SUBJECT: Parking Lot Plan in a C N district -Shenandoah Ijet Clinic; proposed veterinary
clinic to be located on lot 2, block B of Shenandoah Subdivision Phase One just
south of the .entrance to the Shenandoah Subdivision. {95-814)
A Project Review Committee meeting was held Wednesday, October 18, .1995 to discuss the
above mentioned .conditional use permit request. City Planner Kee moved to recommend
approval of the .proposed :use and site plan with the following conditions:
CONDITIONS OF APPROVAL:
The following. is -a list of ordinance requirements identified by the Project Review
Committee. This list does not relieve the applicant of total compliance with all current
ordinance requirements.
Ordinance Renurements:
_ .Note the species on all trees and shrubs. The parking lot screening along the Frontage
Road is not acceptable. Staff suggested. the use of a berm and grouping the .proposed
shrubs to provide more effective screening or adding twice as many shrubs and place them
on 2' - 3' centers.
sNk Show the grades at the rear of the building. (There is missing information between grades
289 and 292;).. If grading will be required off of the subject property to meet minimum
slope requirements,... submit a letter. from the' adjacent property owner granting that
permission.
5~ Provide all curb and pavement details including the different details for the three curbs that
will be utilized (temporary, lay down and 6" raised curbs)..

,~`~~ A permit from the :Texas Department of Transportation will.. be required prior to any
construction in the right-of-way including the proposed drainage in the state right-of-way.
Show the interior radius on the interior .parking island closest to the handicap parking
space.

~'~~ Note the material type on. the sanitary sewer and water mains and show all service Hines off
of the mains including line sizes. and demand .information.

~a~ Show: a solid waste container location on the site plan in case there is a need for one in the
future. (The>owner will use aroll-off container until such time-that there is a need for a
urger .container..)
~+~ Note that there is no floodplain on the subject property.
~a Note the zoning and ownership' of all abutting properties..
Comments/Concerns:
_ Coordinate conduit :placement and electrical service details with Electrical .Operations
Coordinator Tony 1Vlichalsky at {409)..764-3660.
G.T.E.. has existing underground facilities in the rear of the site. Provide one 2" PVC pipe
with pull string from the outside building termination to the rear utility easement. (There
is a pedestal that the conduit could be placed to.) The conduit should ell up 4° at the
building location and should be within 20' of power. Coordinate telephone service details
with G.T.E. Representative Laverne Akin at (409) 821-4723 .
P&Z Representative .Smith seconded the motion to recommend approval of the use and site plan
with the. above mentioned conditions which passed unopposed (3 = 0).
SUBMIT 10 COPIES OF THE REVISED SITE PLAN BY FRIDAY, OCTOBER 27, 1.995 TO
BE INCLUDED IN THE PLANNING AND-:ZONING COMMISSION PACKETS FOR THE
7:00 P.M. MEETING ON THURSDAY, NOVEMBER. 2; 1995.. THE MEETING WILL BE
HELD IN THE COUNCIL ROOM OF THE COLLEGE STATION CITY HALL LOCATED
AT 1101 TEXAS AVENUE SOUTH.
APPEAL PROCESS:. An applicant mayappeal the decision of the Project Review .Committee
to the Planning and .Zoning Commission within five days after the PRC. Committee .meeting.
Failure to appeal the PRC action .shall constitute' a contractual acceptance. of all conditions
imposed, and a waiver and surrender. of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as :approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file, no further development approval shall occur, and no further action: by the Commission
shall take place. An applicant may appeal only certain aspects of site plan review, and in the
absence of discretionary review by the Commission, or .review pursuant to a petition, all other
aspects of the: site plan shall be final. Any notice of appeal shall state with particularity. the aspects

Subject: Shenandoah Vet clinic -Reply
I think we need to show a container pad on the site as this location may
become a "booming" business or they may sell to someone with a different
~' business. As we get close to .completion,.. we can decide to either build the
screening ..fence and pad or to use a cubside container. Bottom line, a pad
and screen should be notated. on the site plan.
