SUBJECT: Site Plan -105 Winter 'ark; proposed fourplex to be located on lot 1, block S 1 of
the University Park Section II Subdivision to also include site changes to the
existing duplexes located at 101 and 103 Winter Park, (lots 2 and 3 respectively).

A Project Review Committee meeting was held Wednesday, December 6, 1995 to discuss the
above mentioned site plan. P&Z Representative Smith moved to approve the proposed site plan
with the following ordinance requirements and comments:
CONDITIONS OF APPROVAL:
The following is a list of ordinance requirements identified by the Project Review
Committee. This list does not relieve the applicant of total compliance with all current
ordinance requirements.
Ordinance Requirements:
Szte Plan Related:
Provide all radii dimensions to include the drive entrance and parking. islands.
Curbing is required around the perimeter of all parking and drive areas.
_ Provide a 100' fire lane along the northernmost drive entrance off of Winter Park Drive for
emergency vehicle.. turnaround.
Provide street names on the vicinity map..
_ Across :parking and access easement is required for all three lots prior to issuance of a
building permit.

Non-Site Plan Related:
_ Provide off-:site .drainage easements. The curbing break for parking lot drainage is not
allowed: The drainage must be detained on site and taken through an easement to the
existing creek.
_ Show where detail #02 "Asphalt .Apron Detail" on sheet SP-3 will be used on the site.
_ Revise detail #03 "Curb Detail" to meet the City's minimum standards. (The proposed
square curb is not acceptable
_ A drainage .development :permit is required prior to any site work. There .are stilll some
outstanding items from the previous drainage report that must be addressed. (A $100
application fee is also required.)
_ The finished floor elevation must be at +l' above base flood elevation or .5' above the
ultimate flood.
_ Burton Creek, 'according to the Drainage Ordinance, must detail through the 100 year
ultimate storm.
An irrigation plan is required prior to issuance of a certificate of occupancy.
Comments/Concerns:
_ The owner/developer is to provide one 2" conduit with pulp. string from the unit to .the
public utility easement. Conduit can be placed in the same trench as electrical with a 2'
separation. Coordinate telephone service details with G.T.E. Representative Laverne
Akin at (409) 821-4723.
_ Coordinate underground electrical service details with Electrical Operations Coordinator
Tony. Michalsky at (409) 764-3660.
City Engineer Laza seconded the motion to approve the site. plan with the above ~
conditions which passed unopposed (3 --0).
.SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS. WITH THE. l
SITE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE .BUILDING
PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVEL
COORDINATOR SHIRLEY VOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committ'~ee
to the Planning and Zoning Commission within five days after the PRC Committee meeting.
Failure to appeal the PRC .action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copes
are on file, no further development approval shall occur, and no further action by the Commission
shall take .place. An applicant may .appeal. only certain .aspects of site plan review,. and in tike
absence of discretionary review by the Commission,.. or review pursuant. to a petition, all other
aspects of the site. plan shall be final. Any notice of appeal shall state with particularity the aspects
which are to be .appealed. Coordinate appeal process through Development Coordinator Shirley
