Item: Rezoning request of 3.5 acres located in the Robert Stevenson Survey on the northeast
corner of Wellborn Road and Mortier from C-3 Planned Commercial to C-2 Commercial
Industrial.. (96-117)
Item Summary: The .applicant is requesting the rezoning in order to prepare. the property for
development as an animal boarding facility with associated uses such as animal grooming and
future veterinarian offices. The C-2 district is more intense than the existing zoning; approval of
the rezoning would add typical C-1 uses such as restaurants and theaters as well as industrial
commercial uses such as warehouses and welding shops to the list of permitted uses.
Applicable Policies: The City's policy has been to reflect the Wellborn Road area in front of the
Edelweis Subdivision as retail commercial and the request is in compliance with this policy. The
existing planned commercial zoning is also in compliance. with the policy. At issue is whether or
not the zoning should become more intense on this particular tract.
Financial Summary: The area is within the Sanitary Sewer Service Area 92-01; all new service
will require cost participation on the part of the owner/developer.
Staff Recommendation: Staff recommends approval. The Planning and Zoning Commission
voted unanimously to recommend approval.
City Attorney Recommendation: Legal has approved the ordinance format.
Council Action Desired: A decision regarding the Graham Road future land use plan and
subsequent approval or denial of request.

PURPOSE: This district is designed to
provide locations for commercial sites that are
too small for many permitted uses in the
General Commercial District.. These should be
relatively low traffic generators that would
have little .impact on adjacent areas and on
adjacent thoroughfares.
PERMITTED USES: All! in A-P plus the

Chairman Hawthorne' and Members:
I am writing in support of the boarding and grooming facility proposed by Donna
Winslow and Patricia Rogers. I met Ms. Winslow seven years ago when I purchased
a Scottish :terrier .from her kennel. Since then, I have regularly visited her home and
business to have my Scottie groomed or boarded. The Winslow home includes an
attached kennel facility (an interior room and exterior runs), which is adjacent to
the kitchen. I have never seen the kennel. when it was not clean and well
maintained or when Ms. Winslow did not have. appropriate control of the animals.
Ms. Winslow is a professional dog breeder and trainer. She knows how to care for
and maintain animals in a way that minimizes all of the potential nuisances that
might be associated with an animal care facility. In his case, I trust that she has
literally "done her homework" and will plan and operate a high quality facility.
Although I am not thoroughly familiar with the rezoning questions at issue, my six
years of service on the Commission (four as chairman) taught me that the City must
always consider the worst case scenario when contemplating a rezoning action. I
also know that there are usually multiple routes to accomplishing the same end.
Thus, I encourage you to be thoughtful in your deliberations. and find a way to
permit Ms. Winslow and Ms. Rogers. to establish their animal care facility at the
Wellborn Road location while maintaining the integrity of the neighborhood and
the comprehensive land use .plan.

l°he city of College Station is centrally located in the heart of the Brazos
Valley. and according to recent statistics, approximately.75 percent of
the entire Texas population reside within a 3 hour drive from CS. Upon
the basis of this information, College Station may expert to achieve
substantial economic and high population growth during the: next ten
years. Currently the Brazos Valley has approximately 250,000
residents within a 40 minute radius to the proposed site for B3
Properties Pet Resort. With this information in hand, we expect that B3
will ®ffer Brazos Valley residents a much needed and desired service for
the care of their .pets.
It is the intention of our corpora#ion to offer state of the art care for our
clients valued pets. By offering the residents a choice of where they
leave their. pet while away on business or .pleasure, they may rest easy
!Wowing that their pet is receving'the finest care possible, in some
cases even better care than the pet owner themselves can provide.
It is our intention #o be good neighbors as well as involved corporate
Citizens. Tothat end, we hope to-provide employment opportunities to
the students of Texas ABtM Veterinary School. We are well aware that
eaeh vet student must have hands-on care of.animals while completing..
their studies in the vet program and we could not think of a more
qualified population t®provide the kind caring from heir experience
and education that they are gaining in the. classroom. in addition o
these opportunities we plan to expand our facility in a 3 year growth
plan such that we maybe .able to offer a graduating vet student the
opportunity to establish a vet practice on-site as-an independent
contractor. They would lease space from the corporation [n order that
they maybe able to establish a practice at a reasonable cost and be able
t® assist the corporation in securing and reaching new clients. as well as
allowing unto further expand and grow our business
Additionally since our proposed site is located across from the Rock
Villas Seniors rental community, we hope to offer these residents an
opportunity to interact with our clients'- pets: in a 'day :care setting'. The..
day care will offer our clients the chance to know that their pets are
being exercised and cared for during the day while the client is at work
and to know hat they do not have to come home to a house that has
been destroyed or torn up because their pets were bored or were
challenged by another family pet . ,It is our expectation that we will-be
able to offer: pick. up and return of their pets on a daily basis within 6
months of opening.

®fficials, it is important for you to understand that the proposed
location for our business on the corner of Mortier and Wellborn Road is
our preferred site location. However if Council chooses not to approve
our request for rezoning, we will not be deterred fr®m building this
faoilityin the Brazos Valley. It is our understanding that the City of
College station is very pro-business and if this is indeed true, then the
City will be depriving itself of the ability to acknowledge thaf this
upscale and progressive Pet Resort facility was built in this town... We
cann®t stress enough thatwe wish to be good neighbors and good
corporate citizens. To than end, we have a very sophisticated respect
for and understanding of, the desire to minimize noise levels as well as
presenting a thoughtful and aesthetically pleasing facility to the
community. It is with this information in mind that we respectfully.
request the City of College Station Council. members grant our request
for this rezoning application.
D®nna Winslow is Chief Operations Officer for B3 Properties. She is a
Texas native and has resided in the College Station area for more than
25 years. She has raised, bred and shown champion Scottish and
N®rfolk Terriers for over ten. years. In addition to this, Donna has also
offered grooming and boarding of .dogs for more`than five years.
Donna has also been employed previously in he College Station area
for several companies as well as an employee of the City of College
Station. Donna is married to Jack Winslow,Jr; and they-have two
grown children which also still live and work in the community. She
and her husband currently own Jack Winslow Body Shop located on
Highway 6.
Patricia K. Rogers is .Chief Executive Officer for B3 Properties. Patricia
was born in Wilmington, Delaware and was raised and educated in
Texas. She holds two degrees, an Associate of Science-1977 from San
Jacinto College with emphasis on Biology and Chemistry and her
second degree is a Bachelor of Science-1981 from the University of
Houston with an emphasis in Business and a minor in Accounting.
Patricia has also earned her C.P.M. certification (Certified Purchasing
Manager): from N.AmP.M. and has held these. credentials for the last
seven years. Patricia's been employed in the purchasing field for more
than. fifteen years and prior to that held various positions while in high
school and in college. She has raised and bred Poodles for more than
ten years and in-her current breed.. Norfolk Terriers, she has owned,
bred and shown Norfolk for more than three years. Patricia is single
and currently has purchased property and is preparing to build her
home in College Station.
