Henton Engineer: Garrett Engineering PHYSICAL FEATURES Location: The subject',property is located on the north side of Lincoln Avenue at the intersection of Munson Avenue. Area:. The total area being subdivided is 3.51. acres. No. Lots: There are 14 lots, zoned R-1 A, being created by this subdivision. ZONING AND LAND USE Subject Tract: The current zoning is R-lA, Single Family Residential, and is currently undeveloped. North: The property'to the north is zoned A-P, Administrative- . Professional, and is currently undeveloped. East: The property to the. east is R-lA, Single Family Residential, and is developed as the Two Lincoln Place Subdivision. South: The property to the south is R=1; .Single Family Residential, and is developed as the Carters Crrove Phase 2 Subdivision. West: The property to the west is R-1, Single Family Residential, and is currently undeveloped. Proposed Use: Henton Subdivision COMPREHENSIVE. PLAN Land Use Plan: The property is currently zoned R-lA, Single Family Residential, and is consistent with: the Land Use Plan. Thoroughfare Plan::. The Thoroughfare and Transportation Improvement Plan designates Lincoln Avenue as a Minor Arterial Development Policies: N/A Park Land Dedication: Park land dedication will be required in the amount of $3,150.00 (14 -Lots x $225/Lot = $3,150.00). ENGINEERING Water: There is a 16 inch located within the Lincoln Avenue right-of--way on the north side. This 16 inch line will more than adequately provide water service to this proposed development. The developer is proposing. to extend an 8 inch water line into this development from the existing 16 inchline. Sewer: There is an 8 inch sewer line with a manhole located at the most easterly propertyline of this development. This development proposes to connect its sewer. at this. location. Streets: Lincoln Avenue,. a minor arterial, is located on the south side of thee. subject property in its entirety. This .development proposes to construct a concrete alley within a public access easement in order to' provide for internal movement. Drainage: The development proposes to construct a stormwater detention facility on this site.. Flood Plain: This property is not located within the 100-year flood. plain. Oversize Requests The applicant. is not requesting oversize participation in conjunction with this plat. Proposed Public Improvements: The. proposed public improvements associated with this plat include the construction of the public alley and the appropriate water and sewer lines. Easement Dedications: There are. several easement dedications as indicated on this plat.. Sidewalks: A sidewalk is required to be constructed along the property frontage on Lincoln Avenue. A sidewalk is not required within this development. STAFF COMMENTS /RECOMMENDATIONS: The proposed development is contingent upon .the filing of a Development Agreement between the developer and the City:. This. development agreement provides for the relocation of a previous zoning condition for a fence six feet in height to buffer residerntial and commercial zonings:.. The City Council approved the rezoning of this property with the condition that a Development Agreement be filed: ,The approval of this final plat is contingent upon the zoning and therefore also contingent on the Development Agreement. This plat complies with all subdivision requirements and therefore, staff will recommend approval of this final replat with. the comments identified at the Presubmission Conference and the filing for record of a Development Agreement approved by the City Council
