Subject: Pebble Creek Phase 6
During construction plans review, I found that they could not place the sidewalks on City ROW where the proposed streets intersect Spearman. I called
Tony T. at Wallace Group to have them add radii at these. intersections and he said that it would not be a problem. It does not change the configuration of
the plat, but will allow for the construction of the sidewalks without getting on private property. If anyone has a concern with this, please let me know.

Subject: LC for Pebble Creek phase 6
Deborah,
Steve and I have been working with Davis Young to resolve some unfinished
items in Pebble Creek 6. The two items involve the construction of the
detention pond for the subdivision and the replacement of some poor asphalt on
St. Andrews Street.
Davis already has a letter of credit for $55,000 on the subdivision for work
that has now been done. He wants to apply that same LC toward this work so he
can file the-plat. He says the LC is non-specific and covers any repairs we
deem necessary. Steve and I agee that the amount is about right and we have
instructed Natalie to file the plat .tomorrow (Thursday).
Davis has asked for a letter from us outlining what items are now being
covered by the $55,000. I would like .you to find the LC and draft a letter
for my signature that indicates coverage of $50,000 for the detention pond and
its design, and $5,000 for asphalt repairs on St. Andrews. Let me know if I
can help. Thanks.

RE: Sidewalk Variance for Pebble Creek Phase 6
The applicant. is requesting a variance to the City's sidewalk standard. The applicant is
proposing to construct amachine-laid monolithic concrete. curb and gutter section that will
include .the sidewalk on all streets where sidewalk is required. The. City's Subdivision
Regulations require a..six (6) foot .wide sidewalk when .constructed .directly behind the
curb. This requirement allows for a four (4) foot sidewalk to remain clear when a car
door is opened.. The applicant is proposing to use a five (5) foot widesidewalk instead of
the required six (6) foot.. Please refer. to the attached details to make a comparison
between the City's requirements and the section proposed by the applicant. This proposed
section does not comply with the requirements of "8-M, :..Sidewalks" 'within the
Subdivision Regulations.. In order to be consistent with requirements placed upon other
developers, Staff recommends denial of the sidewalk variance request.

Dear Kent:
On behalf of the owner of Pebble Creek Development Co., Mr. F.M. Young, we hereby request a variance
to both the City's curb and. gutter standard and sidewalk standard. We proposed to construct a reinforced
concrete, machine-laid, laydown, monolithic curb, gutter and sidewalk where all sidewalks are required
(see attached sketch), including collector streets. Where sidewalks are not required, we propose to
construct the laydown curb only.
The major differenceabetween what we are proposing and the City's standard; are listed below:
• The curb and gutter is 3' wide instead of 2' wide.
• .The-curb and gutter is reinforced.
• The sidewalk is 5' wide instead of 6' wide
Our justifications for this variance are as follows:
1. This proposed curb and gutter is more "driveable" than the standard laydown curb.
2. This proposed curb and gutter will prevent future homebuilders from having to tear out curb
and sidewalk to build driveways. The driveways will; start behind the sidewalk.
3. The total width of concrete is still 8', we merely reduced the width of the sidewalk to
accommodate the increase in curb and-gutter width..
4. By keeping the total width 8' or less, the owner will be able. to fabricate a form for his
laydown machine, which will greatly increase the quality of construction and enhance long
term durability.
5. The proposed curb and gutter section. has improved drainage characteristics over some of the
laydown curb already present in College Station.
6. A 5' sidewalk width adjacent to the curb is considered "standard" in other municipalities.

Subject: Pebble Creek ph 6
Jed Walker .called me Friday asking what they could do so we would file final
plat for PC 6 without the drainage report being done. He .says they haven't
gotten the necessary data from FEMA to perform the computer runs.
He proposed a letter of guarantee for the engineering fees, but I told him
that would not get the drainage system built if we find one is necessary. He
understands but didn't have a good response.. His is going to look at what
Pebble Creek's possible participation in a regional detention .facility might
be. 'Since you and he have talked about this somewhat, L suggest you call him
early next week to see whether there is some room for compromise. If you are
not comfortable with allowing the plat to be filed. without the report, work
out some agreement that will protect us. Thanks.

Our records indicate that the letter of credit issued for Pebble Creek Phase VI will expire on
October 1,1997. This letter of credit was issued to cover the design and construction of ~a stormy
water detention basin. We are requesting that you extend. this letter of credit to February 1, 1997.
A drainage report and construction plans for the. detention facility must be, submitted, reviewed and
approved during thisextension period.. This will be the only extension given due to the timeframe
in which the detention facility must be installed:
