SUBJECT: Site Plan -College Station Assisted Living Centex; proposed facility to be located
on Victoria Avenue in Edelweiss Phase 3A totaling 4.574`acres. (96-506)
A Project Review Committee meeting was held Wednesday, March. 6, 1996.. to discuss the above
mentioned conditional. use permit. request. City Engineer Laza moved to recommend approval of
the. proposed site plan with the following conditions.
The following is a list of discretionary items and ordinance. requirements identified by the
Project Review Committee. This list,does not relieve the applicant of total compliance with
all current ordinance requirements.
CONDITIONS OF APPROVAL:
Discretionary Items:
Screen the dumpster located in the rear of the property from the adjacent. residential area.
(This screening. can 'be accomplished by a wood privacy :fence, landscaping or a
combination of the two.)
_ The 18" screen along the southwest side of the parking lot is not acceptable as proposed.
Staff suggested the use of Indian Hawthorn. on 3'` centers or Photinias on 4' to 5' .centers.
The screen should be 3' in height to be adeduate.

Ordinance Requirements:
_ The City requires the water meter to be within an easement or right-of-way. The City
maintains up to the meter and will not maintan:the service line as indicated.
_ Provide water and sanitary demands so that staff can size the. necessary meters. The
developer may want to separate domestic and irrigation demands.
_ Note the spot elevations as proposed or existing: (These elevations can be deleted from
the site plan.)
Provide a vicinity map that. clearly shows the-location of the property.
_ Clarify the elevations along: Victoria Avenue or remove them from the site plan.
Dimension the width-of the driveway opening. along. Victoria Avenue.
Show the radii dimensions for all interior curves throughout the site plan.
Submit back flow prevention/sprinkler vault: details.
_ Clarify the location of the .new manhole. along. the'. existing drainage way.
Fire hydrant locations must be' shown' on the site plan to determine proper fire coverage.
Show the fire lane locations and note them more clearly on the site plan.
Provide details on how the driveway will tie into Victoria Avenue.
With respect to site note #2'-provide 6" concrete with #3's at 18" on center. (This does
not have to be reflected on the site plan but can be incorporated into the building plans.)
The required sewer impact fee for 39 units is $4,451.26
Comments/Concerns:
_ The plans from Mike McClure should include:
Water line: plans for interior water lines including fire hydrants.
_ Sprinkler connection (siamese) which the fire. department would like to have;
near the fire hydrant and away from the building if at all possible.
_ ADA ramp details for ramps constructed on public sidewalks.
_ Grading details with curb openings.
Drainage details including flumes,. headwalls, etc.

_ Coordinate electrical service: details with Electrical Operations Coordinator Tony
Michalsky at (409) 764-3660.
_ The 20' underground electrical easement shown on the final plat should be changed to a
20' public utility easement. Coordinate telephone service details. with G.T.E.
Representative Laverne Akin at (409) $21-4723.
P&Z Representative Smith seconded the motion to recommend approval of the site plan with the
above mentioned conditions which passed unopposed"(3 - 0).

SITE AND LANDSCAPE PLAN ATTACHED TO CONTINUE WITH PHASE II O]F THE
BUILDING PERMIT PROCESS. COORDINATE FUTURE SUBMITTALS WITH
DEVELOPMENT COORDINATOR SHIRLEY VOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant .may appeal. the decision. of the Project. Review Committee
to the Planning and .Zoning Commission wrthm five .days.. after the PRC Committee meeting.
Failure to appeal the PRC action: shall constitute. a contractual acceptance of all'. conditions
imposed, and a waiver and surrender of all .complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all. changes and requirements imposed by he
PRC, and accompanied by a written explanation of those items being appealed. Until said. copies
are on file, no further development approval shall occur, and no further. action. by the Commission
shall take place. An applicant may appeal only .certain aspects of site plan review,. and in the
absence of discretionary review by the Commission, or review pursuant to a .petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state withparticularity the aspects
which are to` be appealed. Coordinate appeal process through Development Coordinator Shirley

A Project Review .Committee meeting was held Wednesday, November 22, 1995 to discuss the
above mentioned site plan. Assistant City Engineer Morgan moved to approve the proposed site
plan with the following. ordinance requirements',and comments:

ordinance requirements.

Site Plan Related.•
The throat length on both drives along Victoria Avenue must be a minimum of 40'.
Show<the location of opposite and adjacent drives along Victoria Avenue.
_ Show the .proposed 6" sanitary sewer ervice line. (Show the sanitary sewer line
according to the construction plans submitted by McClure Engineering.)

Site Plan Related.•
Add a note which states that the proposed sidewalk as it crosses the two driveways, must
maintain minimum ADA requirements.
_ The wood fence around the proposed trash dumpster must be a minimum of 8' in height if
an 8 yard dumpster is required.
Include the legal description of the property on the. site plan..
Note that the subject property is not within the 100 year floodplain.
Provide curb details.
Show an additional fire hydrant to provide adequate fire coverage to the site..
Show fire lanes throughout the site.
Note that the vicinity map is not to scale.
Add to the water and sewer demand table the following:
-- Water Meter:
Domestic, 2" meter
Irrigation 2" meter
-- Sewer Service:
6" meter
_ Relocate the water and irrigation meters so they are .located closer to Victoria Avenue.
Show the public utility easement for the lines and meters.
Grading Plan Related:
_ The grading plan submitted .does not match the drainage report. (The water needs to flow
into the flume as per the drainage report.)
The grades. located along the north corner of the property fixrthest from Victoria Avenue
appear that they will not work in this area.
Submit headwall and flume details.
Note the size of the curb openings.
_ According to the drainage report, the conduit from the building to the drainage flume is
18" and not 10" as shown. The 18" pipe was. sized fora 100. year storm. Does the 6" and
8" lines provide for the same?

Non-Site Plan Related.•
_ A sanitary. sewer impact fee in the amount of $4,108.86 is required prior to issuance of a
building permit.
The parking requirement is based on a per bed basis and not a per unit or bedroom basis.
Landscape Plan Related.•
Dimension the landscape reserve area on the site plan.
An irrigation plan is required prior to issuance of a certificate of occupancy.
Add the following general notes:
-- All areas disturbed during construction shall be returned to their natural condition.
-- Grass cover must be established at the time of issuance of a certificate of occupancy.
Comments/Concerns:
_ The sprinkler connection should.. be located near the fire .hydrant and away from the
building if possible.
The owner/developer s.to provide and place two 3 PVC pipe with pull string from the
outside building termination to the northwest corner of the .property (100' common area
and public utilityfdrainage easement). The conduit should ell up 4' at the termination point
and be capped. The service entrance should be within 20' of power; if not, a 8° x S/8"
copper .ground rod must be placed at the base of the termination point. Coordinate
telephone service details with G.T.E. Representative Laverne Akin at (409) 821-4723.
_ .Underground .electrical service is required. The developer is responsible to provide all
conduit per City design .and requirements including the concrete.. transformer pad and
junction box pad per City specifications. Submit the electrical service request form
agreeing to pay 20% of the cost of electrical service. Staff prefers the use of a temporary
blanket easement for construction .purposes and upon completion, a final plat dedicating
the necessary easements and releasing. the blanket easement. Coordmate electrical service
details. with Electrical Operations Coordinator Tony Michalsky at (409) 764-3660. (See
attached information and applications.}
Senior Planner Kuenzel seconded the motion to approve the site plan with the above mentioned
conditions which passed unopposed (2 - 0).
