Thanks for the concern about the fpurplexes. We agree with your conclusion that the new trash
dutnpsters will be beneficial`for the complex. We agree to let the city proceed with the plans
sub}ect to the fallowing.
Buildings 1407 grid 1405, on the comers effected,. roust drain as well. as, ar better than they
currently do. These slabs can not act as a dike to retain water backup to the buildin8, This is
likely to happen if the grade is raised and leveled to poor the pads- Ensure that there. is drain file
that drains the canter of the yard in front of unit 1 in both 1405 and 1407 under the. pads, or
ensure that the construction of the pads lowers the. grade rather #han raises the grade.: Plcasa

I want to make Some comments on the site plans sdleduled for review an March 22.
1. Site. Plan -Summit Fourple~es:
The site plan as submitted cait be serviced and is operationally correct. However, the containers can still
be seen from 2818. I am attaching a copy of this site with an optional location for the containers that will
still be serviceable and better screened from 2818. Also, I have an option for this location to use
residential containers. Either of these options will be'acceptable.
2. Final Plat -Shenandoah Phase II Subdivision:
No .comments.

When.I.frst•looked•at•ths•ste~plan,•
they had several 400 gallon container's
located on the 2818 side, in the same
spots as the screening fences'.are now.
I recommended placing FEL's on the'
summit street side because the would be
less visible from rights-of-way. :Jane
did not. accept this .recommendation'.
Jane and I spoke about this and Jane
rejected FEL's and requested individual
residential containers. It was our'
agreement and my .understanding that'
these containers would be placed in the
parking lot and removed after service.
I drove by Summit Apts. last week and.
saw the screening fences on 28-18 and'
got confused. Thatswhen I called`
Shirley.. If the residential containers
are to be placed in the enclosures, 'it
will be impossible to collect unless
the driver gets out of the truck, pulls
the cans to the street and replaces
them back inside the enclosure after..
collection. This :.defeats. the purpose
of automated collection.

A Project Review Committee Meeting was held Wednesday, March 29, 1995 to discuss the above
mentioned parking lot plan. City Planner Kee moved to recommend approval of the parking lot
plan with the following conditions:
CONDITIONS OF APPROVAL:
Discretionary Items:
The site plan. that is :approved is with the assumption that the proposed drainage plan is
correct. If here is a substantial change to the site plan due to changes in the drainage of
the site, staff has the. discretion to require the revised site plan to be reviewed by the
Project Review Committee. (The. final plat for the subject property must also be revised
to reflect the. actual location of the. drainage easement..)

The following is a list of ordinance requirements identified. by the Project Review
Committee. This .list does not relieve the applicant of total compliance with all current
ordinance requirements.
Ordinance Requirements:
Site Plan Related.•

Show the minimum, maximum and era a water, sewer and irrigation demands for the
.proposed deve~lopment~ so at the meter sizes can be established.
_ 1Vote that there is no floodplain on the subject property.

_ Provide curbing around the entire perimeter of the parking .lot including at the ends of the
parking stalls.
Landscape Plan Related.•
_ The landscape plan exceeds the minimum point requirements by 170 points per lot.
Comments/Concerns:
N/i~ If the Summit Street right-of--way is abandoned, fire lanes will be required for the
proposed fourplexes to provide adequate coverage to the site. Additional fire hydrants
will not be required.
_ Coordinate the proposed location and screening of the individual garbage cans for each
living unit with City Planner Jane Kee at (409) 764-3520.
_ In.detail #3 on the site: plan, do not allow the apron at the street to toe under.
_ Extensive off site conduit must be installed along a utility easement in the apartment
complex to the south .that will make it necessary to bore .Summit 'Street to an appropriate
pad. location. From the pad location, conduit must be installed to each of the buildings.
The developer is responsible for 20% of the total job. cost:. Coordinate details with
Electrical Line Coordinator Don Lusk at {409) 764-3660.
_ Conduit is required from the proposed buildings to the existing telephone cable along F.M.
2818. Coordinate details with G.T.E. Representative Laverne Akin at (409) 821-4723.

mentioned conditions which passed unopposed (3 - 0).
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDINCr PERMIT
PROCESS. COORDINATE FUTURE SUBMITTALS WITH DEVELOPMENT
COORDINATOR SHIltLEY YOLK AT (409) 764-3570.
APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days .after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and. a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law.. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed. by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file,.. no further development approval. shall occur, and no further action by the Commission
shall take place.. An applicant may appeal only certain aspects of .site .plan review,. and in the
absence of discretionary review by the Commission, or -review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects
which are to be appealed. Coordinate appeal process. through Development Coordinator Shirley
