PHYSICAL FEATURES: STAFF REPORT June'15, 1995 95-705 CSISD CSISD Conditional Use Permit to allow the relocation of three portable classroom. buildings and the addition of six more buildings at A&M Consolidated High .School Intersection of Welsh and 2818 frontage road. Area: Each building will be 1536: square feet. Location: All nine buildings will. be located at the corner of Nueces Drive and the 2818 .frontage road. AREA ZONING AND LAND USE: Subject Tract: R-1 Single Family; developed as A&M Consolidated North: R-1; developed as low density residential East:: R-1; developed as low density residential and church South: C-3 Planned Commercial; vacant West: R-4 Apartment Buildings/Low Density; vacant LAND USE PLAN: Public & Institutional ENGINEERING:.. Before the last three buildings are installed the applicant must submit a .drainage report to ensure that these buildings will .not negatively effect the drainage patterns in the area. NOTIFICATION: Advertised Commission Hearing Date(s): 6-15-95 Number of Notices Mailed to Property Owners Within 200': Response Received: None to date STAFF C01V11VIENTS: Conditional use permits are granted by the Commission, subject to appropriate .conditions .and safeguards, when the Commission finds: A. That the proposed use meets all the minimum standards established in the Zoning Ordinance for this type of .:use; B. That the proposed use is in harmony with the purpose and intent of the .zoning. ordinance and the. plan for physical. development of the district as embodied in the comprehensive plan for the. development of the City; 'G. That the proposed use will not be detrimental to the. health, welfare, and safety of the surrounding.. neighborhood or its occupants, nor be substantially or permanently injurious to neighboring property. _(See sec. 14, Ordinance 1638) The P.R,C. reviewed this project on May 31, 1995.. The. fact that .the buildings are to be .located in such a visible space prompted discussion regarding .possible screening of the corner. The applicant would like to put in as little.: landscaping as possible. now due to the .fact that within" the next two to three years, the school .will. be expanding and the entire site will be redeveloped. ' In light of this .pending reconstruction, the PRC recommends .that. a time limit of four years be placed on approval of the buildings. At the end of such time, either the buildings should be removed or adequately screened.
