RE: Hurricane Harry's Conditional Use Permit
To Whom It May Concern,.
As an owner and property manager of properties in the north gate area and
specifically properties adjoining the proposed property at 313 South College
which is requesting the permit, I have to express my deep reservations about
adding another 4700 Sq.Ft. of night club space at this location. The parking.
facilities at that center overflow into neighboring streets at the current time.
If and when the adjoining property which has begin demolished is redeveloped
there will be a major problem at night in that area.
While I am definitely pro-business, I also am chairman' of the parking sub- -
committee of the College. Station Community Enhancement Council.` One
of the biggest problems which the city faces is overflow parking from centers
of business. Northgate gets the publicity because of the terrible lack of space
but overflows are also a problem at Westgate Center, bloodstone Center,and
at this property. The ordinances read that only 25°ro of these centers can be
designated for restaurant or bar use, but in these very popular place~that appears
to be too high.. We have to confront these problems sooner or later. The city
will never improve these problems by granting variances. where there are potential
problems. Mason Newton of the College Station Police Dept.;has expressed real
.concern about these exact areas.
How many patrons and cars would 4700 additional Square Feet of bar add?
Is there enough space. for that many more cars? What about safety concerns
with the huge crowds at that spot? What effect will this have on futuredevelopment
in the area behind and to the north of this location?
Please ask these questions for me because I'll be out of town Thursday evening..::

Minimum Requirements:.
1. Receipt for. filing fee ($150.00 or $75.00 for in-house child care -mina 7 children).
2. Sixteen (I6) copies of site plan which includes requirements for site plan proposals as listed on
attached sheet. This site plan will go to P.R.C. for review, after which thirteen (13) copies of
revised site planwihbe required.
3. Detailed explanation of proposed use including hours of operation,. anticipated. traffic, number of
employees; number of students, children, church members, etc., as applicable.
4. If sign is planned for project, site plan should include sign elevation and details. If sign
details are not included on plans submitted with this application, any future sign may have to be
considered as a separate conditional. use permit and ail of the above requirements must be
repeated.
5. Other information may be required by the Planning Staff.
APPLICATION WILL NOT BE CONSIDERED COMPLETE WITHOUT THE FOLLOWING.

On-Line Real Estate Services represents Mark and Janet Heiman, the owners of 31
condominium units located at 400 Nagle. They also own other property in the Northgate
area. They have. serious concerns over the addition of 4700 square feet of night club
facility at this location. The two main concerns stem from the additional parking areas that
will be needed to service,the additional patrons. Currently, patrons already use the streets
to the North. of the establishment when parking is no longer. available in the strip center.
This will only get worse with the additional number of persons allowed in the club.
In addition, there will be 'more traffic in .the .area at night. This will lead to more
potential accidents, and possibly more undesirable traffic around and. on the adjacent
properties.
It appears that parking problems already exist in the Northgate area. This addition can
only lead to further .problems. The College Station Police .Department has already
expressed concerns over the current parking problems. This will increase. the numbers. of
calls to the department.
Please consider the problems that will be created now, and in the future by ..allowing
