An ordinance amending brdinance_no. 1.638, the Zoning Ordinance of
the city of College Station, TX by adding section 7.23 creating a
light industrial zoningdistrict`and specifying requirements
within that district.
Good evening Mayor, council. My name is Susan Clegg and I
live at 9008 Sandstone in the Sandstone subdivision. I am here
tonight an behalf. of the. East Bypass Home Owners Coalition. As
you may. know, this coalition is made up of representatives from
the board of directors from each°of the home owner's associations
along the east by-.pass; which includes the subdivisions of
Wndwood, Raintree, Emerald Forest, Foxfire, three associations
from Woodcreek -~ Shadowcrest,'Stonebridge, and Amberlake - as well
as a representative from Sandstone which currently has no home
owners association. This represents almost 1200 homes. W~,are
pleased to lend our support and endorsement of this new R&D',
ordinance tonight. 'This ordinance has evolved out of a series of
discussions begun almost a year ago between the HOK consulting
firm,. the city Manning staff, Mr. Bowers and his team, and'the
coalition. The end product that you have tonight represents many
hours of work and a proactive involvement by all instead of a
reactive response by a few. What makes this ordinance,specal is
that during its development, there were no hidden agendas on
anyone's part;. that is, each of us wanted the same thing - a zone
that would preserve the atmosphere of the community as one of a
progressive and modern community„ one that protects the welfare _
and val~ie of its neighborhoods, and one that would help attract
modern companies and businesses to the area. I think we have'.
achieved these goals.
This new ordinance will allow land to be zoned. for research
and development and light industrial businesses that are viewed as
compatible with existing neighborhoods, but which were previously
only permitted under the heavier M-1 industrial zone. In essence
it allows for some of the uses of the M-1 zone while prohibiting
many others, including general retail. In addition, it specifies
acceptable types of.construction materials, provides for increased
building set-backs,: generous buffer and. landscape zones, restricts
maximum building heights and floor ratios, limits lighting, noise,
and traffic and perhaps most importantly the hours of normal
operations. The purpose statement sums it up ncelyz "These uses
are those that will meet the performance criteria established in
this section and have little or no impact on surrounding, areas,
thereby maintaining the character 'and integrity of neighborhoods".
While this ordinancehasts roots in the proposed use for a
specific tract of land along.. the east bypass, it is applicable to
other areas of the city,'and consequently should be used when and
where appropriate.- It provides the city with: another option .for
consideration when dealing with sensitive tracts of Land.
However, as with any new idea, `there may be some unforeseen
problems in the future that deal with specific details included in
this ordinance.... Should that occur, it is hoped that the city
planning staff, along with citizen input, will fine tune it. If
adjustments need to be made, let's make them. Let's not abandon
the zone classification and its use in favor of other zones less
compatble'with the surrounding area. The city, its officials and
citizens, have come a long way ._ The workingrelationship that
occurred betv~een everyone involved_in the development of this.
ordinance is testimony to just how far we have come. Let's not
ever go backwards.
The experience gained in developing this ordinance can now
hopefully, be used toward creating yet another new zone
classification - one of.'~mixed use". This too has opportunities
to plow new ground, correct past oversights., and move another step
forward. College Station has great potential and opportunities,
as we all know, but we also know that it can turn into great
problems and challenges if not handled in a forward-looking
direction.
I am pleased to have been a part of this effort and to
represent the other members of the coalition that dedicated many
hours. The professionalism of the .city planning staff, especially
Ms. Jand Key, was of the highest caliber, as was ths.t of Mr.
Bowers and his staff. The East Bypass Home Owner's coalition is
pleased to support the adoption of this ordinance.
