I reap appreciate your offering to woxk with me on. your property, however I do not think
it is feasible at this. time.
#1 Nothing can happen until Switch Station Road and Appomattox is improved to
the property. I do not think the shopping center developer will be able to
amortize that cost and make the shopping center numbers work.. I could be wrong
on this. ,

Dear Mr. Hermann:
~I I received the information you sent regarding the placement of 3 mobile homes on your_property
located at 2401 E. BYPass,"College Station, Texas. As you know, the City of College Station has
a mobile home ark ordinance. The Cite. also has a olic whereb a mobile home, maybe placed

in an A-0 zoning district on a minimum 5 acre lot. Typically, this is allowed for one mobile
home. Due to the size of your property and it's A-O zoning I see no problem with the placement
of the three mobile homes as you indicated on the drawing you submitted. Before placement you
must comply with the requirements Jon Mies indicated to provide-for improved emergency
access. This includes adding,signage along the entrance road to indicate the addresses of the
homes, the enlargement of the cattle guard crossing, the improvement to the road surface by
placing additional gravel to equal or better that on the existing drive as it enters off of the
By-Pass, .placement of a culvert as shown on the plan 'and the provision of a back-up area for
emergency vehicles.
There will be no allowance for placement of any additional mobile homes on this property without
!, compliance with the City's mobile home park ordinance. In the future, you may exchange out .one
mobile home for another, but no additional ones will be allowed.,
' According to the City's Engineering Division at least one of the mobile homes is located within
the floodplain: The elevation at this location is 252'.

I just talked to Jon. His .concern is whether there is adequate road to get
out there. He realizes Bert won't want to .add a fire hydrant. There is an
existing gravel drive which he's going to go out and look at. He may feel
like it needs to be beefed up. He will call you this PM so you can relay
whatever to Bert. I have no problem telling Bert the drive needs to be beefed
up if that's what fire needs. .Thanks again.

I went and looked at the site and have three areas of concern.
1. The road is in fairly good condition up to the oil well cut off, after that
it could use some additional gravel to bolster the base. I feel if we get a
heavy rain we could have-problems in some areas.
2. When you take the right fork into the road that leads to the .stable and one
of the mobile homes there is a cattle guard that is just over 10 feet wide.
This needs to be at least as wide as the cattle guard on the left fork to
allow the trucks to have. access to the back portion of the property.
3. Where the road forks we will need some directional signs to the specific
addresses of the renters. The houses and mobile homes should also have the
addresses displayed in order to reduce delays in case of emergency.
Im closing I'm am not to keen with there being more structures that far from a
hydrant, but it looks like we will have to live.. with it. If the above
mentioned concerns are addressed it would be easier to live with.
I have a doctors appointment at three and I should be back before the end of
the day, so call me if you have any questions.

RE: Questions regarding Development of your Property along the East By-Pass
Dear Mr. Hermann,
I have reviewed the letter and .drawing you brought to my office last week. I understand that
someone is interested in 33 acres of your property.. Before you can legally sell any portion of your
property you must submit a preliminary plat and/or master development plan on the entire acreage
you own. This. plat/plan must be submitted by a registered professional engineer and must be
accompanied by impact studies. showing the impact of the range of uses allowed under the current
or proposed'zoning on the City's infrastructure (electrical, water, wastewater, drainage and traffic)
systems.
This master plan must include all property that was under the same ownership as of 1970. If there
have been any subdivisions or sales of property since 1970 these. properties must be included in
any platting documents. I understand from Mr. Callaway that Davis McGill bought 14 acres from
Lydia Boriskie in 1983. This was done without legally subdividing the property.. This 14 acres
must be included in your plat. The City can not issue any building permits on any of the original
parent tract without .the property first being platted, since this illegal subdivision took place in
1983.
As we have discussed, Appomatox is on the City's Thoroughfare Plan to be extended through your
property. This right-of--way must be shown on the master plan or preliminary. plat of the. entire
property. Final plats must be submitted with construction documents and appropriate financial
guarantees for infrastructure improvements. You may final plat just a portion of the property, but
whether you would be allowed to build just part of Appomatox at that time would be decided based
upon your impact studies and the City's policies.
It is not likely that the staff will. support a piecemeal approach to the construction of necessary
roadways such as the Appomatox extension. The City would want to insure that, if all of the
Appomatox extension is not constructed initially, the. property remaining to be developed could
support the portion of the street remaining to be built. If this is not determined to be the case, then
the City could discuss deferring construction of a portion of Appomatox only if you dedicate the
right-of--way at this time, submit approved construction documents and monetarily guarantee the
construction.
Your engineer, in designing Appomatox, might suggest alternative layouts considering the location
of the oil well.

As I stated, my conversations with the Parks Dept. have indicated that .the Parks Board is not
willing to recommend that the 6.08 acres adjacent to the Switch Station be accepted as parkland
dedication. You should. discuss any parkland dedication matters with the Parks Board before
proceeding.. Your questions regarding assessment being waived in lieu of a land dedication is not
applicable because the developer is responsible for dedicating right-of--way and building the road.
I reference my previous letter of August, 1994 for discussion of your proposal to relocate Switch
Station Road, if that is still your desire.

there's no min. lot width in the ZO. If there is not reference to same in the amended sub. regs. then it's safe to say there is none. he just has to meet the
min., one acre and all setbacks. It's kind of like R-lA that has no min., width or depth.
