PHYSICAL FEATURES
Location: The subject. property is located on .the .south side of Lincoln Avenue
approximately 500 feet east of the intersection of Munson Avenue.
Area: The total area being subdivided is 5.704 acres.
No. Lots: There are twenty three single family lots being created by this
subdivision.
ZONING AND LAND USE
Subject Tract: The current zoning is R-1, Single Family Residential, and is
currently undeveloped.
North: The property to the north is zoned R-1A, Single.Family
Residential,. and is developed as the Two Lincoln Place
Subdivision.
East: The property to the east is R-l, .Single Family Residential, and
is developed as the Carters Grove 2 Subdivision.
South.: The property to the east is R-l, Single Family Residential, and
is developed as the Sweet Briar Subdivision.
West: The property to the west is R-1, Single Family Residential, and
isdeveloped as the Woodland Estates Subdivision..
Proposed Use: Grand Oaks Subdivision
COMPREHENSIVE PLAN
Land Use Plan: The property is currently zoned R-1, Single Family Residential,
and is consistent with the Land Use Plan.
Thoroughfare Plans The Thoroughfare and Transportation Improvement Plan
designates Lincoln Avenue as a Minor Arterial.
Development Policies: N/A
Park Land. Dedication: Park land dedication will be required in the amount of
$5,1'75.00 (23 Lots x $225/Lot = $5,175.00).

ENGINEERING
Water: There: is a 16 inch located within the Lincoln Avenue right-of-way on
the north aide opposite this development. This 16 inch line will more
than adequately provide water service to this proposed development.
Sewer: There is an 8 inch sewer line with a manhole located at the most
easterly property line ofthe Two Lincoln Place Subdivision. This
development proposes to connect its sewer at this location.
Streets: Lincoln Avenue, a minor arterial, is located on the north side. of the
subject property in its entirety. This development proposes to
construct Grand Oaks Circle, a residential street, in order to provide
internal movement.
Drainage: The development proposes to construct a stormwater detention
facility, on this_site. ; As .part of this development, the developer is
requesting cost. participation in the construction of an underground
storm drain system. This drain- system is required to alleviate.
potentaLdrainage concerns created by prior developments.
Flood Plain: This property is not located within the 100-year flood plain.
Oversize Request; The applicant is not requesting. oversize: participation in
conjunction with this replat.
Proposed Public Improvements: The proposed public improvements associated
with this. plat include the. construction of Grand Oaks Circle and the
appropriate water. and ewer lines.
Easement Dedications: There are several easement dedications associated with
this plat. The developer will be required to obtain an off-site. public
utility easement necessary to cover the sanitary sewer line being
constructed within the Two Lincoln Place .Subdivision.. In addition
to the .off-site easement, there are several easements being dedicated
by th replat.
Sidewalks: A sidewalk is required to be constructed along the property frontage
on Lincoln Avenue: A sidewalk is not required on Grand Oaks.
STAFF COMMENTS /RECOMMENDATIONS:
The proposed development has a large square cul-de-sac located. adjacent to Lots 18, 19
and 20. The developer is proposing..to create a green space within this right-of-way: which
will require compliance with. the Private Improvements on Public Property (PIP)
Ordinance. This. plat complies with all subdivision requirements and therefore, staff -will
recommend a royal of this final replat .with the comments identified at the
Presubmission Conference.
