HomeMy WebLinkAboutStaff Report0 STAFF REPORT Case No.• 96-226 Request: ~ Final Plat Approval Applicant: Owner: Integroup Engineer: Bury and Pittman PHYSICAL FEATURES .Location: The subject property is located on the southwest corner of the .intersection ofJones-Butler Road and Luther Street. Area: The total area being subdivided is 56.58 acres. No. Lots: There are 4 lots, zoned R-5, being created by this subdivision. ZONING AND LAND USE Subject Tract: The current zoning is R-5, Apartment/Mediumbensity, and is currently undeveloped. This R-5 zoning is contingent upon t:he approval of a Development Agreement by the City Council. North: The property to the north is zoned C-U, College and University, and is currently undeveloped. East: The property to the east is R-4, Apartment/Low Density, andl is developed as the Treehouse Village Apartments. South:. The property to the south is R-S, Apartment/Mediumbensity, and is developed as the Walden Pond Apartments. West: The property to the west is R-1, Single Family Residential, and is currently undeveloped. Proposed Use: Melrose Apartments COMPREHENSIVE 'PLAN Land Use Plan: The property was recently: rezoned as R-5, Apartment/Medium Density. This zoning is consistent with the approved. Land Use Plan. Thoroughfare Plan: The Thoroughfare Plan designates Jones-Butler as a Collector and Southwest Parkway West as a Minor Arterial. The .developer has requested to change these two designations which concurs with the proposed Thoroughfare Plan currently under consideration: This change of designation would not require Southwest Parkway o be extended to Luther Street. Luther Street is classified. as a Collector and will be the primary point of access for the :proposed development. Development Policies: A development agreement is being negotiated to accommodate the applicant's requests. This development agreement will be presented to Council for their approval. Park Land Dedication: Park land dedication for this development will be based upon the total number of proposed units. The developer is proposing to purchase property off--site m order to satisfy his requirements. If the developer is unable to' make this purchase, a monetary dedication at the rate of $225.00 per unit will be made. This payment will be required. atthe time of building permits. ENGINEERING Water: The developer will be required to construct a 16 inch water line from .Holleman through his property to Luther. At Luther, he will be responsible for constructing a 16 inch line along the entire Luther right-of--way to the existing 12 inch water line at Jones-Butler. There is potential over-sized cost participation if approved by the Council. Sewer: There is the potential to make. sewer connections to both a 15 and 8 inch sewer line. The 15 inch sewer line is located within the right-of- way of FM 2818 and the 8 inch line is located adjacent to the. subject property in the alley that runs parallel to Woodsman Drive Streets: Luther Street is located on the north side of the subject property in its entirety.- This. street, as well as Jones-Butler which is located on the east-side of theproperty, is not constructed to City standards. The developer must upgrade hese two streets in order to take access to either one. These upgrades will be addressed in the proposed development. agreement. Drainage: The developer proposes to construct three detention facilities at various locations within his property: Since this property is not located adjacent to a primary drainage system,. the developer will be required to obtain the necessary off-site drainage easements. Flood Plain: This property is not located within the 100-year flood plain. Oversize Request:. The applicant is requesting oversize participation in conjunction with this plat: These requests are related to the construction of Luther and Jones-Butler in addition to the construction of the 16 inch water line. Proposed Public Improvements: The proposed public improvements associated . with this plat include the construction ofLuther and Jones-Butler and the appropriate water and sewer lines. Easement Dedications:. -There are several utility and drainage easement dedications as indicated on this plat... In addition to these on-site easements, the developer must acquire the necessary off-site easements in order to convey both sanitary and storm flows. The applicant is requesting the opportunity to file an as-built plat showing the actual location of all: utilities. R Sidewalks: As part- of the platting process, a sidewalk will be required on both sides of Luther and Jones-Butler. STAFF COMMENTS /RECOMMENDATIONS: This plat does not comply with all of the subdivision requirements. Staff will. recommend anuroval of this final. plat with the condition that the Development Agreement be approved by Council prior to the filing of this plat for record at the Brazos County Courthouse. The Development Agreement also establishes the proposed zoning.
