construction, the conditional uses allowed in the NG-1 and NG-2 subdistrcts, clarification of the.. landscaping section and the reference to Section 10 of the Zoning Ordinance with respect to nonconforming structures. Chairman Hawthorne expressed concern that hospitals, convalescent homes and sanitariums should only be allowed as conditional uses and not permitted uses. These types of uses do not seem appropriate in the commercial Northgate district. AGENDA ITEM NO. 7: Adjourn. Commissioner Garner moved to adjourn the meeting of the Planning and Zoning Commission.
