STAFF REPORT Case No.: 96-225 Request: Final Plat Approval Applicant: Owner: Begonia-Corporation Engineer: McClure Engineering PHYSICAL FEATURES Location: The subject property is located on-the north side of Mortier Drive and to the south of Edelweiss Estates Phase 4-A. Area: The total area being subdivided is 7.79 acres. No. Lots: There are 32 lots, zoned R-1, being created by this subdivision. ZONING AND LAND USE Subject Tract: ' The .current zoning is R-1, Single Family Residential, and is currently undeveloped. North: The property to the north is zoned R-1, Single Family Residential, and is currently developed as Edelweiss Estates Phase 4-A. East: The property to the east is A-O, Agricultural-Open, and will be developed as a City Park and detention facility. South: The property to the south is R-5, Apartment/Medium Density, and is developed as the Villas of Rock Prairie. West:. The property to the west is R-1, Single Family Residential, and is currently undeveloped. Proposed User Edelweiss Estates Phase 6-A COMPREHENSIVE- PLAN Land Use Plan: The property is currently zoned R-1, Single Family Residential, and is consistent with the. Land Use Plan. Thoroughfare Plan: The Thoroughfare Plan :does not designate Mortier Drive as a Collector, but the street-design meets those requirements. Development Policies: N/A Park Land Dedication: Park land for the entire Edelweiss development has been dedicated using the existing-densities. If in the. future these densities change, dedication will be addressed. ~ F~ ENGINEERING Water: There is an 8 inch water line located on the north side of Mortier Drive. This 8 inch line will more than adequately provide water service to this proposed development. Sewer: There is an 8 inch sewer line located on the south side of Mortier Drive, This 8 inch line is adequate to provide sewer service to this development. Streets: .Mortier Drive, a collector, is located on the south. side of the subject property in its entirety. This development proposes to construct Limburg Court, a residential street, in order to provide for internal movement. All lots within this. development must take access from. Limburg Court, as access will be denied from Mortier and the future Edelweiss Drive.. Drainage: The development proposes to utilize the existing detention facility located adjacent to Victoria Avenue. This detention facility acts.. as a regional detention pond in that it collects stormwater runoff from several of he surrounding developments. Flood Plain: This property is not located within the 100-year flood plain. Oversize Request: The applicant is not requesting oversize participation with this plat. Proposed Public Improvements: The proposed' public improvements associated with this plat include the construction of Limburg Court and the appropriate water and. sewer lines. .Easement Dedications: There are_several utility' and drainage easement dedications as indicated on this plat: Sidewalks: A sidewalk is not'required within this development. STAFF COMMENTS /RECOMMENDATIONS: This plat complies. with all subdivision requirements. and therefore, staff will recommend a royal of this-final replat with the condition that Streetscape requirements are met along Mortier Drive.
