Company proposes to place a Minor Grading & Concrete Rip Rap & connect _ to existina St-nrm SPwAr
line within the right-of--way of FM 215d Wellborn Road in Brazos County,
Texas as follows: (give location, length, general design, etc)
Eastside, approximately 100 feet south of Mortier Drive, exiting 24" RCP.,
concrete flume 4' wide, 20 feet long, concrete Rip Rap, parallel to roadway
approximately 25' feet long and 5' wide.
The line will be constructed and maintained on the highway right-of-way as shown on the attached drawing and in
accordance with the rules, regulations and policies of the Texas Department of Transportation (TxDOT), and all
governinglaws, including but not limited'to the "Federal Clean Water Act," the "Federal Endangered Species Act," and
the "Federal. Historic Preservation Act." Upon request by TxDOT, proof of compliance with all governing laws, rules, and
regulations will be submitted. to TxDOT'before commencement of construction.
Our firm will use Best. Management Practices to minimize erosion and sedimentation resulting from the proposed
installation, and we will revegetate the project area as indicated under "Revegetation Special Provisions."
Our firm will insure that traffic control measures complying with applicable portions of the Texas Manual of Uniform
Traffic Control Devices will be installed and maintained for the duration of this installation.
The location and description of the proposed line and appurtenances is more fully. shown by
sets of drawings attached to this notice.

Just got off the phone with John Arkell, who is an engineer out of St. Paul,
MN and is working on the Cottages project. Also on the call were that Debra
Griffin we met earlier, and another engineer. Anyway, the plan is for them
to come in next Wednesday, after PRC, but while we're all together, to show
us a conceptual plan and to meet with all of us who will be involved in the
review process. I will have Natalie add a note to the bottom of the PRC
agenda for everyone who .normally attends to remember to stay after the last
project officially reviewed so they can meet-these people and point out any
problems in the area that they are aware of.
The plan is to build 132 units. They will be 1 story buildings, 3 4-plexes
arranged in an L or a U, for a total building area of appx. 12,000 square
feet. I warned them about the possiblity of sprinkler requirements, and
referred them to David Moore to talk. about building regulations. We spoke
of the temporary access from Wellborn they can have during the building
process, with that access to be closed and permanent access to be taken from
the street which runs across the northern part of their property prior to
issuance of a certificate of occupancy.
I can't think of anything else right now, but if I do, I'll let you know.

got the call; he had carious site plan and zoning .questions:. parking,
setbacks, distances from .garages to fire .lanes, required fencing, etc. etc.
I told him he needed a_z.o. and the site plan checklist, neither of which he
now has. I will have d.j. send him .these items, along with a copy of the
zoning map showing the surrounding districts. Please call him back today if
you can•

Dear Randy:
When we last spoke on the telephone some weeks ago, you asked if there is some way the City
can help out financially for your projecf by waiving some of the fees. I responded that I'm not at
liberty to waive any of the required fees, but I .did follow up by checking with some. of the review
staff to see if we could help you in other areas'. As it turns out, what the Planning staff agreed to
will help you financially during the construction of your project.
The reviewing staff has, in recent years, required the developer to put up a bond for landscaping
for either all of a multiple building project of the "half-way mark", or for the landscaping which is
not yet in if the developer is doing some on-going planting as each building receives a Certificate
of Occupancy. This morning when this same staff met, it was agreed that as long as you, the
developer, are installing some landscaping with each building that receives a Certificate of
Occupancy, we will not require the bond for the unplanted material unless there are still items left
undone when you. are requesting your Certificate of Occupancy for the last building. This should
help your cash flow during: the construction of your project.
Please be aware that all landscaping shown and approved on your landscaping plan must be
installed and the site cleaned before you will receive the Certificate of Occupancy on your last
building with dwelling units. Jn lieu of this, you have the option of making a financial guarantee
for that which has. not been installed;. Should that be the case:, please contact our office for
specific details well in advance to when you will be expecting to receive your Certificate of
Occupancy on your final building.

This permit is valid for site clearing and grubbing only. The contractor shall assure that all
silt and erosion control is in place in accordance with the approved pollution prevention
plan,.. prior to commencing work. Contractor shall prevent silt and debris from leaving the
site in .accordance with the City of College Station Drainage Policy and Design Criteria.
Owner and/or contractor shall be responsible for any damage to existing city streets or
infrastructure due to heavy machinery and/or equipment.
In accordance with Chapter 13 of the Code of Ordinances of the City of College
Station, measures shall be taken to insure that debris from construction, .erosion, and
sedimentation shall not be deposited in city streets, or existing drainage facilities.
I hereby grant this permit for development of an area outside the special flood

This letter is a follow-up to our conversation this morning regarding the outlet
structure at Welborn .Road (FM 2154). .Once the design is finalized and
approved by TxDOT, we will need 6 copies, each, of sheets C5 and C13. These
revised sheets will replace the existing ones which: are .approved with the
exception of the outlet structure.
One additional .matter which I failed to mention .this morning is .that once we
receive building plans from the architectural firm, we will need 3 more full sets of
civil plans to insert into those as well

Dear Mr. Williams:
Attached is a copy of a Utility. Permit for the Cottages of Rock Prairie located on
the southeast corner of the intersection of Wellborn Road and Monier Drive,
which is now under construction. The contractor is proposing to construct a
concrete. flume from the subject property line to an existing 24-inch -RCP under
Wellborn Road (FM 2154).
Included for your review is a copy of plan and profile views of the proposed.
concrete flume. and a drainage report quantifying the amount of additional post
development runoff from the site. If this submittal meets TxDOT criteria and you
are able to approve it, please keep this information for your records. We have
our own copies and therefore do not need anything to be returned.

As President of the undersigned entities, I hereby notify all persons doing business with
these .corporate entities that, effective January 25, 1997, Randolph V. Brown has been
terminated and .therefore, he is no longer associated with the companies or any of their
business dealings. Accordingly, Mr. Browne is mat authorized to act in any. meaner with
respect to any projects, existing or proposed, cannot bind the owner to any contract or
purchase order, and he is not to be consulted or dealt with with respect to nay existing oz
proposed projects or any other business matters of the undersigned entities. William A.
Kilgore has been named Construction Manager .for Quest Structures, Inca and in such
capacity, will oversee all work in progress and any warranty work that .may be required
under existing contracts. Mr. Kilgore has over thirty-two {32} years experience in the
construction industry, has constructed aver twelve thousand (12,000) units in eight {8)
states including Texas,. and has been with Quest Structures, Inc. since June, 1995. During
his employtneat with Quest, Mr. Kilgore has successfiilly completed.. our Waco and
College Station projects and commenced on-site responsibilities for our Tyler project.

When we last spoke on the telephone some weeks ago, you asked if there is some way the City
`can help out financially for your project bywaiving some of the fees.' I responded that I'm not iat
liberty o waive any of the'required fees, but I did follow up by checking with some of the review
staff fo see if we could help you in other areas. As it turns out, what the Planning staff agreed to
`will help you financially during the constrUdion of your project.:.
'The reviewing staff has, in recent years,'required the developer to put up a bond for landscaping
for either all of a multiple building project at the'half-way. mark', or forthe landscaping which its
not yet in-if the developer is doing some on-going planting as each building receives a Certificate
`of Occupancy. Thismoming wtlen this same staff. met, it was agreed that as long as you, the
developer, are installing some landscaping with;each'tiuilding that receives a Certificate"of
,Occupancy,we will'not require the'bond for the:unplahted material unless,#her~e are still items left
