N ,. 25Q1.Texas Ave. South Colle ~ .. ge Station; Texas 'Dear Sirs, In reference: to your proposed. expansion into the space behind your present locaton,:we have some recommendations for~measures to help control sound leakage. The building is~ a "tilt-up" concrete `structure with metal roof, glass front windows and doors, Nall-metal roof '° and metal back door. The rear. door opens o a back alley across from a trailer park with the nearest trailer. approximately;25 feet from the door. Your biggest sound problem will probably be the trailer folks nearest to you and so we should concentrate on minimizing audio- leakage in that direction. The present. rear door- is very poorly weatherstripped and will definitely be a considerable problem source. It should be either replaced with a very tight fitting metaLdoor system or refitted with new weatherstripping, preferably the magnetic type that pro ides 100% sealing all around; Care should be taken to make sure the bottom of the door is sealed as welt as the rest because if air can pass through, so can sound? The rearwall would transmit less if it:~n~as "de-coupled" from the source of sound inside by building an extrai wall not connected to the external wall and filling the cavity with insulating material. The heavier. this wall is,'the more it will stop sound from getting to and throughthe rearwall so we recommend at least 5/8" sheetrock instead of the thinner 1/2`'type If you can arrange to -place storage morns, closets or bathrooms. against this .extra inside rear wall that will be an: added help in insulating the sound: RENTAL • DUPLICATION • MARKETING -` `.3602 E. 29th, Suite A Bryan, Texas 77802 (409) 260-1925 :Page Two of Three . The next likely source of sound .leakage ,will be the metal roof. In -: -the past, his :problem has been Belt with in a variety of ways. The first and'most preferable way is to install a drop;or suspended ceiling with heavy insulating bats rolled over it. Leave absolutely no -holes or voids uninsulated for sound to get past this barrier. , The next step: in case the drop ceiling .is not enough :would be'a `choice between:... A. Adding insulation to the metal roof either inside or outside (usually aspray-on;fiber or densefoam). (This would provide an air space with` insulation on the top and the bottom creating a "sound trap" between the suspended ceiling and the roof) or°B. Installing. a .heavier ceiling: constructed of sheetrock and disconnected from the existing roofing panels as a better sound barrier. ,:(This is a pretty radical fix and very expensive and I would probably j ust turn the music' down if it came to this point) . The front door will be a minor source.of sound escape but should'.. be kept closed if at all possible. My suggestion would be to keep it as a fire exit with a panic bar (as the rear door probably will) :and route the customers in and out through the main club entrance: This will keep it closed during high:.-soundlevels but enable it to be used at the end of the evening for clearing out the .folks after the music has been shut down. Placement of the speakers can `also affect the sound levels outside the club.;'I recommend not facing: the low frequency. speakers: toward the back wall but- placing -.them as close as possible to the dance floor Ito get the.'best effect with the,Ieast volume. Likewise, the, mid-high boxes::, hould not face the rear wall. They should be suspended over the dance " floor facing down at approximately a 45° angle for,best effect. The sound transmission to the trailer park will be much less than the previous dance club 1©cated in the center because. of the following , . differences: A. The 'area of wall arfd roof exposed to sound is drily 1 /3 as large as the old club -providing ....much less' radiating surface. ; B. The addition of a drop ceiling with. heavy insulation was not a part of the old club. C. The double wall along the rear of the building and insulated rear door were both not part of the old club September 7, 1995 To: Sabine Kuenzel College Station Planning & Zoning Committee From: Floyd S. Shelburne Managing Partner - .Penthouse Billiards Dear Ms. Kuenzel and Committee Members: I would like to take this opportunity to try to alleviate your concerns on our proposed expansion of the,Billiards Hall. I am well aware of the problems all were faced with concerning the Edge and Globe Night Clubs in the same area. However, the small dance area that will be added to the Penthouse will in no way generate. or reflect the type of atmosphere or sound either of those Clubs did. ' It is our intentions as we have previously stated, to play the Rock & Country mix that we currently play in the Penthouse. We have retained RDM Audio of Bryan to conduct a survey of the space and are building vut to their specifications and eliminate any objectionable noise. from reaching the trailer park residents behind our establishment. I realize that