HomeMy WebLinkAboutStaff ReportCase No.:96-212 Applicant: Edward Froehling STAFF REPORT ITEM: Consideration of a Final Plat for .Shenandoah Phase Four, located south of Barron Road across frgm Springbrook - Oakgrove Subdivision. ITEM SUMMARY AND STAFF RECOMMENDATION: This plat consists of 13.645 acres and is being subdivided into 46 single family lots. The property is :currently zoned R 1. A preliminary plat of this property was approved by Council in September of last year. This .final plat matches: the preliminary plat that was approved. A staff review was held for thisplat and a letter with the. comments from that meeting was forwarded to the applicant. There were only a few concerns expressed, .none of which would have required a Presubmission Conference. Due to the fact that the preliminary plat was approved before streetscape requirements were adopted,. streetscape compliance is not mandatory for this plat. 'However, staff has requested with other phases that the developer voluntarily comply with streetscape along Barron Road. Staff recommends approval of the final plat. Council will decide, based on the information in the staff report and any staff presentations,. whether these Ends Statements will be met with this request. Applicable ones are in bold. Prevent and eliminate unsightly conditions: N/A 2 ENGINEERING COMMENTS - Water - Water is available through existing lines that will be extended into the subdivision. Sewer - Sewer is available through existing lines that.will be extended into the subdivision. Streets - Streets are being provided in accordance with the master preliminary plat. Traffic -Traffic will be carried on streets provided in this phase and through the existing'Shenandoah subdivision.. Drainage - Drainage is underground through pipes to a Common ArealStormwater Detention facility. This' developer has been made aware of he changes that occured in Brandon Heights Subdivision and the same options have been made available to them. Flood Plain - N/A Sidewalks - .Sidewalks are provided on one side of Remington Circle, ~ernstown Lane and .both sides of Decatur Drive. Parkland Dedication -Parkland dedication was postponed .for Phase One, Two and Three pending a decision by the Shenandoah Homeowner's Association on dedication of the existing pool facility within the subdivision: It is our understanding that the Shenandoah HOA desires to retain the existing pool as private. The applicant will be required to pay $34,200 in parkland dedication for all 4 phases,. prior to filing this plat. SUBDIVISION ORDINANCE COMPLIANCE The final plat complies with the City development policies and ordinances. Oversize Request -Oversize is being requested on streets :(Decatur), storm drainage, the 18" waterline along Barron Road, and a sanitary sewer. Proposed Public Improvements -Streets, water lines, sewer lines,. storm drain, and sidewalks. Easement Dedications - As shown. on the plat. ZONING ORDINANCE COMPLIANCE.
