HomeMy WebLinkAboutStaff ReportSTAFF REPORT Case No.: 96-I19 Request: Rezoning of 2.5 acres located in the northwest quadrant of the intersection of FM 2818 and.Raymond Stotzer Parkway, described as Tract 1.1 of the J.H.. Jones Survey, Abstract 148, from A-O Agricultural Open to M-1 Planned Industrial Applicant: City-initiated ITEM DISCUSSION AND RECOMMENDATION The City has just recently acquired the tract and has included the land as part of an incentive package for the attraction of Freewing Aerial Robotics, Inc. to the City. The tract was annexed into the City last year and was originally shown as commercial. on the Land Use Plan. There was no industrial land shown on the plan at that time. The comprehensive plan update shows more land to be devoted to light industrial uses in the area north of Easterwood. The request is in compliance with this plan and Stafftherefore recommends approval. ZONING AND LAND USE Subject Tract: A-O; vacant light industrial building North: A-O; vacant East: A-O; vacant South: C-U College/University; Easterwood Airport West: A-O; vacant Proposed Use: Light industrial users leasing city owned property COMPREHENSIVE PLAN Land Use Plan: IndustriaVR&D on the last draft of the land use plan Thoroughfare Plan: Raymond Stotzer is reflected as a major arterial Development Policies: No conflict; the draft land use plan. shows higher intensity uses near the airport including industrial and commercial uses Parkland Dedication: None required ENGINEERING Water: Water is available from a well that is already serving this site. Sewer: There is not an adequate sewer system .currently serving this site. However, the city is preparing plans to install an interceptor line for the entire area which will extend along the. front of this site. Until that system is installed, the city will construct. a large .manhole near the front of the site that will eventually be incorporated into the future system. The sewer lines from the buildings will be rerouted. into this manhole. Sewage will. be collected in the manhole and pumped into trucks that will take it to the city's sewage treatment plant. We anticipate this system to be in place for a few months until the sewer system is installed. Streets: Access to the site is available from the frontage road.along FM 60. Drainage: Since no new buildings are anticipated on the site, there are no new drainage facilities required.. Drainage is currently provided from the ditch along the FM 60 frontage road. Flood Plain; There is no floodplain on this property.