the owners of the other establishments. did very little to control their sound or patrons. However, I feel it is very unfair to judge our operations on their records.' From the day our operation started in January of i 995, we have not received a single complaint from the other tenants at Park Place Plaza, the City of College Station and most importantly the trailer park residents.. This in itself should speak far the way we manage our operations. At the Committee meeting on August 4, 1995, Ms. Ava Williams, Manager of the trailer park addressed the Committee with her concerns of interior as well as parking lot noise. T have since.. met with Ms. Williams and explained our policies with her and I feel she is quite comfortable with what we are proposing to do. As with her, I will again assure you first and foremost we are a Billiards Hall and Sports Bar whose owners are residents of this community. Myself as well as Mr. Vanya are in our establishment every night it is in operation unlike many of the other club owners in the area. We feel we have an obligation to our resident neighbors as well as our patrons. And, without the support of the Gity, its .:residents, and our patrons, we could never be successful. This is why unbeknown to many of you and Ms. Williams, we continually monitor the sound level on each song that is played to assure it does not. exceed tolerable.. noise levels. As with the parking area noise, it has been our policy from the opening day to have management outside in the lot at closing to ensure the safety of our patrons as well as to control any undue noise. In closing I would like to inform the Committee that after talking with our patrons, local residents and the owner of Park Place Plaza, we will be changing our name, effective October 1,.1995 to G. Cutlers. This. change is in response to numerous questions concerning the name Penthouse. We had envisioned the Penthouse as the executive suite ar top of the line of the Billiards Halls in town. Unfortunately, most people associate the name Penthouse with the men's magazine of the same name. This. is a very great concern of ours that unfortunately we did not foresee when we picked the name, and we definitely do not want to be associated. with the same. Therefore, after obtaining permission from all parties involved we have decided: on G. Cutlers. This name is derived from Albert Gustano Cutler, a famous billiards expert of the 1800's. We feel the name G. Cutlers along. with our expansion will assure our establishment is always seen as a place for all areas of family entertainment that ourselves, as well as the City of College Station and its residents, can be proud of. Again, we would like to thank each of you for your consideration and concern for our expansion and growth in the City of College Station and hope that you would approve the expansion project and make G. Cutlers MEMORANDUM TO: Planning and Zoning Commission FROM: Sabine Kuenzel, Senior Planner DATE: August 30, .1995 ~~ RE: Penthouse Billiard Conditional Use Permit At its last meeting, .the Commission tabled a request to add 2200 square .feet onto a 6900 square foot existing night club (pool .hall) at Park Place Plaza. The applicant had testified that he intends to add a small dance .floor and occasionally bring live entertainment. as a .part of the expansion.. The residential area to the southeast has experienced past problems with he Edge (previously .located in the far southeast corner of the same shopping center) and with the Globe (previously located in the old Schulman Theater). The Commission wanted additional information from the applicant regarding sound ,insulation so than we could be assured that previous problems will` not be repeated. As of this. date, staff has received .the attached letter from the. applicant. The Building Department has requested additional information. that will aid in assessing the sound proofing that is planned. Additional information will be available at the meeting. Minimum Requirements: 1. Receipt for filing fee ($150.00 or $75.00 for in-house child care - min. 7 children). . 2. Sixteen (16) copies of site plan which includes requirements for site plan proposals as listed on attached sheet: This ite plan-will go to-P.R.C. for review, after which thirteen (13) copies of '' revised site plan will be required. 3. Detailed explanation of proposed use including hours of operation, anticipated traffic, number of employees, number of students, children, church members, etc., as applicable. 4. If sign is planned for project, site plan should include sign elevation and details. If sign details are. not included on plans submitted with this application, any future sign may have to be considered as a separate conditional use permit and all of the above requirements must be repeated. 5. Other information maybe required by the Planning .Staff. APPLICATION WILL: NOT BE CONSIDERED COMPLETE WITHOUT.
