Rental of Apartment at Eastmark Apartments (located across the- street from the Amphitheater) .Cost per month $685 includes water, sewage, garbage and cable $150 for months of June, July, Aug. $250 deposit Concerns According to Bastmark management conducting business out of this residential.area-would be allowed if business only occurred during an event, however, there is :much concern by staffthat this couldstill be a violation of laws/ordinances. Purchase. of Duplez (located across the street. for theAmphitheater) Cost to Purchase $120,000 - $13D,000 Concerns Conducting business out of a residence violates Taws/ordinances. Purchase of House (located in Eastmark.pear Amphitheater, preferably on Colgate) Cost to Purchase $140,000 - $165,000 (does not include closing costs). The Zoning Ordinance. provides for any proposed new signage to be reviewed by the Design Review Board and the Planning and Zoning Commission. The DRB.will review this sign on the day of the PNZ meeting and the .Board comments are therefore not yet available. The .sign meets the-restrictions far commercial signage in terms of height and area. It will have an area. of 60 square feet, roughly half of which .contain changeable letters. The messages must be limited to noncommercial language (such as "welcome back, Aggies") or to messages that promote Park activities. More. information relating to colors and aesthetics will be presented at the PNZ meeting.. FILE NOTE WPC Amphitheater Sign Case #95=808 The Wolf Pen Creek Design Review Board (DRB) met on Thursday, August 17, T995 to consider the proposed freestanding sign to be located along Holleman at the amphitheater. Member Bill Trainer moved to recommend denial of the :request and Member Kay Henryson seconded the motion which passed (5 - 2); City Planner Kee and P&Z Commissioner Hall voted in opposition to the motion. The Board expressed concern with the''billboard" appearance of the sign and the low level of quality. The proposed sign did not meet the criteria outlined in the ordinance and the only connection to the existing park is the color of the base. The. Board suggested alternative locations. and sizes such as trying to target pedestrian traffic throughout the park. Signs could be installed along Colgate. and along the jogging bike trails. The Board suggested that the Parks Department look at some. more creative alternatives including a low profile sign that incorporated the same materials used in the park. The Planning .and Zoning Commission meetings in .September are scheduled .for the 7th and the 21st. However, the sign will have to go back to the Design Review Board and they meet on an "as needed" basis... Also, it is too late to complete the process this fiscal year due to the existing meeting schedules and purchasing deadlines. We will continue with the review process this fall-to determine an acceptable sign design and location; then ,once approval has been granted by the design review committee and the planning and. zoning commission, we will prepare cost estimates and submit a service level adjustment in the normal budget process next year. The acceptance will depend on Parks board & City Council approval.This is when we can stress the cost of maintenance. Let me know what you think.Do you know when this area was annexed? Is there any info I should tell them in regard to development in the area? Also we are working on a design. for an info sign for the amphitheater to be located on Holleman at the crosswalk near the sears service center. The sign must be on park property which it sounds like it will be. It can advertise only events at the ampitheater. If, at a later time, Parks wants to be able to advertise other community events you will need to write us a memo'and'we'l1 take it forward for Council consideration as a "community sign". .The height is a function of setback. If the sign is na higher than 11' above the top of curb then it must be a minimum of 20' set back. from the curb edge. I'm using the sign requirements for commercial signs since the''property is zoned WPC, is a park and is adjacent and across from commercal'property. Yau'l1 need to obtain a building permit which will require a sit e: plan and elevation drawings. Site plan can be simple - just needs to show the location and setback. Elevation will show area, height and ex: of copy. Shenandoah - (Shirley and Nat this is FYI for ya'll) It was annexed in 1983 during the "manifest destiny southward": I've reread your note several times and cannot honestly think of anything else you've missed. I have a question more out of curiosity - would we be taking over maintenance of the pool? How does it fit into all this? Once a decision is made by Parks and Council as to whether we will take over the park we need to know right away so we can communicate to the developer about his dedication, particularly if it's cash. Shenandoah folks need to understand that this will open up their park as a neighborhood park for anyone and everyone who wishes to use it. I hope they realize this. Comments By purchasing travel trailers this would allow us to bring them in for performances/activities and' them remove them after each event. It would allow up to have an area where we could store administrative equipment on an ongoing basis. These trailers could also be used by others within the City. Other possible uses for the trailers could be, but not limited to: Emergency Management could use one or both trailers during major emergencies as a temporary office or resting area for emergency personnel. Our Explorer Post could use the trailers for emergency exercises and camp outs. We could utilize the trailers for camp outings with teens/youth that may be participating in organized recreational programs/activities. Police might be able to use the trailer(s) for roving Police sub-stations.
