GTE Representative Conditional Ilse Permit -Holy :Cross Lutheran Church; proposed expansion to the existing facility,by 38:00 square feet to the existing site located at the Sebesta Road and Foxfire Drive intersection, 1200. Foxfire Drive. (95-702) A Project. Review Committee meeting was held Wednesday,. May 3, 1995. to discuss the above mentioned parking lot plan. .Commissioner Gribou moved to approve the proposed site plan with the following discretionary items, ordinance requirements and comments: CONDITIONS OF APPROVALS Discretionary Items: _ .Clearly distinguish the phasing of the project including the proposed gravel drive. Coordinate with staff how such issues as fire lanes and drainage will be addressed if the proposed gravel drive is allowed. The following is a .list of .ordinance requirements identified by the Project Review Committee. This list does not relieve the applicant of total compliance. with all current ordinance requirements. PRC Report Holy Cross Lutheran Case #95-702 Page 2 of 2 Ordinance Requirements: _ Provide. a volume and. page number of the proposed 20' utility easement to be dedicated by separate instrument adjacent to the Ledbetter property. _ Note the existing sanitary sewer service line as "private". _ Provide a drainage easement for the existing pond. :.Submit a document addressing the future maintenance of the pond. Show the proposed sidewalks throughout .the development on the site plan. _ Submit an .irrigation plan for the landscaping prior to issuance of a certificate of occupancy. _ Show the proposed fire. lanes throughout the existing and proposed parking lot. Comments/Concerns: _ Provide one 2" conduit with pull string from the power pole in the 20' utility- easement (same pole at electrical conduit} to the outside termination point. The pipe shall ell up 4' at the terminationpontsnd the conduit shouldbe capped. The service entrance should be located within 20' of the power. service multi-ground neutral and no closer than 36". If termination is not within_20' of power. service, multi-ground an 8' x 5/8" copper ground rod must be placed at the base of the termination point. The owner should place a conduit from the outside termination.: point to the edge of the pavement for future telephone service. Coordinate telephone service details with G.T.E. Representative Laverne Akin at (409) 821-4723. ` Planning. Technician Thomas seconded the motion to approve the site plan with the above mentioned conditions which :passed unopposed (3 - 0). SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE. PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT PROCESS. .COORDINATE. FUTURE SUBMITTALS WITH .DEVELOPMENT COORDINATOR SHIRLEY VOLK AT (409)'764-3570. APPEAL`PROCESSc An applicant may appeal the decision of the Project Review Committee to the Planning and Zoning Commission within five days after the PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual acceptance of -all conditions imposed,. and a waiver and surrender of all complaints, .defects, or .potential invalidity,. whether under tate or federal iaw. An applicantappealing the .decision of the PRC shall file ten copies of the final site plan as approved by the PRC, showing all changes_and requirements imposed by the PRC, .and accompanied by a written explanation of those items being appealed. .Until. said copies are on file, no further :development approval shall occur, and no further action by the Commission shall take place. An applicant may appeal .only certain. aspects of .site plan review, and in the.. absence of discretionary review by the Commission,. or review ,pursuant to a petition, all other aspects of the site plan shalLbe final.
