Dear Mr. DeKeratry, Thank you for the information you faxed me concerning the problems you and your contractor have encountered in boring Nagle Street. After working :with staff from varrc5us City departments, we have agreed to allow the contractor to open cut Nagle Street in or~er to place conduit for electrical power to the St. Mary's development. The following is a list of conditions that. must be met in order to open cut the street: (1) Complete and return the attached application with the .$125 application fee to the Building Department for processing. This permit must be issued prior to any construction on Nagle .Street. Coordinate .the street cut permit with Building Official Lance Simms at (409) 764-3741. (2) The electrical conduit may be placed on top of the existing G.T.E. vault in Nagle Street. Since the vertical separation between the vault and Nagle Street is approximately 4', the Electrical Department has requested that the conduit be capped with 2" of concrete (4" maximum). Please coordinate any details concerning the conduit placement with Electrical Operations Coordinator Tony IvIichalsky at (409) 764-3660. (3) The open .cut mu~# be repaired' in accordance. with City of College Station Standard Specifications for Street Construction. Make sure the minimum compacted densities outlined in the Standard Specifications are met.. There is an acceptable "Open Cut Repair Section" on sheet C1-03 of the approved plans that was used for Church Street. Contact myself or your civil engineer Mike McClure at McClure Engineering for further clarification. (4) Work closely with Engineering Inspector John Logan during the conduit placement so that the street cut and repair can be adequately inspected. These discussions and. the conclusions reached are as follows: 1. Storm Drain Line - St. Mary's. will be expanding on both the north and south sides of Church Street. As such and the fact that there will be no room to "detain" on the north side, they have to install a pipe under Church to carry the increased runoff from the north to their pond on the south side of Church Street. After discussions with Steve and Kent, we decided that this pipe from r.o.w. to r.o.w. would be the responsibility of the City of College Station, since it will be wholly contained within our right-of--way. This was decided to avoid complications with a franchise (permit) to contain private improvements (storm drain) within public r.o.w.'s. It will need to be constructed to City standards. 2. Detention - St. M ary's will be constructing their sanctuary, located on the north side of Church, first. This structure houses the new student center and they will need to have a c.o. on this before they can demolish the old student center on the south side of Church Street. The old student center location is the site of their detention pond. Therefore, they will need a c.o. on their building without having the detention in place to support this structure. I told Joel that I felt we could have some letter agreement between St. Mary's and the City that would accomplish their receiving a c.o. w/o detention {temporarily) as long as in the agreement it stipulated a time frame for completion of the pond and allowed the City to construct and place a lien or some other method to assure reimbursement if they failed to construct the pond in the time frame specified. I didn't see this as a problem since we have nothing in our ordinance that makes people construct their detention first. In numerous locations, the pond has been the last thing built, in essence operating similar to how this will operate. The only exception is the c.o. will have been granted. This is the minimum space required by A.N.S.I. standards for the side by side passage of two wheelchairs. This walkway space may either be on the building side or the curb side of the -sidewalk. Many existing building sites in Northgate lack enough space to include any landscape/streetscape additions. These. sites shall be considered .exempt from external requirements. 2) The landscape/streetscape .improvements should encompass at least 1/3 of the width of the building frontage. Doorway widths shall be excluded from frontage .calculations. Live plant material must be included where feasible m each proposal. The developer/business person should contribute visually to the neighborhood in a positive manner. 3) Elements of an attractive streetscape might include raised. planter boxes, at-grade planting beds, indoor window plantings. where sidewalks are. too narrow for outside plantings, seating benches, light features, trash receptacles, and decorative railings, banners, etc. 4) Items. used in .the streetscape. -must be durable to weather and humans in order to maintain a good.. appearance over time. When considering plant materials, one must. look at the ability to withstand and thrive m restricted settings and harsher-than-average.. growing conditions.. These discussions and the conclusions reached are as follows: 1. Storm Drain Line - St. Mary's will be expanding on both the north and south sides of Church Street. As such and the fact that there will be no room to "detain" on the north side, they have to install a pipe under Church to carry the increased runoff from the north to their pond on the south side of Church Street. After discussions with Steve and Kent, we decided that this pipe from r.o.w. to r.o.w. would be the responsibility of the City of College Station, since it will be wholly contained within our right-of--way. This was decided to avoid complications with a franchise (permit) to contain private improvements (storm drain) within public r.o.w.'s. It will need to be constructed to Citystandards. 