AN ORDINANCE AMENDING :ORDINANCE NO. 163 8, THE ZONING ORDINANCE OF
THE CITY OF COLLEGE STATION, TEXAS, BY AMENDING SECTIONS 7.4, 7.4E, 9.3,
11.1A AND TABLE A OF SECTION 7.22, REGARDING PARKING REQUIREMENTS
PROVISIONS; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, on ,the College Station City Council determined that: in view of
the growing population and the increasing number of multifamily residential structures m the City,
the existing parking requirements in the College Station Zoning Ordinance no longer provide for
adequate parking space and landscaping for the associated multifamily structures;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
COLLEGE STATION:
I.
That Section 7.4, of Ordinance No. 1b38, the Zoning Ordinance of College Station is hereby
amended by adding a new Subsection "G" to read as follows:
"G. Landscaping requirements. Each unit shall contain 250 landscape points.
All plantings must be drought-resistant and native to this area."
II.
That Section 7.4E of Ordinance No
hereby amended to read as fohows:
"E.
1638, the Zoning Ordinance of the City of College Station is
PARKING REQUIREMENTS: Refer to Section 9. Where parking is provided
in the front yard, an eight foot (8') setback shall be required between .the
property line and the nearest side of the .parking pad. In addition,'an eight
foot (8') setback shall. be required between the dwelling unit and the nearest
side of the parking pad."
III.
That Section 9.3 of Ordinance No, 1638, the Zoning Ordinance of the City of College Station is
hereby amended to read as follows:
"9.3 NUMBER OF OFF-STREET PARKING SPACES REQUIRED
The number of ofd street parking spaces required shall be determined from the following
table of :OFF-.STREET PARKING. REQUIREMENTS. The classification of uses referred
to shall be deemed to include and apply to all uses.

hereby amended to read as follows:

in the rear or side yard.
F - The following restrictions shall apply to accessory buildings, structures or uses other than garages, carports and living
quarters for family or servants: a mmunum rear setback`of 15 feet is required; and a maximum building eaves height of 8
:feet is allowed. The following .restrictions shall apply to garages and carports: a minimum rear. setback of 20 feet is
required;: and a minimum side street setback of 20 feet is required for garages or carports that face onto side streets. The
following restrictions shah apply to accessory buildings or structures used for living quarters for family or servants: a
minimum rear setback as stated in Table A above for the district in which the accessory building or structure is located is
required; and a maximum size not to exceed 25% of the area of the principal structure is allowed. On lots with approved
rear access all setbacks shall be measured from the nearest boundary of the access easement. or alley. On all other lots rear
setbacks shall be measured from the rear property line. In no event shall more than 30% ofthe rear yard area (that portion
of the yard between-the rear setback line of the principal structure and the rear property line) be covered v~nth accessory
buildings, structures or uses.
G - The maximum building height may exceed 35' if all setbacks observe an additional setback of 2' for every foot above 35' of
building height.

PART I. PIIRPOSE, DEFINITIONS AND PROCEDIIRES
A. PIIRPOSE
1. This Section: sets minimum standards for parking to
serve she various uses discussed in this Zoning
Ordinance. These: standards are intended to promote the
~ general welfare by assurngthat an adequate amount of

2.- At the same time, these regulations are .intended to
protect the environment by promoting trip reduction and

*2. The Parking Area shall be paved and located on the lot
it, serves, or on a contiguous lot. -Whenever'Required
Parking is provided on a contiguous lot a.Parking
Covenant and Agreement shall'be filed with the Building
`Safety, Department prior to issuance of a building

B. SINGLE FAMILY (R-1) ZONING DISTRICTS
In addition`to the .requirements of Subsection A above, the
following-regulations shall be complied with in all Single'.. Family
(R1) Zoning Districts and any single family residence in the AG
:Zoning .District.

_1. Access to a public street for single family detached
residences in a Single Family Zoning District may be
provided by an alley. In such cases, the width of. the
alley may be ..included in the. dimension needed for
maneuvering in Part IV below.
2. Vehiclesare prohibited from, parking on :any corner lot
within a triangular area formed by .the property lines
and a line connecting them at points 30 feet from the
projected intersection of `the property lines. No curb
cuts, drvewaysor-maneuvering areas shall. be permitted
within the 'above triangular area.

In addition to the requirements of Subsection A above, except for
detached single fami y residences those uses allowed in all other
Zoning Districts shall comply with the following regulations:.
1. Where'traffs flow is controlled. by an entry gate,
guard house or drive-through.: service facility, an
.adequate .stacking.. lane., as recommended by the .Public
Works Department, shall be provided in a manner which
does not interfere with maneuvering.. into parking spaces
or traffic flow of aisles, streets, bikepaths or
.sidewalks.
2. A minimum of two vehicular entrances shall be provided
for each MHP, MFiS and TP development. One entrance may
be kept closed to the general public if provision is
made for emergency access and if this entrance is not
necessary to accommodate the .volume of traffic
;generated by uses on the site..

