is still scheduled for P&Z consideration on Thursday, December 7, 1995.

Ordinance Requirements:
_ Show- proposed or existing fire hydrants. (If the existing fire hydrant is off of the; sheet,
note the distance to the. hydrant:
_ Provide a map showing the.. property boundary and the "phase" line of the proposed
development. (Clearly dimension the entire property as well as the proposed development
area.)
Note the finished floor elevation of the proposed building.
Show fire lanes throughout the site.
Dimension the handicap parking space.
_ Note if the parking and drive area will be concrete or asphalt.
Draw an arrow to clearly show the 25' building setback line.
The 8" public. sanitary sewer line must be extended through this property to eventually
serve lot 1, block 1 of the Holleman Place Subdivision.
_ Dimension between the. property line and building line in both the front and back of the
property.
_ Provide topography and grading information.. Detention details must be provided prior to
the P&Z Meeting scheduled on Thursday,. December 7, 1995. (If the detention area is in
the front of the property, provide aesthetic details to comply with. current Streetscape
standards
Correct the ownership of lot 1', block 1 of the Holleman Place Subdivision.
_ A sidewalk is required along .the Holleman frontage of the proposed "developed area".
Provide handicap ramp details and make. sure that minimum ADA requirements are

Dimension the width of parking space #1 l .located in the rear of the site.
Relocate the proposed dumpster pad so that it is not visible from. Holleman Drive and is
accessible to the Sanitation front-end loading trucks.
Provide curb details.
Note the amount of "compacted lime stabilized subbase" that will be used.
Correct the pavement section detail.
Clarify note #1 under the Pavement Sections. Will the asphaltic prime coat be applied to
the subgrade?
Clearly show the location_of the property an the vicinity map.
_ Note whether easements are proposed or existing.
Will. the portable fire safety house be placed on a paved area?
Clarify the symbol located near parking space #1 in the 10' utility easement.
_ Correct the sanitary sewer demand table to reflect gallons per day (not SPD).
Correct general note #6 to include a wooden fence a minimum of "8"' in height.

The developer is to .provide and place one 3"PVC .pipe with pull .string from the outside
building termination to the nearest power pole in the .utility easement paralleling Richards
Street. The conduit should ell up 4' at the termination point and be capped. The service
entrance should be within 20' of power; if not, a 8' x 5/8" copper ground rod must be
placed at the base of the termination point. Coordinate service details with G.T.E.
Representative Laverne-Akin at (409) 821-4723..

It was a-;pleasure to meet you and Greg in yesterday's meeting, and we look
forward to working with you and Debbie. to get this project completed as
smoothly as possible.
I have enclosed a copy of the plat of the subject property and have given Brett a
couple of copies, too. You will notice the notes on the right side of the sheet.
have pointed these out to Brett and he is addressing them with staff at this time
for clarification as to whether #hese notes actually apply to this property now
since the zoning referred to is no longer applicable.. He also .had questions
abau# the "15 foot screen (of masonry construction)" which is on note #2.
I'm sure he will.. get you information regarding these notes as soon as he
receives it.

Do we have to have the big dumpsters at station one? If possible I would like
to have two regular containers that can be rolled out to the curb. Due to the
new marking for handicap parking we are going to loose another parking space
in front. If possible would like to gain it back in the area we had marked
for a dumpster enclosure.

Landscaping belay
Dear Shirley,
As we have. discussed, mostly by E-mail, we would like to obtain a temporary certificate;
of occupancy for the fire. station, with all items complete except landscaping.
The City Parks Department will be installing the plantings with the help of some federal
prisoners under a new work release program being negotiated by Mr. Beachy.
We anticipate the need for the T.C.O. during the week of March 3 1, and expect the
landscaping to be complete in place by the end of May.
Please let me know if this poses a problem, or if you have any questions.

from the planners because it is an item in the zoning ordinance. Just thought

Shirley, I had sent a message out to various staff. on the punchlist meeting
sheduled for this monday, but I absent-mindedly forgot to include. you on the
list.
Because it is a Capital Project, I am asking that all comments from the City
staff .about .the fire station 'go through me, and I will forward them to the
architect, who will direct the Contractor.
I understand the safety issue for the striping and the fire lanes, but I would
like some advice on the landscaping.
Our Parks Department is installing the landscaping with Capital Project SS$~
not the contractor..
So how do we (the City) write ourselves a letter for some amount of money to
guarantee that if we don't install thelandscaping, then we will have to do it
ourselves anyway?

I talked with the contractor yesterday and he says they are nearing completion
of the fire station, and MIGHT POSSIBLY be ready for a C.O. on Monday, 3/24
(but probably not quite that .soon). He pointed out that landscaping won't be
in, but that our. parks dept is going to do the installation. I explained that
our ordinance allows the contractor to submit a financial guarantee for
landscaping for a period of time up to 4 months, but that because striping and
fire lane striping has to do with safety and traffic control, it must be done
before the C.O. is issued. I would like for you to tell me about any other
items which are outstanding and need to be completed before the C.O., oar
listed as a condition on the C.O., so I can relay that to the contractor asap..
Also, I guess we need to think about"how the guarantee for the landscaping
will be handled, since we want to treat this. as any other commercial
development.

Veronica,
This memo shall serve to explain the determination. of costs expected to be
_ reimbursed to the City for the extension of the`sewer main to and along the
frontage of the new fire station.
Based on the low bid received on march 15th, the total public sewer main
construction cost will be-_$13,722.25 and added to Debbie Keating's fee
determination of S 1,276.00 we get a total cost of S 14,998.25
As shown. on the attached map, a total of 4.73 acres is shown to be served
- by this line extension, giving us an area cost of 53170.88 per acre.
Because .the only lot which can be assessed is lot one of :the Holleman Place
subdivision, which contains 1.42 acres. we will expect a reimbursement of
54,502.65 once this lot ties into the. City'sewer system.
We :wily forward. actual costsonce the line construction 'is completed.

Attached please find construction plans for the public improvements associated with the proposed
Fire Station # 1 Project, submitted for your review. Although already approved, we have made a
few minor changes to the site plan, to reflect the current drainage design .and modify the plan. The
changes to the site plan are listed below for your information.
• Added 5' to radius of parking lot to add volume to detention pond
• Revised page number to reflect construction plans
• Moved note in upper left corner down from border
• Corrected a misspelled word in note number 5
• Rotatedguy wires to correctalgnment
• Added sidewalk detail
• Revised. storm sewer notes to reflect new lengths/slopes

at a recent meeting where we discussed the proposed .conference center layout, the question arose as to
whether or not the rear yard of the fire station could be converted from a buffer area to a parking lot.
i looked through the file and there was no specific condition associated with that rear area. however, the
staff report and presentation did point out that a 15' buffer area and a 60' building setback were goring to
be maintained. adding the parking lot would constitute a substantial site change which needs pn~
consideration. it can be considered either as an amendment to the fire station use permit or with the pnz
consideration of the conference center.
addition of parking would not constitute an encroachment into the 60' setback because the structure
would be at grade. it is also possible to still maintain a 15' buffer as shown on the original plat (there are
more than 70' between the exiting development and the buffer - a circulation aisle'with two rows of
parking would take up only 63~. my recommendation. is to .proceed with the future parking shown and to
maintain the 15' buffer with either natural vegetation or new plantings.
