The following are typical standards for Plan Development established by Ordinance or Policy: ~r'f 1. Building separation is a minimull~ of l5 feet. ~1 2. Building setbacks are outlined in Ordinance 1638, Zoning Ordinance, Table A (Sec. 7, P. 30) ~3. Minimum parking space is 9' ~ 20', or on a perimeter ro\v, 9' x 1'8' with a 2' overhang. 4. Minimum drive width is 23' with. head-in parking or 20' without parking. 5. Raised landscaped islands, (6" raised curb) of a minimum of 180 sq. ft. are located at both ends of every parking row. Additionally, 180 sq. ft. of landscaping for every I5 interior parking spaces must be provided. ^ 6. Streetscape compliance is required \uhich Involves special plantings along streets specified in the City's Streetscape Plan. ^ 7. A 6" raised :curb. is required around all edges. of all. parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) .Curb detail to be approved by City En,ineer. No exceptions will be made for areas designated as "reserved for future f parking" l~ 8. Wheelstops may be required on interior rows longer than 10 spaces or in special situations. ~9. Fire lanes of a minimum of 20 feet in width with a minimum height clearance of l~ feet must be established if any structure of any type is more than l50 feet from a public street or highvvay. ^ 13. A twenty four foot setback from R.O.W. to curb of parking lot is required. Parking may be allowed in this area up to a maximum of 7 contiguous spaces. ^ I7. Box 347 Scranton, AR 72863 Dear Mr. Carter: As 1 indicated in .our telephone conversation a few minutes ago, the City staff is having a great deal of difficulty in reviewing the plans submitted on 2-1496, because the site plan is incomplete, and it really .isn't at all like the site plan submitted by K. L. Karnes Construction Co. and reviewed by the staff in November 1995. Normally the steps in the .review process are as follows: (1)Applicant submits 16 copies of site plan, grading plan, drainage plan and- landscape .plan for review. (2)Project Review Committee reviews .plan and votes on the project. In this particular case, .the PRC voted to approve the plan with certain spec:,ific conditions. (3)AppJicant revises the plans to comply with conditions of approval and submits 4 sets of full building/site construction plans with those 'revised site/grading/drainage/landscape plans attached. (4)City .reviews. plans. and redlines with conditions for compliance and returns on 5th working'.:.. day to applicant for revisions. (5)Applicant -makes revisions and resubmits 4 complete sets of plans for review for compliance (done within 5 working days). (6)Jf plans approved, applicant pays. fees and ..receives building. permit and drainage development permit. To date the staff has reviewed the building -plans .submitted and has the following comments pertaining to the items missing from the site plan: (1 ).Need vicinity map, {2)Need temporary blanket easement. prior to issuance of building permit, (3)Need all water_& sewer & irrigation demands (minimum & maxirnurn in gallons per minute and gallons .per day (sewer) so City can. size meters, (4)Need waterline plans for interior, including.. fire hydrant(s), (5)Sprinkler connection (Siamese) needs to be located near the fire .hydrant area, but away from the building -show location, (6)Need ADA details for ramps on public sidewalk - show location, (7)Need drainage .details, including. flumes, headwalls, etc., (8)Need to see backflow preventor/sprinkler vault details on some set of .plans, (9)Need detail on how driveway detail will tie into Victoria, (10)Need technical data on fiber mesh to indicate that 4" with fiber mesh is as strong as 6" w/#3's at 18" o.c., (11)Need grading. details with curb. openings, (12)Need for fire hydrant to be shown on site. plan so staff can determine if 1 hydrant provides coverage for entire site, (18)Fire lanes need to be more clearly defined,. (14)Show radii of curbing, both inside & outside, (15)Make the location of the new manhole more clear, (16)Water meters must be located in easements,. with City maintenance up to and including meter, and owner maintenance for service line .(from meter to building), (17)Sca1e on ,plan is so sma11 it is barely legible -please provide better prints. As you can see with the above comments from the engineering division, there are a number of problems to be addressed before. a complete .review can be made. The planning staff has not yet made a determination as to whether or not an additional P.R.C. review will be required. I will call you. as .soon as that decision is made.. I am including with this .FAX a copy of the review made by the building division. Those comments must be addressed .prior. to issuance of a building permit. I am also including a copy of the P.R.C. report of the review of the plans submitted by Karnes so you can see some of the items which were missing on those .plans.. In addition, i am including a checklist that staff uses to review plans submitted. If you will have your designer use this list in .preparing a revised site plan, it will include the items. we use to determine compliance. .look forward to hearing from you as to the direction you indicate. to us you would like to take afi this point in the process. I suspect that when it was caught, we simply made them change back. I think a letter that states "the fibermesh is not acceptable under our current standards -and therefore was not allowed" would be sufficient. »> Veronica Morgan 08/30/96 04:26pm »> kent and all, although i would have to go to the files to check but my recollection was...... in discussions with me about the subject i told them they could submit technical data on the fibermesh to show it was as strong: as our steel reinforcement schedule and we could review the data. i dont ever remember the tech data coming in for the mesh and instead the plans were changed. now i may be wrong but my first memory of the subject is -this is what happened. so i dont know if the letter is in order. do you guys remember anythign else? »> Shirley Volk 08/30/96 02:24pm »> The Assisted Living Center on Victoria became the Bluebonnet House. They were issued their C.O. today. The project manager, Dave McCormick came in to thank everyone for being so cooperative & helpful throughout the entire process. He said everyone from the City involved in either the review or inspection process couldn't have been more helpful and fair and that if he had his choice between working here full time (with the City reviewing & inspecting) and doing just'one job in Dallas - he would most certainly choose here! (I guess that's a compliment :)!) He left with a request for help. On the plans which were submitted for review they proposed to us a 4" fibermesh concrete in the Fire Lane, but under someone's specifications,during the review process they were required to change what they used, and the result was they changed to 6" 3500 psi w/#3 or #4 bar 18" o.c. both ways. This increased their cost by approximately $30,000. What they have asked is that the City write a letter statimg the City required the change; that way, the owner will reimburse the contractor forthe additional costs. He asked that we fax the letter to Gilliland Construction Co., Attention: Lee B. Gilliland (501)938-7075. The hard copy. can be sent to: Gilliland Construction, P.O.
