REQUEST: Conditional Use Permit to allow the construction ~f a
new student center,. activity center, and a chapel.
LOCATION: 103 Nagle Street; All of Block 3 plus the .alley and Lots
2-5 of Block 6 of Tauber Addition.
PHYSICAL FEATURES:
Area: 137,819 .square feet (2 parcels)
Dimensions: The Block 3 parcel is approximately 398' x 213'
The Block 6 parcel is approximately 250' x 21.3'
Frontage: The parcels are divided by Church Street, and are
surrounded by Stasney, Nagle,. and Cross streets.
AREA ZONING AND LAND USE:
Subject Property:. R-2 Duplex Residential; used. as existing St. Mary's
sanctuary,: and
C-NG Commercial Northgate; used for the existing
St. Mary's Student Center and Priest residence.

LAND USE PLAN: The. Plan reflects Low Density Residential for the
subject parcel .north of Church Street (the existing
sanctuary), and Retail Commercial for the subject
parcel south of Church Street (the existing student
center and priest residence).
ENGINEERING:
Water: With the proposed buildings, additional fire hydrants
maybe required and fire flows will be evaluated with
the civil plans.
Sewer: Sewer loading will not increase by any significant
amount; therefore the existing system would be
adequate
Streets: Streets. are existing; the on-street parking will be
taken off of Nagel, which will decrease traffic
problems and facilitate circulation.

STAFF COMMENTS:.
Conditional use permits are granted by the Commission, subject to appropriate
conditions and safeguards, when the Commission finds:
A. That the proposed use meets all the minimum standards established in the
.Zoning Ordinance for this type of use;
B. That the proposed use is in harmony with the purpose and intent of the
zoning .ordinance and the plan for physical development of the district as
embodied in the comprehensive plan for the development of the City;
C. That the proposed use will not be detrimental to the health, welfare, and
safety of the surrounding neighborhood or its occupants, nor be substantially
or permanently injurious to neighboring property.

This. request involves the demolition of the existing student center at 301 Nagle, the
construction of a new 20,040 square. foot Student Center, a 7,878 square foot Activity
Center, -and a 1,356 square foot Chapel: to be located on the vacant area of Block 3
adjacent to the existing sanctuary. According to the Zoning Ordinance, parking for
churches is determined by the maximum seating capacity of the sanctuary only, which is 1
parking space per 3 seats. Parking is not required for additional church facilities such as
Sunday school rooms and other meeting halls. Due to the fact that there will be no change
in the seating capacity, there. is no additional parking required. However, the applicant is
proposing to add 54 additional parking spaces for a total of 83 .parking spaces. Any
changes to the site are required. to meet current standards.
The PRC reviewed the site plan for compliance with all current standards on October 18,
and recommends approval with PRC conditions..