2. Detention - St. Mary's will be constructing their sanctuary, located on the north side of Church, first. This structure houses the new student center and they will need to have a c.o. on this before they can demolish the old student center on the south side of Church Street. The old student center location is the site of their detention pond. Therefore, they will need a c.o. on their building without having the detention in place to support this structure. I told Joel that I felt we could have some letter agreement between St. Mary's and the City that would accomplish their receiving a c.o. w/o detention (temporarily) as long as in the agreement it stipulated a time frame for completion of the pond and allowed the City to construct and place a lien or some other method to assure reimbursement if they failed to construct the pond in the. time frame specified. I didn't see this as a problem since we have nothing in our ordinance that makes people construct their detention first. In numerous locations, the pond has been the last thing built, in essence operating similar to how this will operate. The only exception is the c.o. will have been. granted. Because the power pole at that location will not be removed for some time., we simply need to adjust the width of the proposed ramp. Increase the width of the ramp such that the sloping 12:1 surface extends all the way to the proposed curbline of Nagle Street. This will provide adequate with (:3.5'+ clear ) for the existing conditions (with the pole.) .When the pole removed in the future, the extra ramp width will allow pedestrians to maintain a more direct route without getting uncomfortably close to the curb. I agree that their is a grade problem, but it is extremely minor. The plan shows a grade of 342.00 where it should show 342.26. The forming of the sidewalk and ramp should account for this slight difference and maintain the required 12:1 slope on the ramp with 2.0% cross slope. McClure Engineering contacted the surveyor for the owner of Lot 6, Block ~ who produced field note evidence which indicated that Lot 6 has senior possession rights to the rest of the TAUBER ADDITION. The long dimension of the Church's property was pro-rated and. adjusted to conform to the existing retaining wall shown along the southeast line of the property. These changes are indicated in the new topographic survey dated 29 April 1998. Additionally, the grading plan for Phase 2 was revised to improve the grading between the volleyball court and the parking lot. The Site Plan Phase 2 was revised to coordinate changes from both the topographic survey and the grading plan. After reviewing the existing site conditions for Phase 2, the following conflicts were discovered: 1. At the southeast corner of Block 6, there is an existing electrical service with a pole located approximately at the center of the new accessible curb ramp. It is our understanding that the electrical service will be placed underground some time in the future. Until that takes place, pedestrians will possibly step into the street to avoid the utility pole. Also, please note that the accessible ramp will not be operable with the present pole location. The settthorn phase will be phase one and will consist of a parking lot and 3 buildings. Before. phase two can begin (the detention and another parking lot), the buildings in phase 1 will have to be occupied. Veronica Morgan, Steve Homeyer, Shirley Volk met with Peter c? and agreed that a letter of intent will be acceptable if that letter points out that both phases constitute 1 project and one contract; and include a time frame as well. That will mean that detention will not be built during phase one, and in fact, will not be built until demolition takes place on the north side of Church Street. No financial guarantee will be required for postponing the detention until phase two. Sabine McCully briefly attended the meeting and said that she would only be agreeable to issuance. of a Conditional Certificate of Occupancy for the 3rd building in phase one, with the condition being that the phase 2 of the project be completed bya certain date. After she left, the meeting continued, with Shirley Volkpointing out that there is a possibility that the planning division would also require a financial guarantee for the landscaping which had not been installed at the time the last C.O. fora building was issued. A phone call was made to Rick Hollington with all the group on the speaker phone and telling Mr.; Hollington of the agreement. The fire hydrant. which is 114 feet to the West corner of Nagle does. not. provide that coverage. The hydrant on Stasney will provide some coverage. We have suggested that you place a hydrant at the Northwest corner of Church and Nagle. and extend the water line along Church Street to connect to a line somewhere across Stasney. This would providethe required coverage, but it may not be suitable for you, so please feel free to relocate it, as long as required coverage is provided. We will be happy to draw the. hydrant on the plans we have. An Engineer will haveto prepare the plans for the fir hydrant and water line. The line size will also need to be determined by and Engineer. The .details of the retaining wall for detention must be submitted and reviewed apd approved prior to construction. We will need to see elevations of the wall to determine if what is proposed is aesthetically pleasing. It is the. City's policy not to accept plain concrete "walls" if they extend out of the ground more than 6` inches.
