Request: City Initiated Rezoning of property at the northeast corner of Green's
Prairie Road and. SH 6 totaling approximately 31. acres from A-O
Agricultural Open to C-1 General Commercial
Applicant: City Initiated, Property Owner -Marsh
ITEM SUMMARY AND RECOMMENDATION
A few months ago Council approved. single family rezoning on the property just east and
adjacent to this property for development of the Pebble Hills Subdivision. After the
motion was made to approve, Council .directed staffto initiate rezoning of this adjacent
corner property to commercial. The Future Land Use Plan shows commercial at this
location and Council expressed the importance of establishing this commercial zoning
prior to lots being sold in the adjacent subdivision.
To determine an appropriate boundary for the zone lines stafftook into account the
topography of the area as well as property ownership lines and the Pebble Hills Master
Plan. Because the property adjacent has-been rezoned for single family development, staff
recommends approval of this zoning'conditioned upon buffering any residential
development from future commercial development on this site by leaving a 100' wide
undisturbed area along the eastern. boundary of this commercial tract. There is a drainage
channel that runs along the. eastern boundary with some vegetation at present. If, uporn
development of the commercial tract,. it is necessary to alter this drainage channel in some
way, then the buffer area should be a minimum of 50 feet wide along. the entire eastern
boundary and planted with trees and shrubs adequate to screen noise, lights and views.
Staffrecommends approval with the above condition.

South: C-1 across Greens Prairie - CIC east of Lakeway,
vacant west of Lakeway
West: C-1 across SH 6 -vacant

COMPREHENSIVE PLAN
Land Use Plan: Retail Commercial at major intersections
Thoroughfare Plan: Extension of Lakeway Drive to the north runs through
this tract. Staff has worked with property owners on potential location for future
right-of--way.
Development Policies: No conflict
Parkland Dedication: Not Applicable to commercial property.
ENGINEERING
Water: This property .has adequate water available to support this land use as a
result of this rezoning.
Sewer; This site is limited with regard to sewer service. A strip along Greens
Prairie that is approximately 50 feet in depth can sewer back to an existing
manhole at the corner of Lakeway and Greens Prairie. The remaining portion of
this property must sewer to a proposed trunk line that is to be located along Spring
Creek. Until this line is constructed, smaller collection lines and lift stations will be
required in order to'provide sewer service to thin area..
Streets: This site has two existing major arterials located along its boundaries.
Greens :Prairie Road is to the south and Texas Avenue (SH 6) is to the west. The
Thoroughfare Plan .indicates that Lakeway Drive, a minor arterial, will continue
north through this property on its east boundary...
Drainage: The drainage situation for this property. will be analyzed at the time of
site plan review. At that time, the need for detention will be determined.
Flood Plain: This property is located in close proximity to Spring Creek.
However, this reach of the channel does not have base flood elevations
determined. It will be theresponsibility of the developer to analyze this reach and
make this determination. ' An adjacent development has .determined these
elevations to the common. property line.
