County Engineer WELLOV~IR2.PP cc: Office File $ ~n, 4'ctas 77803 (04)822-2127 2617 highway 21 Weet ry• ..MEMORANDUM TO: Planning and Zoning Commission FROM: Sabine Kuenzel, Senior Planner DATE: May 9, 1996 RE: Willow Run Phase 2 The subject property is in the City's ETJ, about 0.5 miles outside the City Limits off of Capstone, which is off of Wellborn near Barron Road. The applicant wishes to add a phase to Willow Run by creating 41ots and a new private cuT-de-.sac, totaling 42.33 acres. The private .drive exceeds the length of a cul-de-sac and the applicant is requesting a variance to that standard. In instances where large rural tracts are proposed within the ETJ, the City has granted such.:variances. In addition, the applicant is requesting a :variance to the standards for surfacing. He intends to meet the gravel .base and ROW .width requirements but does not wish to providethe 2-course asphalt surface because. the road is to remain private. If the road is to come under County maintenance in the future, the asphalt surface -.must first be .provided. The case will come before the County Commissioners' Court just before the P&Z meeting. The County's decision will be provided to the P&Z at that meeting. The City Staff reviewed the plat at a Presubmission Conference and recommends approval with the condition that the final .plat will not be processed until the County has approved the ,preliminary plat.
