Commission, subject to appropriate conditions and safeguards, when the Commission finds:: A. That the;proposed use meets all the minimum standards established in the Zoning Ordinance for this type of use; B. That the proposed. use is in harmony with the purpose and intent of the zoning ordinance and the plan for physical development of the district as embodied in the comprehensive plan for the development of the City; C. That the proposed use will notbe detrimental to the health, welfare, and safetyo~t e urroundingneighborhood or its occupants, norbe substantially or permanently injurious to neighboring property. ~._. (See sec. 14, Ordinance 1638) - For the purposes. of this case, the sign should meet all of the above criteria as well. The proposed -sign will be 10' tall .and be located on the Rock Prairie frontage near the property line approximately: 40' off of the road. The church could have a sign that meets R-1 restrictions without additional P&Z review. However, these restrictions would limit the school to 32 square feet with a maxmum:.height of 8'. The school is requesting to use C-1 requirements, which would allow a sign in accordance with 'the school's needs. The_sign does comply wifh C-1 sign restrictions and is in fact well below. the maximum area and height that would ordinarily: be allowed on commercially zoned property.