' 3. All lots must have the necessary dimensions .for the
on-site. maneuvering. of City of Tempe-refuse .and fire
trucks. If off-site maneuvering is necessary, a

PART III. RATIOS FOR CALCIILATING THE PARKING REOIIIRED HY ORDINANCE
'~ A.' GENERAL REOIIIREMENTS and INSTRIICTIONS
The number-of vehicle parking spaces required by Ordinance shall
be calculated for each use as-follows:
1. 'Every separate: main or primary use on the site shall be
identified in the site and floor plans and be included
in the required .parking calculations. The .ratio is
applied to the 'total area devoted to each use.. (Note:
`many uses below have statements like !'+ office" to
remind the applicant to identify and include all
independent .uses.) Handicapped spaces (administered by
the Building Safety Department) may be counted as'
.providing :parking to meet'the Parking Required or
Demand.
2. A. separate. parking calculation is not. required for
-obvious accessory uses. If the Zoning Administrator
determines that an activity couldfunctionindependent
of the main use for the space, lot or building, then it
must `be included in the .Required. Parking calculation
and must..provide parking of its own.

3. The fractional parking, 'requirements for the various
uses should be added: together :prior to rounding off.
Round up if the sum is greater than one-half (>0.5).
4. In the "ASU-commuting area" bounded by Priest,
Southern,:Price and Continental, half the number shown
for recreation vehicles and twice he number shown (in
parentheses) for bicycles are required.
5. Gross Floor Area shall be used for quare footage {sf)
calculations, except where otherwise indicated.

AN ORDINANCE AMENDING ORDINANCE NO. 1638, THE ZONING ORDINANCE OF
THE .CITY OF .COLLEGE STATION, TEXAS, BY AMENDING SECTIONS 7.4, 7.4E, 9.3,
L 1. l A AND TABLE A OF SECTION 7.22, REGARDING PARKING REQUIREMENT S
PROVISIONS; AND PROVIDING AN EFFECTIVE DATE.
WI~REAS, on July- 13, 1995, the College Station .City Council determined that, in view of the
growing population'and the increasing .number of multifamily .residential structures in the City, the
existing parking requirements in he College Station Zoning Ordinance no longer provide for
adequate .parking space and landscaping for the associated. multifamily structures;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
COLLEGE STATION:
I.
That Section 7.4, of Ordinance No. 1638, .the .Zoning Ordinance of College Station is hereby
amended by adding a new Subsection "G" to read as follows:
"G. Landscaping requirements: Each unit shall .`contain.:. 200 landscape points. All
plantings must be drought-resistant and native to this area."
II.
That Section 7.4E of Ordinance No. 1638, the Zoning Ordinance of the City of College Station is
hereby amended to read as follows:
"E. PARKING REQUIREMENTS:. Refer to Section 9. Where parking. is provided in
the front yard, am eight foot (8') setback shall be required between the property line
and the nearest side of the parking pad. In addition, an eight foot (8') setback shall
be required between the dwelling unit and the nearest side of the parking pad."
III.
That Section 9.3 of Ordinance No. 1635, the Zoning Ordinance of the City of College Station is
hereby amended to read as follows:
"9.3 NUMBER OF OFF-STREET PARKING SPACES REQUIRED
The number of off-street parking spaces required shall be determined from the following
table of OFF-STREET PARKING REQUIREMENTS. The classification of uses referred
o shall be deemed to include and apply to all uses.

D - Minimum front setback may be reduced to 15 feet when approved rear access is provided, or when side yazd or reaz yard
pazking is provided.
E - The minimum lot width for duplex dwelling may be reduced to 34 ft./DU when all required off-street pazking is provided
in the rear or side yazd.
F - The following restrictions shall apply to,accessory buildings, structures or uses other than gazages, carports and living
quarters for family or servants: a muumum reaz setback of 15' feet is required; and a maximum building eaves height of 8
feet is allowed. The following restrictions shall apply to gazages and carports: a minimum reaz setback of 20 feet is
required; and a-minimum side street setback of 20 feet is required for garages or cavorts that face onto side streets. The
following restrictions shall apply to accessory buildings or structures used for livmg quarters for family or servants: a
minimum rear setback as stated ui Table A above for the district in which the accessory.bulding or structure is located is
required; and a maximum size not to exceed 25% of the area of the principal structure is allowed. On lots with approved
reaz access all setbacks shalt be measured from the neazest boundary of the access easement or alley. On all other lots reaz
setbacks shall be measured from the rear property line. In no event shall more than 30% of the reaz yard area. (that portion
of the yard between the rear setback line of the principal structure and the reaz property line) be covered w1th accessory
buildings, structures or uses.
G - The maximum building height may exceed 35' if all setbacks observe an additional setback of 2' for every foot above 35' of
building height.
H -Minimum rear setback may be reduced to I S feet when parking is provided in the front yard or side yazd.
